WHEREAS, the City and Engineer executed a Contract for Engineering Services, hereinafter called the "Contract," on the 23rd day of June, 2022 for the Round Rock West Area 3 - Water, Wastewater, & Storm Drain Improvements Project in the amount of $350,065.00; and WHEREAS, it has become necessary to amend the Contract to modify the provisions for the scope of services and to increase the compensation by $72,415.00 to a total of $422,480.00; NOW THEREFORE, premises considered, the City and the Engineer agree that said Contract is amended as follows: Article 2, Engineering Services and Exhibit B, Engineering Services shall be amended as set forth in the attached Addendum to Exhibit B. Article 4, Compensation and Exhibit D, Fee Schedule shall be amended by increasing by $72,415.00 the maximum amount payable under the Contract for a total of $422,480.00, as shown by the attached Addendum to Exhibit D. The improvements will be located at Area 3 System 7 and Area 3 system 6 as shown in the attached map. The design will include improvements to the storm drain system, water and wastewater line replacement including service lines within ROW and pavement reconstruction for the project limits. 1.0 60% Design Phase Services Consultant will provide preliminary design phase services for a 60% design deliverable. The preliminary design phase services will include: • Revise general, civil, water and wastewater, sidewalk and pedestrian access, and drainage plans. The scope of work has been developed assuming the following lengths: An additional 600 linear feet of drainage improvements No additional linear feet of wastewater improvements v No additional linear feet of water improvements • Revise paving plans for: ;1 Asphalt concrete pavement replacement limits Mill and overlay, and full depth repairs including flexible base and joint trench embankment where two or more utilities are adjacent within the street and for closely spaced storm sewer improvements such as trunk lines, laterals, and curb inlets; rSidewalk, pedestrian ramp and driveway reconstruction where required due to utility line service improvements, and; o Intersection striping notes for one (1) intersection. • Revise traffic control plans and standard details, including pavement repair and joint trench details. • Revise Erosion and Sedimentation Control Plans. • Running a 1 D hydraulic model to confirm that the proposed drainage improvements comply with the goals of the project. • Inserting and running the approved drainage features into the 2D hydraulic model to confirm conformance with the project goals. • Providing an update to the Opinion of Probable Construction Cost (OPCC) to include full depth pavement repair zones, flexible base and storm sewer, joint trench repairs, and backfill. • Meetinglcoordination with City to review 60% design. Key Understanding: Design Files will be completed using MicroStation and will be converted to AutoCAD at completion of design. 2.0 Final Design Phase Services Consultant will provide final design phase services. The final design phase services will include: • Prepare 90% complete general, civil. water and wastewater, sidewalk and pedestrian access, and drainage plans. The scope of work has been developed assuming the following lengths: o An additional 600 linear feet of drainage improvements o No additional linear feet of wastewater improvements o No additional linear feet of water improvements • Updates to paving plans for: o Asphalt concrete pavement replacement limits o Mill and overlay, and full depth repair limits; o Sidewalk and pedestrian ramp reconstruction where required due to utility line service improvements, and; o Intersection striping notes for up to one (1) intersection. • Providing an update to the Opinion of Probable Construction Cost (OPCC). • Meetinglcoordination with City to review 90% design. • Insert final features to confirm the approved drainage features into the 2D hydraulic model to confirm conformance with the final project goals. This model will be submitted to the City as a final product. • Finalize the Erosion and Sedimentation Control Plans for the Water Pollution Abatement Plan (WPAP) submission. Prepare 100% complete (bid set documents) for additional general, civil, water and wastewater and drainage plans. • Prepare bid set documents including contract documents, plans, and specifications for additional storm and roadway improvements. Key Understanding: • The City will be responsible for obtaining any temporary or permanent easement for the sites. • Design Files will be completed using MicroStation and delivered to the City in AutoCAD format. • General construction notes will be included to require the contractor to prepare, implement, and maintain a Stormwater Pollution Prevention Plan (SWPPP), as required. • Any required permit fees will be paid for by the City. 3.0 Project Deliverables The following will be submitted to the City, or others as indicated, by the Consultant. No additional deliverable is noted in this amendment.: • PDF of the Kick-off Meeting notes. • PDF of draft and final wetland delineation report. • PDF of pre -construction notification (PCN) package for a Nationwide Permit (NWP). • PDF of the letter documenting the cultural resources findings. • PDFs of the 30%, 60% and 90% plans and specifications with opinion of probable construction cost. • PDF and three (3) half-size (11"x17") copies of the final (bid set) plans and specifications with opinion of probable construction cost. • PDF and three (3) half-size (11"x17") copies of the conformed set of plans and specifications. • PDF and one (1) half-size (11" x 17") copy of Record Drawings. • Record drawings will be provided in dwg format. Shape files will be provided for proposed utilities. • Consultant Acceptance Letter. 2 4.0 Extra Work The following items are not included under this agreement but will be considered as Extra Work. Extra Work will be as directed by the City in writing for an additional fee as agreed upon by the City and the Consultant, 1. SCADA Programming or Integration. 2. TxDOT coordination. 3. Materials testing. 4. Preparation of easement descriptions or land acquisition assistance. 5. Subsurface Utility Exploration (SUE), except as noted above 6. Design of utilities and roadway outside the project limits identified on the attached exhibit. 7. Design of pavement profiles, curb and gutter, curb, valley gutter, and/or sidewalk, except as noted above. 8. Improvements related to ADA compliance and/or City standards for ramp and sidewalk ADA compliant configurations other than those which overlap with utility reconstruction. 9. Operational auditioptimization. 10. Water testing. 11. Funding assistance. 12. Fees associated with any construction permits. 13. Construction observation except as noted above. Does not include geologic assessment/void observation. 14. Warranty assistance. 15. The improvements are needed to help alleviate drainage issues and to replace an aging infrastructure. During the design process, an existing outfall stormwater system, outside of the project limits, was surveyed and determined to be too damaged to carry the capacity from the proposed systems. The outfall system will need to be replaced, or at the very least repaired, in order for the proposed improvements to properly function, which will require extending the project limits. The hydraulic model was also reviewed and showed that the proposed storm water system would need to be further extended down Wildwood Drive to capture the bulk of street runoff. Supplemental No. 1 would provide funding to extend the proposed storm water system in order to capture additional runoff and increase capacity. The current contracted amount is $350,065.
