PROJECT: New Hope Drive 78-inch/72-Inch Settlement Remediation Design
This Supplemental Contract No. I to Contract for Engineering Services is made by and between
the BRUSHY CREEK REGIONAL UTILITY AUTHORITY, INC., hereinafter called
"BCRUA" and K Friese & Associates, hereinafter called the "Engineer".
WHEREAS, BCRUA and Engineer executed a Contract for Engineering Services, hereinafter
called the "Contract," on the 23rd day of June, 2021 for the New Hope Drive 78-Inch/72-Inch
Settlement Remediation Design Project in the amount of$78,223.00; and
WHEREAS, it has become necessary to amend the Contract to modify the provisions for the
scope of services and to increase the compensation by $12,875.00 to a total of$91,098.00; and
NOW THEREFORE, premises considered, BCRUA and the Engineer agree that said Contract
is amended as follows:

Article_l, City Services and Exhibit A,_City Services shall be amended as set forth in the
attached Addendum To Exhibit A.
II.
Article 2, Engineering Services and Exhibit B Enaincering Services shall be amended as set
forth in the attached Addendum To Exhibit B. Exhibit C, Work Schedule shall be amended as
set forth in the attached Addendum To Exhibit C.
III.
Article 4, Compensation and Exhibit D, Fee Schedule shall be amended by increasing by
$12,875.00 the lump sum amount payable under the Contract for a total of$91,098.00, as shown
by the attached Addendum to Exhibit D.
IN WITNESS WHEREOF, BCRUA and the Engineer have executed this Supplemental
Contract in duplicate.

ADDENDUM TO EXHIBIT A
BCRUA Services
The Brushy Creek Regional Utility Authority (BCRUA) will provide the following
information and other assistance to K Friese & Associates, (Engineer) that the
BCRUA deems appropriate and necessary.
1. Any readily available pertinent existing information relating to the services
to be performed by the Engineer; the BCRUA will provide one copy of
such information in a format chosen by the BCRUA.
2. Clear direction and/or response to questions or requests made by the
Engineer during the Engineer's performance of services.
3. Develop a Proposal Review Committee to evaluate proposals in response
to the project solicitation.
4. Timely review of deliverables that have been properly completed and
submitted by the Engineer, and timely provision of comments, if any, to
the Engineer resulting from said reviews.
ADDENDUM TO EXHIBIT B
Engineering Services
UNDERSTANDING
The Brushy Creek Regional Utility Authority (BCRUA) owns/operates a 78-inch/72-inch
treated water transmission main within the New Hope Drive Right-of-Way (ROW). The
transmission main was constructed in conjunction with the East and West New Hope
Drive (Road) improvement projects and completed in 2008. Significant settlement along
apparent transmission main trench has been observed over the past several years
between Clover Lane and Discovery Boulevard (approximately 1.5 miles) and continues
to worsen.
K Friese & Associates, Inc. (KFA) prepared plans and specifications to excavate and
repair roadway, curb and gutter, ramps, and sidewalks along the alignment that exhibit
settlement. KFA has recently completed and issued Construction Documents for
Bidding and Construction purposes. KFA will upload the bid documents (plans and
project manual) to CIVCAST, conduct a pre-bid meeting, answer questions, issue
addendum, receive/open bids, and tabulate bids and scoring in accordance with the
approved Selection Criteria.
It is anticipated that construction phase services will be added as a supplemental
amendment as the level of construction inspection/observation is determined.
SCOPE OF SERVICES
3. Bid Phase
3.9. Project Management: This task includes routine communication with BCRUA;
managing manpower, budgets, and schedules; invoicing; and other activities
associated with managing the project.
3.2. Advertisement and Pre-Bid Meeting: Advertise and upload project to CIVCAST,
develop agenda, conduct a pre-bid meeting, and distribute attendance lists on
CIVCAST.
3.3. Answer Questions and Issue Addenda: Coordinate with BCRUA and City of
Cedar Park for issuing responses to technical questions and requests for
additional information. KFA will develop and publish addenda to CIVCAST as
necessary.
3.4. Proposal Evaluation, Bid Tabulation, and Recommendation of Award: Attend bid
proposal opening, review all proposals, tabulate bids, evaluate proposals and
qualifications, and conduct proposal review meeting with BCRUA evaluation
team. KFA will also check references, by telephone, of the top ranks and second
ranked offerors, and will prepare a letter summarizing the review and evaluation
and include recommendations for award of the contract for construction, or other
action as may be appropriate. BCRUA shall make the final decision on the
award of the contract for construction and the acceptance or rejection of all
proposals.
3.5. Board and Council Meetings: KFA will prepare and present a brief presentation
for the BCRUA board prior to their vote on approval of the construction contract.
KFA will also attend up to three (3) City Council meetings and answer questions,
as necessary.
3.6. Conformed Documents KFA will incorporate addenda items in the Construction
Plans and issue a"Conformed"set of plans for construction.

Construction Plans in pdf and one (1) CAD copy.
