PROJECT: BCRUA Phase 2 Raw Water Delivery System
This Supplemental Contract No. 6 to Contract for Engineering Services is made by and between
the BRUSHY CREEK REGIONAL UTILITY AUTHORITY, INC., hereinafter called
"BCRUA" and Walker Partners//Freese and Nichols Joint Venture, hereinafter called the
"Engineer".
WHEREAS, BCRUA and Engineer executed a Contract for Engineering Services, hereinafter
called the "Contract', on the 28th day of November, 2018 for the BCRUA Phase 2 Raw Water
Delivery System Project in the lump sum amount of $12,518,037.00 for Engineering Services
excluding Task 5.3.1 —Geotechnical Investigation; and
WHEREAS, BCRUA and Engineer executed Supplemental Contract No. 1 on April 24, 2019 to
amend the scope of services, specifically, Task 6.0, and to increase the compensation by
$75,496.00 to a total lump sum amount of $12,593,533.00 for a total project amount of
$13,697,291.00; and
WHEREAS,BCRUA and Engineer executed Supplemental Contract No. 2 on August 7, 2019 to
amend the scope of services, specifically, Task 5.0 — Special Services, and to increase the
compensation by $42,348.00 to a total lump sum amount of$12,635,881.00 for a total project
amount of$13,739,639.00; and
WHEREAS, BCRUA and Engineer executed Supplemental Contract No. 3 on March 5, 2020 to
amend the scope of services, specifically, Task 6.0 —Agency and Stakeholder Coordination, and
to increase the compensation by $47,000.00 to a total lump sum amount of$12,682,881.00 for a
total project amount of$13,786,639.00; and
WHEREAS, BCRUA and Engineer executed Supplemental Contract No. 4 on March 20, 2020
to amend the scope of services, specifically, Task 6.0 — Agency and Stakeholder Coordination,
and to increase the compensation by $18,155.00 to a total lump sum amount of$12,701,036.00
for a total project amount of$13,804,794.00; and

WHEREAS, BCRUA and Engineer executed Supplemental Contract No. 5 on May 28, 2020 to
amend the scope of services, specifically, Task 5.3.1 — Geotechnical Investigation, by reducing
the compensation by $256,761.00 and adjusting the total Time and Materials amount to
$846,997.00; and to reallocate $256,761.00 to Task 5.0 — Special Services and Task 6.0 —
Agency and Stakeholder Coordination, and to modify the provisions for the scope of services for
Task 5.0 by increasing the compensation by $24,212.00 to a total lump sum amount of
$12,982,009.00 for a total project amount of$13,829,006.00; and
WHEREAS, it has become necessary to amend the Contract to modify the provisions for the
scope of services, specifically, Task 5.0 — Special Services, and to increase the compensation by
$27,985.00 to a total lump sum amount of $13,009,994.00 for a total project amount of
$13,856,991.00;
NOW THEREFORE, premises considered, BCRUA and the Engineer agree that said Contract
is amended as follows:
I.
Article 2, Engineering Services and Exhibit B, Engineering Services shall be amended as set
forth in the attached Addendum To Exhibit B. Exhibit C, Work Schedule shall be amended as
set forth in the attached Addendum To Exhibit C.
II.
Article 4, Compensation (1) Lump Sum and Exhibit D, Fee Schedule shall be amended by
increasing by $27,985.00 the lump sum amount payable under the Contract for Engineering
Services, specifically, Task 5.0— Special Services to a total lump sum amount of$13,009,994.00
for a total Project amount of$13,856,991.00, as shown by the attached Addendum to Exhibit D.
IN WITNESS WHEREOF, BCRUA and the Engineer have executed this Supplemental
Contract in duplicate.

ADDENDUM TO EXHIBIT B
ENGINEERING SERVICES
GENERAL
Numerous utilities for the Phase 2 Raw Water Delivery System are proposed to be routed in
proximity to the Leander Sandy Creek Raw Water Electrical Building and Cedar Park Water
Treatment Plant. To reduce the potential for disruptions to the operation of these facilities during
construction of the Phase 2 Raw Water Delivery System, Subsurface Utility Engineering(SUE)is
recommended to locate existing, buried utilities.SUE services will be performed in general
accordance with the recommended practices and procedures described in ASCE publication CI/ASCE
38-02 "Standard Guidelines for the Collection and Depiction of Existing Subsurface Utility Data."As
described in the publication,four levels have been established to describe and depict the quality of
subsurface utility information. The four quality levels are as follows:
■ Quality Level D(QL"D")—Information obtained from existing utility records.
■ Quality Level C(QL"C")—Surveyed data depicting visible above-ground features
supplemented with QL"D"information.
■ Quality Level B(QL"B")—Two-dimensional horizontal information obtained through the
application and interpretation of non-destructive surface geophysical methods. Also known
as "designating,"this level incorporates QL"C"information and provides horizontal
positioning of subsurface utilities to within approximately 1.0 foot.
■ Quality Level A (QL"A")—Three-dimensional horizontal and vertical information obtained
through non-destructive vacuum excavation equipment to expose utilities at critical points.
Also known as "locating,"this level incorporates QL"B"information and provides horizontal
and vertical positioning of subsurface utilities to within approximately 0.05 feet.
SUE QL"A"will be performed under Supplemental Amendment No. 6. The following assumptions
have been made with regard to the proposed QL"A"test holes:
■ The general work area is outlined in red in Attachment A to Exhibit B.
■ A total of twelve(12) QL"A"SUE test holes will be provided.
■ All test holes will be accessible to truck-mounted vacuum excavation equipment.
■ OWNER will provide right of entry to the facilities as required.
■ Right-Of-Way(ROW)permits of any kind will not be required.
■ Designed traffic control plans will not be required.
■ Non-routine traffic control measures will not be required.
■ The coring of pavement will be required at no more than two locations.
■ Excavation in rock or to a depth greater than 18 feet is not included.

BASIC SCOPE OF SERVICES
Task 5.0-Special Services
Insert Task 5.13 as follows:
5.13 Subsurface Underground Engineering. Perform QL"B" (designating) utilizing geophysical
equipment that includes magnetic and electromagnetic induction to designate conductive
utilities. Where access is available, a sonde will be inserted into non-conductive utilities to
provide a medium for transmission, which can then be designated using geophysical
equipment. Non-conductive utilities can also be designated using other proven methods,
such as rodding and probing. Perform QL"A" (locating) utilizing non-destructive vacuum
excavation equipment to excavate test holes (12) at the requested locations. Once each
utility is located, record the size, type, material, and depth. Test holes will be uniquely
marked. Excavations will be backfilled by mechanical means with the appropriate material,
and the original surface will be restored. If necessary, pavement can be cored up to a depth
of 12 inches. Asphalt surfaces will be repaired with an asphalt cold patch, and concrete
cores will be epoxied in place, flush with the surrounding surface. Survey the location of SUE
field markings for final development of a utility file in CAD format depicting located utilities.
