This change was requested by 13CRUA and City of Cedar Park. The modifications address changes to the control panel. The change order is for the amount of$7,241.85 and an additional 21 calendar days. The proposed additional. cost is consistent with the anticipated effort. LAN recommends BCRUA approve the change order in the amount of$7,241.85. Regarding the time extension, LAN recommends that the final competition date for the Metering Station be extended by 21 days from approval of CPR#7 rev 2 or approximately December 20,2011. DESCRIPTION: Modifications are required in the BCRUA control panel in order for the Cedar Park SCADA panel to share the Cedar Park Metering Station discrete and analog signals as well as pass the control of the Flour Control Valve to the Cedar Park SCADA panel. CPUSA will provide a marshalling cabinet for the Contractor to mount between the BCRUA SCADA panel and the Cedar Park SCADA panel on the equipment rack. MPC will provide the Cedar Park SCADA panel and interconnecting wiring to the marshalling cabinet.Provide the modifications noted on the attached page to the BCRUA SCADA panel and provide interconnection wiring in conduit to the CPUSA Marshalling Cabinet. Provide discrete terminal blocks to interconnect the following discrete functions to the CPUSA Marshalling Cabinet interposing relays: a. Valve open status from the Flow Control Valve. b. Valve closed status from the Flow Control Valve. c. Valve in remote status from the Flow Control Valve. d. Valve phase failure status from the Flow Control Valve. e. Vault high water level status from the High Level Float Switch in the valve vault. Note:The remaining discrete signals from the meter station will terminate to the BCRUA PLC as before. 2. Provide discrete terminal blocks to interconnect discrete functions(from 1.above)from the CPUSA Marshalling Cabinet interposing relays back to the BCRUA PLC. 3. Provide analog terminal blocks to interconnect the following analog functions to the CPUSA Marshalling Cabinet signal splitters: a. Chlorine reading from Chorine Residual Analyzer. b. Station flow reading from the Flow Transmitter. c. Valve position reading-from the Flow Control Valve. d. Pressure in reading from the Inflow Pressure Transmitter. e. Pressure out reading from the Outflow Pressure Transmitter. 4. Provide analog terminal blocks to interconnect the analog functions(from 3.above)from CPUSA Marshalling Cabinet signal splitters back to the BCRUA PLC. 5. Provide analog output terminal blocks to interconnect the BCRUA PLC to the Cedar Park PLC for a valve control permissive function to the analog output port previously used to control the Flow Control Valve. 6. Provide analog output terminal blocks to interconnect the BCRUA PLC to the Cedar Park PLC for a BCRUA WTP tank level function.Provide internal wiring to connect this function to a spare analog output port. 7. Provide analog input terminal blocks to interconnect the BCRUA PLC to the Cedar Park PLC for a flowsetpoint monitoring function.Provide internal wiring to connect this function to a spare analog input port. 8. Provide two 20A/1P circuit breakers in the power panel and route 3/4"C,4412,2-#12 Gnd to CPUSA Marshalling Cabinet. Neltronics will provide wiring terminations at the BCRUA SCADA Panel. 14. CPUSA will provide wiring terminations in the CPUSA Marshalling Cabinet and PLC/HN1I programming in the BCRUA SCADA Panel. 15. MPC will provide wiring terminations and PLC/HMI programming in the Cedar Park SCADA Panel.
