WHEREAS, the Brushy Creek Regional Utility Authority, Inc. ("BCRUA") has previously
entered into a Contract for Engineering Services ("Contract") with Wiss, Janney, Elstner Associates,
Inc. for the BCRUA Water Treatment Plant Filters Project, and
WHEREAS, Wiss, Janney, Elstner Associates, Inc. has submitted Supplemental Contract No.
1 to the Contract to modify the provisions for the scope of services, and
WHEREAS, the BCRUA desires to enter into said Supplemental Contract No.1, Now
Therefore
BE IT RESOLVED BY THE BRUSHY CREEK REGIONAL UTILITY AUTHORITY,
That the Board President is hereby authorized and directed to execute on behalf of the BCRUA
Supplemental Contract No. 1 with Wiss, Janney, Elstner Associates, Inc., a copy of same being
attached hereto as Exhibit "A" and incorporated herein for all purposes.
The Board hereby finds and declares that written notice of the date, hour, place and subject of
the meeting at which this Resolution was adopted was posted and that such meeting was open to the
public as required by law at all times during which this Resolution and the subject matter hereof were
discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551,
Texas Government Code, as amended.

This Supplemental Contract No. 1 to Contract for Enginccring Services is made by and betwcen
the BRUSHY CREEK REGIONAL UTILITY AUTHORITY, INC., hereinafter called
"HCRUA" and Wiss, Janney, Elstner Associates, Inc" hereinafter called the "Engineer".
WHEREAS, BCRUA and Engineer executed a Contract for Engineering Serviccs, hereinafter
called the "Contract", on the 16th day of January, 2013 for the BCRUA -Water Treatment Plant
Filters Project in the amount of$49,975.00; and
WHEREAS, it has becomc necessary to amend the Contract to modify the provisions for the
scope of services and to increase thc compensation by $18,400.00 to a total of $68,375.00; and
NOW THEREFORE, premiscs considered, BCRUA and the Engineer agree that said Contract
is amended as follows:
I.
Article 2, Engineering Scrvices and Exhibit B, Engincering Services shall be amended as set
forth in the attached Addendum To Exhibit B.
II.
Article 4, Compensation and Exhibit D, Fee Schedule shall be amended by increasing by
$18,400.00 the lump sum amount payable undcr the Contract for a total of$68,375.00, as shown
by the attached Addendum to Exhibit D.
IN WITNESS WHEREOF, BCRUA and the Engineer have executed this Supplemental
Contract in duplicatc.

ADDENDUM TO EXHIBIT B
Engineering Services
Task 1 -Additional Field Assessment
WJE traveled to the site and performed additional visual assessments, including limited crack
mapping, and documented observed distressed conditions on field sheets. The additional
structures included the sediment basin, inlet channels, and raw water pipe gallery. WJE
completed this task through two site visits on consecutive days.
Task 2 -Data Analysis
WIE reviewed the assessment data from the available structures and combined this analysis with
our previous assessment to refine our opinions as to the cause(s) of the cracking and leakage
observed in the walls of these structures. In addition, WIE reviewed the information from the
crack survey in Task 1 and compared these results to previous material samples from the wall
assessment.
Task 3-Supplemental Laboratory Analysis
Concrete cores taken previously from the structure were re-evaluated using methods outlined in
ASTM C856, Petrographic Examination of Hardened Concrete, to finalize our opinions as to the
cause(s) of the observed cracking in the additional structures.
Task 4 -Report of Findings
WIE revised our report to include our observations and opinions from Tasks 1 through 3.
Additional data sheets and figures were developed for inclusion into our final report. The
opinions in our report were modified to incorporate the assessment and additional laboratory
study. The nature of the cracking distress observed at Brushy Creek Water Treatment Plant is
complex in that several variables and potential causes required full vetting prior to completing
our assessment. Accordingly, out' final report included more material and research than was
originally anticipated at the onset of the project.
Task 5 -Report Presentation Meeting
WJE met with BCRUA to present a summary of our findings from the above referenced tasks as
well as our findings for the entire assessment. We included additional information for the
meeting based on the findings in the sedimentation basin, including the development of
appropriate repair recommendations.
