WHEREAS, the Brushy Creek Regional Utility Authority, Inc. ("BCRUA") has previously
entered into a Contract for Engineering Services ("Contract") with HDR Engineering, Inc. for the
BCRUA Regional Water System Phase 2 Deep Water Intake Site Acquisitions Services Project, and
WHEREAS, HDR Engineering, Inc. has submitted Supplemental Contract No. 1 to the
Contract to modify the provisions for the scope of services, and
WHEREAS, the BCRUA desires to enter into said Supplemental Contract No.1, Now
Therefore
BE IT RESOLVED BY THE BRUSHY CREEK REGIONAL UTILITY AUTHORITY,
That the Board President is hereby authorized and directed to execute on behalf of the BCRUA
Supplemental Contract No.1 with HDR Engineering, Inc., a copy of same being attached hereto as
Exhibit "A" and incorporated herein for all purposes.
The Board hereby finds and declares that written notice of the date, hour, place and subject of
the meeting at which this Resolution was adopted was posted and that such meeting was open to the
public as required by law at all times during which this Resolution and the subject matter hereof were
discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551,
Texas Government Code, as amended.

This Supplemental Contract No. 1 to Contract for Engineering Services is made by and between
the BRUSHY CREEK REGIONAL UTILITY AUTHORITY, INC., hereinafter called
"BCRUA" and HDR Engineering, Inc., hereinafter called the "Engineer".
WHEREAS, BCRUA and Engineer executed a Contract for Engineering Services, hereinafter
eaIJed the "Contract", on the 6th day of February, 2013 for the BCRUA Regional Water System
Phase 2 Deep Water Intake Site Acquisition Services Project in the amount of$30,OOO.00; and
WHEREAS, it has become necessary to amend the Contract to modify the provisions for the
scope of services and to increase the compensation by $273,863.00 to a total of$303,863.00; and
NOW THEREFORE, premises considered, BCRUA and the Engineer agree that said Contract
is amended as follows:

Article 2, Engineering Services and Exhibit B, Engineering Services shall be amended as set
forth in the attached Addendum To Exhibit B. Exhibit C, Work Schedule shall be amended as
set forth in the attached Addendum To Exhibit C.
II.
Article 4, Compensation and Exhibit D, Fee Schedule shalJ be amended by increasing by
$273,863.00 the lump sum amount payable under the Contract for a total of $303,863.00, as
shown by the attached Addendum to Exhibit D.
IN WITNESS WHEREOF, BCRUA and the Engineer have executed this Supplemental

ADDENDUM TO EXHIBIT B
ENGINEERING SERVICES
GENERAL
The purpose of this project is to assist OWNER in the acquisition of Site 8 at Sandy Creek
Park for the Phase 2 Deep Water Pump Station. The primary tasks of this addendum
include:
1.0 Coordination with BCRUA, TWDB, and stakeholders.
2.0 Update of the October 1, 2012, Engineering Feasibility Report (EFR).
3.0 Update of the August 28, 2012, Environmental Assessment (EA) -Volume 2.
4.0 Agency approval and permitting.
5.0 Perform Site 8 geotechnical investigation.
6.0 Perform field survey of Site 4 and Site 8.
7.0 Texas Parks and Wildlife Chapter 26 hearing support including development of
required site plans and architectural renderings, participation in a public hearing,
and a noise mitigation evaluation.
BASIC SCOPE OF SERVICES
Task 1.0 -Project Management and Stakeholder Coordination
1.1 Administration of the contract including management of subconsultants,
implementation of project controls, and invoicing.
1.2 Attend five meetings with the BCRUA.
1.3 Attend one meeting with the lCRA.
1.4 Services provided by subconsultant LAN as described in the Item 1 of
Attachment 1.
Task 2.0 -Update of October 1, 2012, Engineering Feasibility Report
The following tasks describe the sections in the EFR that will be updated for the
placement of the Phase 2 pump station on Site 8.

2.3.9 Section 3.4.2, Field Surveys. Amend the section to Site 8 survey data. A
topographic, tree, and boundary survey will be performed as described in
Task 4.0 to complete this update.
2.3.10 Table 3.3, Total Project Cost -BCRUA Phase 2 Deep Water Intake System.
2.3.11 Figure 3-3, Project Schedule.
2.4 Appendix F, Detailed Site/Alternative Investigation Information. Update Section
F.3.4, Environmental (Site 8). Coordinate with ad consulting to amend the
section with supplemental findings.
2.5 Appendix J, Limited Geotechnical Investigation. Update to include Site 8
geotechnical Investigation findings.
2.6 Appendix K, Field Surveys. Update to include Site 8 survey maps and data.
2.7 EFR Assembly. Assemble up to 25 copies and PDF file of draft and final EFR
documents and submit to OWNER and TWDB.
Task 3.0 -Update of the August 28, 2012, Environmental Assessment
ENGINEER will conduct an evaluatlon of appropriate sections of the EA document and
prepare an EA Addendum with updated information regarding Site 8, as applicable. Key
tasks include:
3.1 Alternative 8 Tunnel Alignment Evaluation: evaluate up to two different pipeline
alignments for the tunnel alignments to minimize impact to property owners as
well as required federal and state permitting.
3.2 Phase I Environmental Site Assessment for Site 8: Site investigation and report
preparation in accordance with American Society for Testing and Materials (ASTM)
Standards for All Appropriate Inquiry (AAI).

3.3 EA Amendment: revision to appropriate sections of the EA document to reflect
Alternative 8 as the preferred alternative. Provide up to 25 copies of the Draft and
Final Amendment.
Task 4.0 -Agency Approval and Permitting
4.1. Clean Water Act Section 404 Post-construction Documentation -Based on the
review of the preliminary engineering drawing and the jurisdictional waters
assessment previously conducted, the project appears to fall within the non
reporting thresholds under Section 404 Nationwide Permit 12 for Utility Line
Activities. E&PA and aci consulting, in coordination with LAN, will prepare Section
404 nationwide permit (NWP) post-construction documentation for the project.
This task is based on the assumption that impacts to all jurisdictional waters of the
U.S. would be limited to less than 0.10 acre, 300 linear feet and would conform to
all the general conditions (such as endangered species and cultural resources
among others). This assumption is based on the findings of the jurisdictional
waters assessments at the various deep water intake site locations.
Note: If impacts to waters of the U.S. exceed 0.10 acre or do not conform to the
general conditions, a submittal of a detailed preconstruction notification (PCN)
under Nationwide Permit #12 would be required prior to construction. The PCN
would include an alternatives analysis and mitigation plan. The PCN would be
prepared under a separate scope.
4.2. Balcones Canyonlands Conservation Plan (BCCP) Application -As necessary, E&PA
and ad consulting will prepare a BCCP Application for effects to endangered
species based on the results of the habitat assessment and review of the Balcones
Canyonlands Endangered Species Habitat and Potential Preserve System map. This
task includes submittal to and coordination with Travis County BCCP staff.
4.3. Agency Coordination -In accordance with TWDB Instructions for Preparation of
Environmental Assessments (ED-OOIB), E&PA and aci consulting, in coordination
with LAN, will supply the revised EA to the appropriate agencies, accompanied by
a request for their review and comment. Agencies may include Texas Parks and
Wildlife, U.S. Fish and Wildlife, Texas Historical Commission, U.S. Army Corps of
Engineers, Environmental Protection Agency, and Texas Commission on
Environmental Quality. Copies of the review comments or permits from all
agencies and resolution of issues raised by those agencies will be incorporated into
the EA Addendum document.
Task 5.0 -Geotechnical Investigation of Site 8
5.1 Perform a limited geotechnical investigation to determine the subsurface
conditions at Site 8 in the area of the pump station wetwell. The investigation
includes:

5.1.1 One boring drilled to a depth of approximately 325 feet at the location of
the proposed pump station wetwell. Boring spoils will be hauled away
from the site and borehole will be grouted upon completion of boring
activities.
5.1.2 Specialty geotechnical field and laboratory testing will be performed on
the boring samples. The geotechnical testing will be performed using
procedures that are consistent in quality with standard engineering
practice. Testing will include the tests listed below:
5.1.2.1 Moisture content, Atterberg limit, and sieve analysis
5.1.2.2 Unconfined Compression
5.1.2.3 Point load index
5.1.2.4 Brazilian tensile tests
5.1.2.5 Cerchar abrasivity index
5.1.2.6 Slake durability tests
5.1.2.7 Corrosion potential
5.1.2.8 Packer tests
5.1.3 Prepare a limited engineering report that includes the boring location
plan, general subsurface conditions, boring logs, results of the field packer
tests, and results of the specialty laboratory tunnel tests.
Tasl< 6.0 -Field Survey of SIte 4 and Site 8
6.1 Perform a topographic and tree survey of Site 4 (an area of approximately 4.4
acres out of the Gross tract). On-the-ground elevation information collected
during the survey will be sufficient to develop i-foot topography contours and
establish thel00 year floodplain elevation. Trees will be located and identified in
accordance with the current City of Austin protected tree ordinance. The survey
will also pick up visible utilities, existing structures, fences, and adjacent
roadways.
6.2 Establish the boundary of Site 4 on the ground and monument the property
corners of the proposed site as required if not under water. The boundary
survey drawing will show any easements and encumbrances.
6.3 Provide a metes and bounds description of Site 4.
6.4 Perform a topographic and tree survey of Site 8 (an area of approximately 1.6
acres) and the adjacent proposed temporary construction easement (an area of
approximately 1.0 acres). On-the-ground elevation information collected during
the survey will be sufficient to develop i-foot topography contours. Trees will
be located and identified in accordance with the current City of Austin protected
tree ordinance. The survey will also pick up visible utilities, existing structures,
fences, and adjacent roadways.
6.5 Establish the boundary of Site 8 on the ground and monument the property
corners of the proposed site as required. The boundary survey drawing will
show any easements and encumbrances.
6.6 Provide a metes and bounds description of Site 8.

6.7 Locate and stake the center of the proposed pump station wetwell for
geotechnical studies by others.
Task 7.0 -Texas Parks and Wildlife Chapter 26 Planning and Support
7.1 Provide information and assistance needed by OWNER or OWNER'S legal counsel
to prepare for Chapter 26 public hearing held by BCRUA. Such information may
include technical drawings and exhibits, presentations, and a notice of hearing.
Attend and participate In one Chapter 26 public hearing. It is assumed OWNER,
partner cities, or LCRA will coordinate, host, and conduct the hearing and be
responsible for publishing the notice of hearing.
7.2 Attend up to two meetings with Design Oversight Committee, City Managers,
Board members, and/or the General Manager to prepare for Chapter 26 public
hearings.
7.3 Attend LCRA Chapter 26 hearing.
7.4 Prepare Site 8 pump station facility site layouts and site restoration/mitigation
plans to minimize harm to Sandy Creek Park as a result of the taking. Site layout
requirements and the pump station building configuration may be modified based
on field survey data collected under Task 4.0.
7.5 Prepare a 3-D rendering of the pump station at Site 8 to address project
aesthetics.
7.5.1 The Design Oversight Committee (DOC) shall select two 2-D rendering
concepts from prior renderings developed by HDR. ENGINEER shall
modify the selected architectural concept as required based on comments
received from the DOC.
7.5.2 Prepare 2-D renderings of the pump station building elevations at Site 8
for development of the 3-D renderings.
7.5.3 Develop a draft 3-D rendering of the pump station at Site 8 based on the
2-D concepts. The draft 3-D rendering will be produced from up to two or
three vantage points selected by the DOC and will not include specific site
context elements.
7.5.4 Obtain aerial oblique photographs of the pump station site. Finalize the 3
D rendering complete with site context and submit digital rendering files
to the DOC.
7.6 Evaluate noise emissions resulting from the pump station through ambient
monitoring and noise modeling using 3-D software-based acoustical technology
designed for outdoor noise propagation. Monitoring of existing noise levels will
be limited to measurement at one location in the project area for 24 continuous
hours. Monitored (existing) noise levels will be compared to modeled (project
related) noise levels. Results will be displayed using noise contours.
7.7 Services provided by subconsultant LAN as described in the Item 2 of Attachment
1.
5
ADDITIONAL SERVICES
The following Additional Services are not included in the Scope of Services and will not
be performed unless specifically authorized by the OWNER:
A. Real estate acquisition or appraisal services.
B. Performing a present worth and feasibility analysis of decommissioning the existing
Cedar Park and Leander floating pump stations.
C. Performing a geologic mapping of the face of the normally submerged cliff at Site 4
to assess cliff stability for future construction of the lakebed header assembly.
D. Obtaining permits from regulatory agencies and/or local jurisdictions.
E. Environmental consulting services and biological, historical, and cultural field
investigations.
F. Detailed hydrogeological studies and groundwater testing to determine project
impacts to individual wells in proximity to the project.
G. Development of a demobilization plan for the Phase 1 interim floating pump station.
H. Distribution of a mail-out to residents in proximity to the project.
I. Development of a dynamic animated movie of the 3D model based on a fly over
path established by the DOC. The animation will be virtual where the surrounding
site is modeled from the pump station building to the lake and inlet pipeline. The
virtual representation will simulate the project site but will not be video matched to
the photographs shot from the helicopter. The animation will not exceed one
minute in length. The final deliverable will be an animated movie file in one or more
various digital movie formats suitable for playing on standard electronic devices
(e.g., computers, DVD players, internet).
J. Modifications to the Due Diligence Report.
K. Assembly and printing of the EA report for the TWDB.
L. Preparing for or serving as a consultant or witness for the BCRUA in any litigation,
arbitration, or other dispute resolution process related to the project tasks. l

Park for the Phase 2 Deep Water Pump Station. The primary tasks of this addendum
include:
1.0 Coordination with BCRUA, TWOS, and stakeholders.
2.0 Update of the October 1, 2012, Engineering Feasibility Report (EFR).
3.0 Update of the August 28, 2012, Environmental Assessment (EA) -Volume 2.
4.0 Agency approval and permitting.
5.0 Perform Site 8 geotechnical investigation.
6.0 Perform field survey of Site 4 and Site 8.
7.0 Texas Parks and Wildlife Chapter 26 hearing support including development of
required site plans and architectural renderings, participation in a public hearing,
and a noise mitigation evaluation.
BASIC SCOPE OF SERVICES
Task 1.0 -Project Management and Stakeholder Coordination
1.1 Administration of the contract including management of subconsultants,
implementation of project controls, and invoicing.
1.2 Attend five meetings with the BCRUA.
1.3 Attend one meeting with the lCRA.
1.4 Services provided by subconsultant LAN as described in the Item 1 of
Attachment 1.
Task 2.0 -Update of October 1, 2012. Engineering Feasibility Report
The following tasks describe the sections in the EFR that will be updated for the
placement of the Phase 2 pump station on Site 8.
2.1 Section 1, Introduction. Update the following:
2.1.1 Section 1.1, General Project Information.
2.1.2 Figure 1-1, Phase 2 Overview Map.

at Site 8.
2.3.8 Section 3.4.1, Preliminary Geotechnical Investigation. Amend the section
to include the results of a deep boring at the site of the pump station
wetwell on Site 8. A limited geotechnical investigation will be performed
as described in Task 3.0 to complete this update.
2.3.9 Section 3.4.2, Field Surveys. Amend the section to Site 8 survey data. A
topographic, tree, and boundary survey will be performed as described in
Task 4.0 to complete this update.
2.3.10 Table 3.3, Total Project Cost -BCRUA Phase 2 Deep Water Intake System.
2.3.11 Figure 3-3, Project Schedule.
2.4 Appendix F, Detailed Site/Alternative Investigation Information. Update Section
F.3.4, Environmental (Site 8). Coordinate with aci consulting to amend the
section with supplemental findings.
2.5 Appendix J, Limited Geotechnical Investigation. Update to include Site 8
geotechnical Investigation findings.
2.6 Appendix K, Field Surveys. Update to Include Site 8 survey maps and data.
2.7 EFR Assembly. Assemble up to 25 copies and PDF file of draft and final EFR
documents and submit to OWNER and TWDB.
Task 3.0 -Update of the August 28, 2012, Environmental Assessment
ENGINEER will conduct an evaluation of appropriate sections of the EA document and
prepare an EA Addendum with updated information regarding Site 8, as applicable. Key
tasks include:
3.1 Alternative 8 Tunnel Alignment Evaluation: evaluate up to two different pipeline
alignments for the tunnel alignments to minimize impact to property owners as
well as required federal and state permitting.
3.2 Phase I Environmental Site Assessment for Site 8: Site investigation and report
preparation In accordance with American Society for Testing and Materials (ASTM)
Standards for All Appropriate Inquiry (AAI).

3.3 EA Amendment: revision to appropriate sections of the EA document to reflect
Alternative 8 as the preferred alternative. Provide up to 25 copies of the Draft and
Final Amendment.
Task 4.0 -Agency Approval and Permitting
4.1. Clean Water Act Section 404 Post-construction Documentation -Based on the
review of the preliminary engineering drawing and the jurisdictional waters
assessment previously conducted, the project appears to fall within the non
reporting thresholds under Section 404 Nationwide Permit 12 for Utility line
Activities. E&PA and aci consulting, in coordination with LAN, will prepare Section
404 nationwide permit (NWP) post-construction documentation for the project.
This task is based on the assumption that impacts to all jurisdictional waters of the
U.S. would be limited to less than 0.10 acre, 300 linear feet and would conform to
all the general conditions (such as endangered species and cultural resources
among others). This assumption Is based on the findings of the jurisdictional
waters assessments at the various deep water intake site locations.
Note: If impacts to waters of the U.S. exceed 0.10 acre or do not conform to the
general conditions, a submittal of a detailed preconstruction notification (PCN)
under Nationwide Permit #12 would be required prior to construction. The PCN
would include an alternatives analysis and mitigation plan. The PCN would be
prepared under a separate scope.
4.2. Balcones Canyonlands Conservation Plan (BCCP) Application -As necessary, E&PA
and ad consulting will prepare a BCCP Application for effects to endangered
species based on the results of the habitat assessment and review of the Balcones
Canyonlands Endangered Species Habitat and Potential Preserve System map. This
task includes submittal to and coordination with Travis County BCCP staff.
4.3. Agency Coordination -In accordance with TWDB Instructions for Preparation of
Environmental Assessments (ED-OOIB), E&PA and aci consulting, in coordination
with LAN, will supply the revised EA to the appropriate agencies, accompanied by
a request for their review and comment. Agencies may include Texas Parks and
Wildlife, U.S. Fish and Wildlife, Texas Historical Commission, U.S. Army Corps of
Engineers, Environmental Protection Agency, and Texas Commission on
Environmental Quality. Copies of the review comments or permits from all
agencies and resolution of issues raised by those agencies will be incorporated Into
the EA Addendum document.
Task 5.0 -Geotechnical Investigation of Site 8
5.1 Perform a limited geotechnical investigation to determine the subsurface
conditions at Site 8 in the area of the pump station wetwell. The investigation
includes:

5.1.1 One boring drilled to a depth of approximately 325 feet at the location of
the proposed pump station wetwell. Boring spoils will be hauled away
from the site and borehole will be grouted upon completion of boring
activities.
5.1.2 Specialty geotechnical field and laboratory testing will be performed on
the boring samples. The geotechnical testing will be performed using
procedures that are consistent in quality with standard engineering
practice. Testing will include the tests listed below:
5.1.2.1 Moisture content, Atterberg limit, and sieve analysis
5.1.2.2 Unconfined Compression
5.1.2.3 Point load index
5.1.2.4 Brazilian tensile tests
5.1.2.5 Cerchar abrasivity index
5.1.2.6 Slake durability tests
5.1.2.7 Corrosion potential
5.1.2.8 Packer tests
5.1.3 Prepare a limited engineering report that includes the boring location
plan, general subsurface conditions, boring logs, results of the field packer
tests, and results of the specialty laboratory tunnel tests.
Task 6.0 -Field Survey of Site 4 and Site 8
6.1 Perform a topographic and tree survey of Site 4 (an area of approximately 4.4
acres out of the Gross tract). On-the-ground elevation information collected
during the survey will be sufficient to develop l-foot topography contours and
establish thel00 year floodplain elevation. Trees will be located and identified in
accordance with the current City of Austin protected tree ordinance. The survey
will also pick up visible utilities, existing structures, fences, and adjacent
roadways.
6.2 Establish the boundary of Site 4 on the ground and monument the property
corners of the proposed site as required If not under water. The boundary
survey drawing will show any easements and encumbrances.
6.3 Provide a metes and bounds description of Site 4.
6.4 Perform a topographic and tree survey of Site 8 (an area of approximately 1.6
acres) and the adjacent proposed temporary construction easement (an area of
approximately 1.0 acres). On-the-ground elevation information collected during
the survey will be sufficient to develop l-foot topography contours. Trees will
be located and identified in accordance with the current City of Austin protected
tree ordinance. The survey will also pick up visible utilities, existing structures,
fences, and adjacent roadways.
6.5 Establish the boundary of Site 8 on the ground and monument the property
corners of the proposed site as required. The boundary survey drawing will
show any easements and encumbrances.
6.6 Provide a metes and bounds description of Site 8.

6.7 Locate and stake the center of the proposed pump station wetwell for
geotechnical studies by others.
Task 7.0 -Texas Parks and Wildlife Chapter 26 Planning and Support
7.1 . Provide information and assistance needed by OWNER or OWNER'S legal counsel
to prepare for Chapter 26 public hearing held by BCRUA. Such information may
include technical drawings and exhibits, presentations, and a notice of hearing.
Attend and participate in one Chapter 26 public hearing. It is assumed OWNER,
partner cities, or LCRA will coordinate, host, and conduct the hearing and be
responsible for publishing the notice of hearing.
7.2 Attend up to two meetings with Design Oversight Committee, City Managers,
Board members, and/or the General Manager to prepare for Chapter 26 public
hearings.
7.3 Attend LCRA Chapter 26 hearing.
7.4 Prepare Site 8 pump station facility site layouts and site restoration/mitigation
plans to minimize harm to Sandy Creek Park as a result of the taking. Site layout
requirements and the pump station building configuration may be modified based
on field survey data collected under Task 4.0.
7.5 Prepare a 3-D rendering of the pump station at Site 8 to address project
aesthetics.
7.5.1 The Design Oversight Committee (DOC) shall select two 2-D rendering
concepts from prior renderings developed by HDR. ENGINEER shall
modify the selected architectural concept as required based on comments
received from the DOC.
7.5.2 Prepare 2-D renderings of the pump station building elevations at Site 8
for development of the 3-D renderings.
7.5.3 Develop a draft 3-D rendering of the pump station at Site 8 based on the
2-D concepts. The draft 3-D rendering will be produced from up to two or
three vantage points selected by the DOC and will not include specific site
context elements.
7.5.4 Obtain aerial oblique photographs of the pump station site. Finalize the 3
D rendering complete with site context and submit digital rendering files
to the DOC.
7.6 Evaluate noise emissions resulting from the pump station through ambient
monitoring and noise modeling using 3-D software-based acoustical technology
designed for outdoor noise propagation. Monitoring of existing noise levels will
be limited to measurement at one location in the project area for 24 continuous
hours. Monitored (existing) noise levels will be compared to modeled (project
related) noise levels. Results will be displayed using noise contours.
7.7 Services provided by subconsultant LAN as described in the Item 2 of Attachment
1.
5
ADDITIONAL SERVICES
The following Additional Services are not included in the Scope of Services and will not
be performed unless specifically authorized by the OWNER:
A. Real estate acquisition or appraisal services.
B. Performing a present worth and feasibility analysis of decommissioning the existing
Cedar Park and Leander floating pump stations.
C. Performing a geologic mapping of the face of the normally submerged cliff at Site 4
to assess cliff stability for future construction of the lakebed header assembly.
D. Obtaining permits from regulatory agencies and/or local jurisdictions.
E. Environmental consulting services and biological, historical, and cultural field
investigations.
F. Detailed hydrogeological studies and groundwater testing to determine project
impacts to individual wells in proximity to the project.
G. Development of a demobilization plan for the Phase 1 interim floating pump station.
H. Distribution of a mail-out to residents in proximity to the project.
I. Development of a dynamic animated movie of the 3D model based on a fly over
path established by the DOC. The animation will be virtual where the surrounding
site is modeled from the pump station building to the lake and inlet pipeline. The
virtual representation will simulate the project site but will not be video matched to
the photographs shot from the helicopter. The animation will not exceed one
minute In length. The final deliverable will be an animated movie file in one or more
various digital movie formats suitable for playing on standard electronic devices
(e.g., computers, DVO players, internet).
J. Modifications to the Due Diligence Report.
K. Assembly and printing of the fA report for the TWDB.
l. Preparing for or serving as a consultant or witness for the BCRUA in any litigation,
arbitration, or other dispute resolution process related to the project tasks.
