Sheets,Attorney for the Authority I i ADDENDUM TO EXHIBIT B Services to be Performed by the Engineer PLC PROGRAMMING Background As part of the construction of new water pipeline, BCRUA is constructing five water take points for monitoring and controlling the finished water transfer to the three participant water systems in the Authority. BCRUA desires to have programs conforming with the `Brushy Creek Regional WTP SCADA System Programming Standards", dated August 2007 for the take points for the finished water system from the Brushy Creek Water Treatment Plant. Scone of Services I It was our understanding that the programming would include the following locations: a. Cedar Park Take Point at New Hope/Bagdad; b. Leander Take Point at Kettering/Bagdad; c. Round Rock Take Point at RR 1431/Sam Bass Road. ' For each take point, the following information will be read and communicated via radio to the BCWTP: From Take Point: a. Level at BCRUA WTP EST(for Cedar Park only); b. Flow rate through the valve; c. Totalized flow(current day and previous day); d. Valve position command; e. Valve position; f. Upstream pressure(BCWTP pressure); g. Downstream pressure(City pressure); h. Chlorine residual; and i. Lockout status. From BCWTP to the Take Point a. Set points for flow rate and total; and b. Level at BCRUA WTP EST(for Cedar Park only); For the Cedar Park Take Point, the information will be conveyed to the City's SCADA hardware at the take point site. For the Leander and Round Rock Take Points, the information will be conveyed back to the BCRUA WTP site. Round Rock and Leander will provide SCADA at their respective locations to transmit that data to and from BCRUA WTP to their cities. A summary document will be provided outlining equipment requirements and providing a narrative of the control functions included in the program. The programs (one for each City)will be provided on CD. I I ASSUMPTIONS 1. LAN will provide programming complying with the "Brushy Creek Regional WTP SCADA System Programming Standards"dated August,2007. 2. LAN will provide configuration for up to three PanelView screens for local take point control per take point site. 3. All take points would comply with the operational narratives contained in specification section 13305 as provided to LAN at the meeting on February 15th, 2011. 4. PLCs for all take points will be Allen Bradley ControlLogix processors. Operator interfaces for all take points will be Allen Bradley PanelView Plus terminals. 5. Three days are included for the Cedar Park Factory Witness Test and two days for the Leander take point. 6. Three days are included for take point commissioning for the Cedar Park and Leander take point. 7. The City of Round Rock will be furnished PLC and PanelView programs based upon the initial take point design but no testing or commissioning for this site are included. 8. All three Cities will receive electronic documentation for the PLCs and PanelViews for their sites from which future site programming may be performed. 9. LAN will provide one PLC program for each take point. If circumstances occur beyond our control, such as Contractor delay, Contractor misapplication of equipment, Owner delay, etc, LAN will require additional service to cover cost of additional labor and expenses. Proposed Fee: LAN will perform this scope of services for a Not-To-Exceed amount of$54,219. 4.9 GHZ Radio System Design Included in this proposal is effort for final design of the 4.9 GHz radio system to link BCWTP to the take points and to the RRWTP including repeater sites at the Cedar Park Webster EST and the Round Rock EST along 1431. This work includes FCC licensing, interfacing with other 4.9 GHz licensees in the area, design plans and specifications and administering the change order for installation of the revised radio system. This proposal assumes that LAN will distribute one design package for six(6) radio/antenna sites to the three(3)contractors currently under contract with BCRUA for inclusion in an existing contract as a change order. Proposed Fee: E LAN will perform this scope of services for a Not-To-Exceed amount of$25,580. INTEGRATION WITH CEDAR PARK SCADA Included in this proposal is effort for Municipal Pump and Control to provide services at the Cedar Park Take Point to integrate the BCRUA PLC programming into Cedar Park's SCADA system. ADDITIONAL TCE FOR RAW WATERLINE Project Description: Four (4) Temporary Construction Easements along the Raw Waterline are scheduled to expire before completion of the construction contract. Consider a resolution authorizing the President to execute Supplemental Agreement No. 2 with Lockwood, Andrews& Newnam, Inc. in the amount of $120,562.00. PRESENTER: Michael F.Thuss, P.E. Program Manager Justification LAN provides construction phase services for the Treated Water Transmission Main, Segment 1 for an original contract amount of$309,217.00. Supplemental Agreement No. 2 adds programming to the Treated Water take-points. As part of the construction of new water pipeline, BCRUA is constructing five water take points for monitoring and controlling the finished water transfer to the three participant water systems in the Authority. BCRUA desires to have programs conforming to the Brushy Creek Regional WTP SCADA System Programming Standards dated August 2007 for the take points of finished water system from the Brushy Creek Water Treatment Plant. Funding Funding for this contract is in the Treated Water Transmission Main,Segment 1 project's contingency. There is no time extension to this contract. The new total not-to-exceed amount is$469,205.00 which includes Supplemental Agreement No. 1 & No. 2.
