Gann Ranch Tunnel Annular Grout Resolution Recommendations
Mr. Thuss:
As you are aware in April of 2011 testing results indicated that the tunnel grout installed in
the Gann Ranch Tunnel did not meet the specified 28 day strength requirements. In May
2011 a letter of deficiency was sent to the contractor, 5j Louis (SjU, notifying them that the
product was considered deficient and further investigations would be required to
determine the impact and potential corrective action.
In June of 2011 LAN contracted with Brierley Associates to review the tunnel conditions.
In the June 27, 2011 report, Brierley provided an opinion regarding potential long term
impact of the insitu-tunnel annular grout strength performance, impact on the surface, and
possible mitigation options. As noted in Brierley's report, using a conservative arch tunnel
loading consistent with the tunnel design loading previously provided by SJL, there may be
a long term potential for the grout within the annular space to crush over time which in

5jL subsequently contracted with a consultant, Lachel & Associates, seeking to determine
the same long term affects. In a letter dated February 22, 2012, 5jL provided an
alternative analysis utilizing the same approach to settlement as Brierley, but accounting
for round tunnel configuration loading. Furthermore, the sealed calculations provided by
Lachel conclude the existing tunnel grout will support the typical loading while still
providing a factor of safety of 1.65.
The letter and calculations from Lachel present a tunnel loading scenario significantly different
than the one used in SJL's original tunnel support design. The original tunnel support design from
SJL assumed a worst case loading approach to the design. For consistency, Brierley's long term
analysis also utilized SJL's loading assumptions. In contrast, according to 5jL and Lachel, the
typical loading used in their analysis is more representative of actual conditions
encountered on this project. Brierley reviewed the contractor's calculations and, although
they note a "minor disagreement" with Lachel, Brierley does not feel the disagreement has
an effect on the controlling load used by Lache!. LAN has reviewed the calculations and
we have no objection to the alternative analysis.

In conclusion, SJL is not providing BCRUA and the City of Cedar Park with a product that
meets the requirements of the specification for which they were contracted. SjL agrees the
grout installed does not meet the specifications. Because of the installation of less than
specified grout, additional investigation and engineering effort has been required by
BCRUA, City of Cedar Park and LAN. Therefore LAN recommends the following
restitution for the less than specified tunnel grout strength:
1. Reduce the unit price paid by BCRUA for the Gann Ranch tunnel by a dollar
amount equal to the grout material and installation costs; and
2. A credit of $21,820 is owed to BCRUA for additional engineering cost to evaluate
and determine corrective actions for Gann Ranch Tunnel.
