TO CONTRACT FOR ENGINEERING SERVICES

PROJECT: Water Distribution System Generator Addition
This Supplemental Contract No. 1 to Contract for Engineering Services is made by and between
the City of Round Rock, Texas, hereinafter called the "City" and Gupta & Associates, Inc.,
hereinafter called the "Engineer."
WHEREAS, the City and Engineer executed a Contract for Engineering Services, hereinafter
called the "Contract," on the 14th day of October, 2021 for the Water Distribution System
Generator Addition Project in the amount of $210,186.00; and
WHEREAS, it has become necessary to amend the Contract to modify the provisions for the
scope of services and to increase the compensation by $40,175.00 to a total of $250,361.00;
NOW THEREFORE, premises considered, the City and the Engineer agree that said Contract
is amended as follows:
I.
Article 2 Engineering Services and Exhibit B, Engineering Services shall be amended as set
forth in the attached Addendum to Exhibit B. Exhibit C. Work Schedule shall be amended as set
forth in the attached Addendum to Exhibit C.
III
Article 4. Compensation and Exhibit D. Fee Schedule shall be amended by increasing by
$40,175.00 the maximum amount payable under the Contract for a total of $250,361.00, as
shown by the attached Addendum to Exhibit D.
IN WITNESS WHEREOF, the City and the Engineer have executed this Supplemental
Contract in duplicate.

ADDENDUM TO EXHIBIT B
Engineering Services
1. An existing, unused 50 kW generator will be relocated to the Phase V area and connected through
an automatic transfer switch (ATS) to the electrical distribution and controls infrastructure;
2. The generator pad, ATS, and wire/conduit will be oversized to accommodate a larger generator
that may replace this 50 kW unit in the future;
3. This work will be issued as a change order to the general contractor now constructing the
generator project.
4. Site civil and structural engineering to be done by JQ Infrastructure (JQi).
Additional Details:
1. The available generator is not large enough to run the entire Phase V loads. However, it is
believed to be large enough to power the SCADA Servers Rack is in the electrical room. This
was the initial aim for installing a generator.
2. The generator equipment pad, ATS, and wire/conduit will be sized for a generator that could
power the entire Phase V loads should The City decide to upgrade it at some point in the future.
3. The base contract still has special services funds for survey and Geotech.
a. The special services for survey were already authorized from the original design, and we
have approximately $5,000 that is available to perform a survey at this generator location.
b. For the Geotech, we request a copy of the Geotech report from the Phase V Treatment
Expansion Project. If this is not available, we will request authorization to use a portion
of the Geotech special services to perform a boring and get a site -specific report.

With the onset of inclement weather in February of 2021, Governor Abbott passed and signed the Texas
Senate Bill 3 (SB3) requiring an emergency plan for all Texas utilities. During the evaluation of the water
distribution system by the City of Round Rock, it was determined that standby generators were needed at
the three identified distribution sites. Standby generators will help provide greater resiliency and
flexibility in the distribution system during a prolonged power outage. As the project unfolded, it was
determined that the addition of a generator for the water distribution system communication control
cabinet at the Water Treatment Plant was needed.
The original contract was for the design, bid, and construction phase services associated with the addition
of three standby generators on three separate water distribution pump stations: Southeast Elevated
Pump Station, South 81 Pump Station, and Southeast Ground Pump Station. This agenda item serves as
Supplemental Agreement No. 1 for the engineering services associated with the design and construction
phase for the additional generator at the Water Treatment Plant.
The Utilities & Environmental Services Department previously selected Gupta & Associates to complete
the project engineering. The original contract amount for the project was $210,186. The cost of
Supplemental Agreement No. 1 is $40,175, which increases the contract amount to $250,361.
