Brushy Creek Regional Utility Authority
Water Treatment Plant (BCRUA WTP)
Pre‐treatment Discharge Permit to City of Cedar Park
Wastewater Collection System and Wastewater Treatment
Plant
CH2M HILL Engineers, Inc. (CH2M) has received a request from Brushy Creek Regional Utility Authority
(BCRUA) to assist in the development of information required for a City of Cedar Park Pretreatment
Discharge Permit for the BCRUA water treatment plant and to package the information into the
application for the permit. This Scope of Work will be performed as an Amendment to the Standard
Agreement for Professional Services dated July 21, 2015.
Scope of Work for Assistance in Pre‐Treatment Permit Application
Task 1 Data Gathering and Plant Inspection
CH2M staff engineer (Engineer‐in‐Training (EIT)) will gather data at WTP for two days (16 hours)
Gather Administrative information required by application with assistance from
Plant Superintendent and General Manager
Review plans and inspect plant facilities
Develop inventory of plant discharges and drains into sanitary sewer system –
both type of discharge and potential volume
Staff engineer to revisit plant for a half day to inspect any remaining items (4 hours)
Task 2 Develop Required Drawings
Assume 12 hours to develop drawings (12 hours)
Use AutoCad files provided by BCRUA staff to create sketches and drawing
highlighting the plant piping and drain system related to the plant’s sanitary
system discharge
Copy record drawing set as needed for the application
Deliverable for this task will be included in Task 4.
Task 3 Develop Sampling Plan
Assume 8 hours effort (8 hours)
Based upon information gathered, develop a sampling plan and discuss and receive approval
from City of Cedar Park. Sampling and Sample cost are not included in this Scope of Work. Requirements
are not known until inventory completed. CH2M will recommend potential laboratories that can assist in
the sampling and analysis or as additional service can hire a laboratory to complete the task.
Deliverable for this task will be included in Task 4.
Task 4 Finalize, Submit, and Obtain Pre‐Treatment Permit
Once the sample analysis is complete, the application will be finalized and
submitted to BCRUA for signatures. BCRUA will pay any application fees.
Application will be submitted.
CH2M will address any application comments with BCRUA staff.
This effort is assumed to require a day (8 hours).
Deliverable will be sent to client during this Task.
Task 5 Project Management
CH2M Project Manager and contract assistant to work with BCRUA on contract
document (4 hours)
CH2M Project Manager to set up project for tracking and invoicing based upon
contract terms and conditions (2 hours)
CH2M Project Manager to provide quality control review of work (1 hour)
CH2M Project Manager to invoice client (1 hour)
Compensation
Compensation will be on a lump sum basis not to exceed $9,500.00 without
written authorization.
Schedule
Application to be submitted within 45 days of notice to proceed provided
laboratory can turn analysis around within 3 weeks.
