This Supplemental Contract No. 1 to Contract for Engineering Services is made by and between
the City of Round Rock,Texas,hereinafter called the"City"and Halff Associates, Inc.,hereinafter
called the "Engineer."
WHEREAS, the City and Engineer executed a Contract for Engineering Services, hereinafter
called the "Contract," on the 22nd day of June, 2023 for the Eagles Nest Street Project in the
amount of$899,644.00; and
WHEREAS,it has become necessary to amend the Contract to modify the provisions for the scope
of services and to increase the compensation by $581,948.00 to a total of$1,481,592.00;
NOW THEREFORE,premises considered, the City and the Engineer agree that said Contract is
amended as follows:
I.
Article 1, City Services and Exhibit A, City Services shall be amended as set forth in the attached
Addendum To Exhibit A.
II.
Article 2, Engineering Services and Exhibit B, En ing eering Services shall be amended as set forth
in the attached Addendum to Exhibit B. Exhibit C, Work Schedule shall be amended as set forth
in the attached Addendum to Exhibit C.
III.
Article 4, Compensation and Exhibit D, Fee Schedule shall be amended by increasing by
$581,948.00 the lump sum amount payable under the Contract for a total of $1,481,592.00, as
shown by the attached Addendum to Exhibit D.
IN WITNESS WHEREOF,the City and the Engineer have executed this Supplemental Contract
in duplicate.

ADDENDUM TO EXHIBIT A
City Services
EAGLES NEST PHASE 1
SCHEMATIC AND ENVIRONMENTAL
FROM MAYS STREET TO CYPRESS BLVD
The City will furnish to the Engineer the following information and/or perform the
following tasks:
• Provide a tax exemption form for the purchase of taxable goods and services.
• Post and maintain project information on City website, as appropriate.
• Review Engineer's PS&E submittals in accordance with the schedule.
• Assist the Engineer in obtaining property rights-of-entry for ground surveys and
environmental investigations.
• Support project development with external stakeholders such other agencies and
property owners.
• Assist the Engineer, as needed, in obtaining data and information from the State,
County, and/or other franchise utility companies.
• Post and pay for notices in local publications for bidding, and host bid documents
on purchasing or other website.
• Coordinate and communicate project items and progress to other city
departments, as appropriate.

ADDENDUM TO EXHIBIT B
Engineering Services
EAGLES NEST PHASE 1
FINAL DESIGN AND PERMITTING
FROM MAYS STREET TO CYPRESS BLVD
For the scope of services for this contract, the Engineer shall provide professional
services for Final Design and Permitting. Engineer will provide services described in
further detail as follows:
Task 1 - PROJECT MANAGEMENT
1.1. Project Administration
• The Project Manager shall communicate with the city project manager.
• Prepare project meeting summaries for applicable meetings during the
project development process.
• Keep records of project records and make available to the city as needed.
Review submittals for Quality Assurance/Quality Control
1.2. Monthly Progress and Invoice
• Create and submit monthly invoices in required city format.
Prepare monthly progress reports for submission with the invoices to
provide a written account of the progress made to date on the project
1.3. Sub-consultant Management
• Prepare and execute contracts with sub-consultants, monitor sub-
consultants work, review and approve of sub-consultant invoices.
Task 2—SUBSURFACE UTILITY ENGINEERING
2.1. Subsurface Utility Engineering and Investigations (SUE) — Halff will perform
SUE in accordance with ASCE/UESI/CI 38-22 "Standard Guideline for
Investigating and Documenting Existing Utilities." This standard defines the
following Quality Levels:
Quality Level-A: Precise horizontal and vertical location of utilities obtained by
the actual exposure (or verification of previously exposed and surveyed utilities)
and subsequent measurement of subsurface utilities, usually at a specific point.
Minimally intrusive excavation equipment is typically used to minimize the
potential for utility damage. A precise horizontal and vertical location, as well
as other utility attributes, is shown on plan documents.

Quality Level-B: Information obtained through the application of appropriate
surface geophysical methods to determine the existence and approximate
horizontal position of subsurface utilities. Quality Level-B data should be
reproducible by surface geophysics at any point of their depiction. This
information is surveyed to applicable tolerances defined by the project and
reduced onto plan documents.
Quality Level-C: Information obtained by surveying and plotting visible above-
ground utility features and by using professional judgment in correlating this
information to Quality Level-D information.
Quality Level-D: Information derived from existing records or oral
recollections.
Quality Level-A Utility Test Holes (Vacuum Excavation):
Up to three (3) test holes with a maximum depth of 15 feet will be performed on
various utilities at locations specified by the city. Halff will cut up to a 12" square test
hole, excavate down to utility, record the depth to top of utility, backfill & compact the
hole, and restore the surface to its original condition. An iron rod with cap or "x-cut'
will be set to mark the approximate centerline location of the utility. A jackhammer
will be utilized for work to be performed in asphalt and concrete areas. This Scope
of Services includes all test holes being performed under one (1) mobilization.
If test holes are requested on non-conductive/untonable utilities depicted as Quality
Level-D where the horizontal location is assumed, Halff will coordinate with the city
and respective utility owner, on-site personnel if private property and available
records to pinpoint the location to perform the test hole. Due to the concrete/ground
conditions, one (1) attempt shall be made, which may or may not expose the subject
utility. Should the utility not be exposed, Halff will coordinate with the city for direction
on digging additional test holes if required and shall be compensated for each test
hole dug.
Quality Level-13 Utility Designating:
Halff will designate the approximate horizontal position of conductive/toneable utilities
within the project limits using geophysical prospecting equipment and mark using
paint and/or pin flags. We anticipate the designation of approximately 4,000 linear
feet of utilities including buried communication, electric, natural gas, traffic signal,
water, waste water/sanitary sewer, and storm drain/storm sewer. Designation of
irrigation lines, HDPE lines, gathering lines, asbestos concrete and/or pvc lines, as
well as pvc lines without tracer wire or access are not part of this Scope of Services.
Because of limited utility record information and the possibility of non-conductive/un-
toneable utilities, Halff cannot guarantee all utilities will be found and marked within
the project limits.

Quality Level-C Surveying:
Quality Level-B Utility Designation paint markings, pin flags, and above ground utility
appurtenances as well the iron rod with cap or "x-cut" for Quality Level-A Test Holes
will be surveyed and tied utilizing project survey control provided by the city.
Quality Level-D Records Research:
Available Records will be provided to Halff by the City. Halff will perform additional
utility record research as needed to successfully complete the project.
Because there are situations where the utility does not have a metallic composition,
a metallic tracer line attached, or access to insert a tracer line, the approximate
location of the utility may be determined by the use of utility records and direct
correspondence with the utility owner/representative. In these areas, the information
will be considered Quality Level-D, depicted according to utility record information
only.
SUE Field Manager/ Professional Engineer:
A SUE Field Manager will be on-site for a portion of this project for field crew
supervision, field quality control, and coordination with on-site personnel. A
Professional Engineer will be responsible for QA/QC, management of the contract,
coordination with the project team and signing the final deliverables if required.
SUE Deliverables / CADD:
Deliverables for the Quality Level-B 2D Utility Designation will be 11-in. x 17-in. SUE
plan sheets depicting the findings of the investigation. Deliverables for the Quality
Level-A Test Hole excavations will be a 8.5-in. x 11-in. Test Hole Data Form for each
Test Hole performed indicating depth, size, location, and other notable characteristics
of the utility. Electronic files will be provided in MicroStation and/or AutoCAD format
along with PDFs and photos. A Utility Investigation Report will be provided in
accordance with ASCE/UESI/CI 75-22.
Permitting:
Permits will be coordinated with the City of Round Rock as required.
Work Zone Traffic Control:
Halff will provide standard temporary work zone traffic control consisting of cones and
free-standing signage for this project. This Scope of Services does not include lane
closure(s), flag person(s), changeable message board(s), arrow board(s) and/or
engineered traffic control plans.
Schedule:
Halff will complete the Quality Level-B Utility Designation investigation within Thirty
(30) calendar days upon receipt of written notice to proceed from the City.
Halff will complete the Quality Level-A Test Hole services within Thirty (30) calendar
days upon receipt of approved permits from the City.

Due to uncontrollable factors such as ground conditions, weather, and safety
hazards, Halff reserves the right to request more time to facilitate field efforts should
one of these circumstances exist.
Work performed in the right-of-way shall be performed Monday through Friday, 8
am to 4 pm and Saturday and Sunday, 7 am to 7 pm barring inclement weather,
and with prior City of Round Rock approval.
Task 3— PLANS, SPECIFICATIONS, & ESTIMATES (PS&E)
Design will be based upon the 120-foot wide ROW as shown in the schematic.
3.1. 60% PS&E — Engineer shall prepare and submit 60% PS&E including:
• Title and Index Sheet
• Quantity Summary Sheets
• Typical Sections
• Survey Control Sheet
• Removal Sheets
• Paving Plan and Profiles Sheets
• Runoff Calculation Sheets
• Storm Sewer Plan and Profile Sheets
• Storm Sewer and Inlet Calculation Sheets
• SW3P Cover Sheet and Erosion and Sedimentation Control Sheets
• Landscape Planning and Irrigation Layout Sheets
• Water and Wastewater adjustment (provide utility sheets showing
manholes and valves proposed to be raised/adjusted to grade)

• Traffic Control Plans
• Project Specific Detail Sheets
• Roadway Cross Section Sheets (50 ft spacing)

3.2. 90% PS&E — Engineer shall prepare and submit 90% PS&E including
• Updated 90% with comments addressed from 60% review
• Bid Form and Specifications for inclusion in Project Manual (front-end
contract documents to be provided by the city)
• Preparation of updated OPCC
3.3. 100% PS&E — Engineer shall prepare and submit 100% PS&E signed and
sealed by Professional Engineers licensed in the State of Texas including:
• Final plans with comments addressed from 90% review
• Final Bid Form and Specifications in Project Manual
• Final updated OPCC

3.4. Signal Design — The traffic signal design will be performed for the intersection
of North Mays Street and Extension of Eagle Nest Street. The mast arms and
traffic signals will be designed based on TxDOT and City of Round Rock
Standards. The bid documents will only include the infrastructure in the
ground such as foundations, boxes, and conduits (poles, arms, and
conductors would be installed in a future contract). This scope is based upon
being able to use the TxDOT and City of Round Rock Standards. If site or soil
conditions require an alternate design, additional structural analysis will be
required as an additional service. Engineer will:
• Meet with City staff to discuss signal design requirements.
• Produce signal design plans CAD for the intersection and submit to the
City for review and comment at the following design levels:
o 90 percent plans
o 100 percent final plans
• Prepare PDF files of the signal plans for each design level listed above
and submit them electronically to the City.
• Provide PDF and CAD files of final plans and one set of original signed
and sealed plans.
• Prepare a quantities summary, bid item spreadsheet and estimate of
construction cost for the traffic signal design.
• Conduct up to three (3) meetings or conference calls with the City as
needed to discuss the signal design plans at the design levels
Signal timing is excluded from the scope and would be performed as an
additional service.
3.5. Illumination Design —The design shall include of the following:
• Electrical service coordination with the local utility
• Electrical service design for city owned streetlights with branch circuiting
and controls as required by the City of Round Rock Design manual
• Illumination design as required using typical TxDOT Design requirements
as a guide
• Specifications shall comply with TxDOT standards
• Site Plan(s) illustrating photometric reports, voltage calculations, fixture
locations, circuiting, and electrical service point(s).
• Conduit Plan for future use:
Two (2) four inch (4") spare conduits for the entire length of project with
ground boxes every 500 feet
• Detail and Schedule Sheets
• Provide no more than three (3) submittals during the Design phase (60%
PS&E, 90% PS&E, and 100% PS&E)
• Specifications will be provided per TxDOT standards
Consultant will provide the following deliverables:
• The 60% deliverable will include luminaire selection and photometric
calculation sheet. Written approval from Owner is required to proceed to

the following deliverable milestone.
• The 90% deliverable will include an electrical site plan with electrical
service requirements to illumination fixtures, circuiting requirements, and
voltage drop calculations,
• The 100% deliverable will include final intradisciplinary coordination, final
quality control review and addressing final Owner comments.
3.6. Structural — Engineer shall provide calculations confirming the depths of
illumination pole foundation for one pole type and height (30 foot).
3.7. Landscaping — Based on the City approved Concept Plan, Consultant will
provide the following services at the 60, 90, and 100% submittals:
• Landscape Plan — Consultant will prepare landscape plans to provide
street trees (approximately 100 trees) and landscaping of the medians
(similar to Eagles Nest Street east of Cypress Blvd). The plant palette
will prioritize the use of low maintenance and low water usage plants.
The quantity, species, size and spacing of all plant material will be
specified in a plant schedule on the plan. Details and notes for the
proper installation of plants will be included.
• Irrigation Plans— Consultant will prepare irrigation plans and details to
irrigate all proposed landscape improvements. City to provide the
consultant with a list of approved irrigation equipment to be used.
3.8. Water Pollution Abatement Plan (WPAP)— Engineer will provide calculations,
sizing of water quality treatment devices (Storm Trooper units) for water
quality, and prepare/submit a WPAP to TCEQ along with application fee.
3.9. RAS Review - See attached proposal from Altura Solutions regarding efforts
for project registration with TDLR and inspection for compliance with the TAS.
Task 4— Environmental
4.1 Waters of U.S. delineation and Jurisdictional Assessment— Proposed right-of-
way for the eastern segment of the City of Round Rock Eagles Nest Project
between Cypress Boulevard and Mays Street in Round Rock, Williamson
County, Texas (study area) will be evaluated to determine the existence of
water features that may be regulated as waters of the U.S., including
wetlands (WOTUS) by the U.S. Army Corps of Engineers (USACE) under
Section 404 of the Clean Water Act (CWA).
Evaluations will include desktop analyses of National Wetlands Inventory
(NWI) maps, National Hydrography Datasets (NHD) from the U.S. Geological
Survey (USGS), USGS topographic maps, soil survey reports and aerial
photography, and site reconnaissance. Halff will perform an on-the-ground
delineation of water resources (e.g., streams, creeks, wetlands, ponds, etc.)

within the study area and evaluate potential impacts requiring permitting
under the CWA in accordance with the USACE's "Wetland Delineation
Manual, Technical report Y-87-1" and the "Regional Supplement to the Corps
of Engineers Wetland Delineation Manual: Great Plains Region (Version
2.0)." Halff will determine whether potential impacts would comply with
requirements of available Nationwide Permits (NWPs) for the proposed
project, and whether a pre-construction notification (PCN) to the USACE
would be necessary.
Under this task, Halff will prepare a Waters of the U.S. Delineation and
Jurisdictional Assessment Memorandum summarizing the desktop analyses,
site reconnaissance, conclusions whether WOTUS are located within the
study area, anticipated project impacts and permitting needs, and whether
coordination with USACE pursuant to the CWA would be required.
This scope of work does not include the preparation of WOTUS Delineation
Report or a PCN to the USACE. The proposed project is anticipated to either
not require authorization under an NWP or qualify for NWP 14 authorization
without the need to submit a PCN; however, should a PCN become
necessary, such services would be completed as supplemental services.
4.2 Threatened and Endangered Species Habitat Assessment — To demonstrate
compliance with the Endangered Species Act (ESA), Texas state code,
Migratory Bird Treaty Act (MBTA), and Bald and Golden Eagle Protection Act
(BGEPA); Halff proposes to conduct a threatened and endangered species
habitat assessment by performing a literature review of state and federally-
listed threatened and endangered species for Williamson County, Texas and
evaluating the project area for suitable habitat for identified species. The
investigation would include a search request from the Texas Natural Diversity
Database (TXNDD). TXNDD is a record of occurrences for rare plant and
animal resources that is based upon the best available information to Texas
Parks and Wildlife Department (TPWD). Halff would also obtain official
species information from United States Fish and Wildlife Service (USFWS)
Information for Planning and Consultation (IPaC) and TPWD Rare,
Threatened, or Endangered Species of Texas (RTEST) by County for
Williamson County. The TXNDD, RTEST and IPaC data are to support
determinations of potential species occurrence for the project area and
provide specific information where available. Since an absence in the TXNDD
data does not equate to an absence of a species within the project area,
general observations during field visits will also be utilized.
Under this task, Halff will:
1. Determine whether preferred habitat or designated critical habitat for
any listed species is present within the project area. Determine whether
any listed species are likely to be present within the project area.
Determine whether development within the project area affects or has

the potential to affect state or federally listed species.
2. Prepare Threatened and Endangered Species Habitat Assessment
Memorandum summarizing the desktop analysis, site reconnaissance,
conclusions whether species potentially occur within the study area, and
recommendations for agency coordination if needed.
This task does not include presence/absence surveys, formal/informal
consultation with the USFWS, or coordination with TPWD. If required, such
services would be completed as supplemental services.
4.3 Cultural Resources
• Prepare and submit an (ACT) permit application and appropriate scope of
work for THC review.
• Conduct archaeological field investigations within the project area per State
requirements. Formal National Register of Historic Places or State
Antiquities Landmark (SAL) eligibility testing, and the documentation,
removal or repatriation of human burials is not anticipated, and therefor
excluded from this scope.
• Prepare and submit for THC review a report that summarizes the results of
the investigations and provides recommendations regarding project effects
to archeological historic properties.
• Curate all project records and materials per ACT requirements.
4.4 Karst Feature Survey and Geologic Assessment
See attached proposal from SWCA, Inc. regarding efforts for the karst feature
survey and geologic assessment.
Task 5 - Utility Coordination
5.1. Utility Coordination
Utility Adjustment Coordination shall include utility coordination meetings with
the city, individual meeting for up to (6) six individual utility companies (see
identified list below), communication, and coordination with the design team.

1. The Utility Coordinator shall create agendas and provide exhibits for all
coordination meetings with utility companies as directed by the city.

2. The Utility Coordinator shall develop and maintain a contact list of all existing
utility owners within the project limits.
3. The Utility Coordinator shall develop and maintain a PS&E level standard Utility
Conflict Matrix (UCM) showing each utility conflict, with location, size, and
recommended SUE quality level needed to further review and to resolve
conflicts during the PS&E phase.
4. The Utility Coordinator shall develop a Utility Conflict Exhibit in 2D depicting the
utility conflict locations within the project limits.
5. The Utility Coordinator shall develop a Proposed Utility Layout Exhibit in 2D
depicting all proposed utility adjustments overlaid the proposed improvements
showing any existing utilities that are to remain in place, be removed, or be
abandoned.
6. The Utility Coordinator shall review proposed utility adjustments and evaluate
alternatives.
7. The Utility Coordinator shall
a. Ensure all utility facilities found in conflict have been resolved.
b. Ensure all stakeholders have concurred with the various alignments.
c. Establish the sequence of construction for all utility relocation work whether
it is included as a part of the Highway Construction or not.
d. Determine which utilities will be built as part of the contract.
e. Determine which facilities will be relocated prior to construction.
8. No utilities are anticipated to be reimbursable, so reimbursable agreements are
excluded.
9. Deliverables:
• Utility Contact List in PDF format
• Utility Conflict Matrix at each milestone deliverable at 30%, 60%,
90% and Final
• Utility Conflict Exhibit on 11x17 sheets and include callouts to
indicate the conflict ID#, utility owner, type of line (water, sewer, high
pressure gas, etc.)
• Proposed Utility Layout in PDF and MicroStation DGN format.
• Progress meeting minutes in PDF format
• Utility Certifications and Special Provisions (if applicable)
Task 6 — Bid Phase Services
6.1 Bid Phase — Engineer to provide bid phase services to the city for
advertisement in an electronic format, such as Civcast. Services include:
• Prepare Bid notice for advertisement and publish twice in local paper
• Attend and present at pre-bid meeting at the city

• Provide answers to bidder questions and prepare addendums
• Prepare bid tabulation and recommend award to lowest responsive bidder
ASSUMPTIONS
• The dedication of the right-of-way or easements by the developer eliminates the
need for ROW parcel legal descriptions, sketches, and ROW strip maps.
• Slopes easements to be provided by developer, if needed; no retaining walls are
proposed.
• Detention is not needed due to the outfall being directly into the Upper Brushy
Creek WCID flood control reservoir (Dam 11)
• A separate permit would not be required from UBCWCID due to the city already
having a Master Development Permit.
