("Engineer") ADDRESS: 10801 N. Monac Exny.,Building 1,Suite 120,Austin,Texas 78759 PROJECT: Brushy Creek Regional Utility Authority Agreement for Construction Phase Engineering Services with Lockwood,Andrews & Newnam, Inc. This Supplemental Agreement No. 1 to Agreement for Engineering Services is made by and between the BRUSHY CREEK REGIONAL UTILITY AUTHORITY, INC., hereinafter called the"Authority" and Lockwood, Andrews &Newnam,Inc.,hereinafter called the"Engineer". WHEREAS, the Authority and Engineer executed an Agreement for Engineering Services, hereinafter called the "Agreement", on the 21St day of April, 2010 for the Brushy Creek Regional Utility Authority Agreement for Construction Phase Engineering Services with Lockwood, Andrews &Newnam, Inc. Project in the amount of$309,217.00; and WHEREAS, it has become necessary to amend the Agreement to modify the provisions for the scope of services and to increase the compensation by $39,426.00 to a total of$348,643.00 and NOW THEREFORE, premises considered, the Authority and the Engineer agree that said Agreement is amended as follows: I. Article 2, Scope of Services to be Performed by the Engineer and Exhibit B, Services to be Performed by the Engineer shall be amended as set forth in the attached Addendum To Exhibit B. Exhibit C, Work Schedule shall be amended as set forth in the attached Addendum To Exhibit C. II. Article 4, Compensation and Exhibit D, Fee Schedule shall be amended by increasing by $39,426.00 the lump sum amount payable under the Agreement for a total of $348,643.00, as shown by the attached Addendum to Exhibit D. Sheets, Attorney for the Authority ADDENDUM TO EXHIBIT B Services to be Performed by the Engineer Scope of Work: Based on coordination meetings and correspondence from January I1 through February 15, 2011, LAN has prepared this scope of work to provide a Radio Path Study and Radio Telecommunications Design for the BCRUA Treated Transmission Main System. This scope of work represents LAN's understanding of these discussions. The work includes the following: 1. Coordinate SCADA radio requirements with Agency's SCADA consultants. 2. Perform a radio path study and antenna design for the treated transmission system. It was our understanding that the study would include the following locations: a. Cedar Park Take Point at New Hope/Bagdad; b. Leander Take Point 2 at Kettering/Bagdad; C. Leander Take Point 3 at New Hope/Ronald Reagan; d. Round Rock Take Point at RR 1431/Sam Bass Road; e. Round Rock WTP; f. Potential repeater sites between each take point and Brushy Creek WTP water tower if necessary. A repeater site may be required if line of site cannot be obtained from a take point and the water tower. Potential repeater sites include Cedar Park water tower at New Hope / Bagdad, Cedar Park water tower on New Hope near Main Street, and Round Rock water tower on RR 1431. 3. Prepare design documents for radio and antenna installations. The LAN scope of work is as follows: Basis of Design (BOD) Report 1. Coordinate SCADA radio requirements with other consultants including Raw Water Pump Station, Cedar Park WTP, and Leander WTP consultants. 2. Perform empirical radio path study for four take point sites, one WTP site and up to three possible repeater sites (existing water towers) if required. 3. Perform physical site surveys to include an examination of the existing infrastructure, line of sight verification and spectrum analysis. 4. Attend up to six project meetings and or site visits by LAN personnel during the report and construction document phase. 5. Provide Basis of Design (BOD) report showing the results of the above studies, along with proposed equipment, antenna heights, etc. for each take point. Construction Documents 1. Provide antenna height requirements for construction of the required radio equipment and installation at the Brushy Creek WTP water tower. This process will utilize the results of the radio path study which defines the radio and antenna requirements at the Brushy Creek WTP water tower. 1 2. Provide construction drawings for radio and antenna requirements for each take point under construction and for the Round Rock WTP site. Design documents will include plans, details and specifications required for the radio system installation. For each future take point, LAN will provide specifications and requirements for type, height, and orientation for antenna. Presently the MDS INET II has been chosen as the standard radio to be used at each WTP and take point location for radio network consistency. Antenna type and gain at each location will be specified. The antenna type will either be a yagi or omni antenna. Yagi antennae will be used where direct signals are needed. Omni antennae will be used when signals are from multiple locations. Typically a take point would utilize a Yagi antenna and repeater sites and water tower sites would utilize an omni antenna. 3.
