PROJECT: BCRUA Phase 2 Raw Water Delivery System
This Supplemental Contract No. 2 to Contract for Engineering Services is made by and between
the BRUSHY CREEK REGIONAL UTILITY AUTHORITY, INC., hereinafter called
"BCRUA" and Walker Partners//Freese and Nichols Joint Venture, hereinafter called the
"Engineer".
WHEREAS, BCRUA and Engineer executed a Contract for Engineering Services, hereinafter
called the "Contract", on the 28th day of November, 2018 for the BCRUA Phase 2 Raw Water
Delivery System Project in the lump sum amount of$12,518,037.00 for Engineering Services
excluding Task 5.3.1 —Geotechnical Investigation; and
WHEREAS, BCRUA and Engineer executed Supplemental Contract No. 1 on the April 24,
2019 to amend the scope of services, specifically, Task 6.0, and to increase the compensation by
$75,496.00 to a total lump sum amount of $12,593,533.00 for a total project amount of
$13,697,291.00; and
WHEREAS, it has become necessary to amend the Contract to modify the provisions for the
scope of services, specifically, Task 5.0 Special Services, and to increase the compensation by
$42,348.00 to a total lump sum amount of $12,635,881.00 for a total project amount of
$13,739,639.00;
NOW THEREFORE, premises considered, BCRUA and the Engineer agree that said Contract
is amended as follows:
I.
Article 2, Engineering Services and Exhibit B. Engineering Services shall be amended as set
forth in the attached Addendum To Exhibit B. Exhibit C, Work Schedule shall be amended as
set forth in the attached Addendum To Exhibit C.
H.
Article 4, Compensation (1) Lump Sum and Exhibit-D. Fee Schedule shall be amended by
increasing by $42,348.00 the lump sum amount payable under the Contract for Engineering

IN WITNESS WHEREOF, BCRUA and the Engineer have executed this Supplemental

ADDENDUM TO EXHIBIT B
ENGINEERING SERVICES
GENERAL
The purpose of Supplemental Amendment No.2 is to develop a test well at the Maintenance
Building site in Volente. The test well will provide data that will be used to verify the validity to
utilize an industrial well to support the water demands at this site. Basic Services assumed that a
shallower aquifer(Middle Trinity) would be available far this application. Additional investigations
of wells in the area that pull from the Middle Trinity indicate that this aquifer will likely not produce
the quantity of water necessary for the Maintenance Building. A well drilled to a deeper aquifer is
recommended.
BASIC SCOPE OF SERVICES
Task 5.0-Special Services
Insert Task 5.1.6 as follows:
5.1.6 Industrial Groundwater Supply Well
5.1.6.1 Project Management
5.1.6.1.1 Project management and coordination with subconsultant on
test well location.
5.1.6.1.2 On-site observation and water quality testing during drilling and
production operations.
5.1.6.1.3 Evaluation of quantity and quality of produced water for
determination of a "go"or"no-go" decision on completion of the
test well.
5.1.6.2 Well Development
5.1.6.2.1 Test borehole
5.1.6.2.1.1 Test borehole drilling
5.1.6.2.1.1.1 Site the test borehole location and provide a
field geologist for oversight during drilling.
Drilling of the test borehole (well)should take
no more than 2 to 3 days and will be
accomplished using an air rotary method. Drill
cuttings and produced water will be disposed of
at the site and no formal collection system is
planned,other than a silt fence. The geologist
will collect cutting samples, when possible,and
monitor the electric conductivity of the
produced water.

5.1.6.2.1.1.2 When the bottom of the Hosston Formation is
reached,the driller will develop the well by
jetting. At that time, an estimate of
productivity will be made with support from
the driller.
5.1.6.2.1.1.3 At the end of development, a field
measurement of conductivity will be made to
estimate total dissolved solids and this will be
scaled to an estimated chemical composition.
Final determination of whether the estimated
composition is adequate for the supple needs
and either a "go" or"no-go" decision will be
made.
5.1.6.2.1.2 Geophysical logging:if the "go" decision is reached
based on productivity and water quality, the test
borehole will be logged. Oversight will be provided
during logging and interpretation of the logs.
5.1.6.2.1.3 Plug the well:if the "no-go"decision is reached based on
productivity and water quality, the driller will plug the
well. Provide oversight of the operation. Plugging will
represent abandonment of the groundwater strategy for
the Maintenance Building. This option for the well will
result in Task 5.1.6.2.2 and 5.1.6.2.3 not being required.
5.1.6.2.2 Drilling and completion: oversee the reaming of the borehole to
a larger diameter, the installation of the casing, and the
cementing of the well above the producing interval. The casing
is proposed to be SDR-17 due to the anticipated brackish nature
of the formation. The wellhead will be completed with a 6-ft by
6-ft concrete pad, a minimum of 6-inches thick. The casing will
rise two feet above the concrete pad and be temporarily capped
until a pump is installed during construction of the Project.
5.1.6.2.3 Pump specification development: develop technical
specifications for the pump and piping required to produce 50
gpm from the well.The technical specifications will be
incorporated into the Project contract documents.
5.1.6.3 Drilling contingency: an amount of$5,250 is included as contingency for
unforeseen conditions during drilling operations that may result in a
deeper well or slowed drilling process. These contingency funds would
only be utilized upon written approval from BCRUA.
