Supervisory Control and Data Acquisition (SCADA) is a control system architecture that uses computers,
networked data communications and graphical user interfaces shown on a computer monitors to provide
process control and management. It uses other hardware like programmable logic controller (PLC) to
interface with the process plant or machinery. he entirety of the system is to provide a Humam/Machine
Interface, or HMI which allows operators to easily and precisely control the plant processes over a secure
system. This SCADA or HMI Programming Services project replaces the existing SCADA and HMI system.
The original contract with Plummer, Inc. provided the design and integration of the new system in two
phases. The first phase put into place the new hardware and software to support the existing facilities. The
second phase provided any new hardware and controls to accommodate the equipment added by the
10MGD wastewater treatment plant expansion project. This contract also provided construction phase
services for the SCADA/HMI system installation including factory testing of,equipment before going live to
make sure the system is installed as it was designed. The original contract cost was $1,005,580.
Supplemental No. 1 added additional construction phase, on -site commissioning, PLC programming an
training services through the remainder the construction contract for the 1OMGD wastewater treatment
plant expansion. Supplemental No.1 was for $183,250.
Supplemental No.2 provides one year of maintenance, trouble shooting, training and support services from
