RESOLUTION NO. R-17-07-19-5A WHEREAS, the Brushy Creek Regional Utility Authority, Inc. ("BCRUA") has previously entered into a Contract for Engineering Services ("Contract") with Walker Partners for the BCRUA Phase IC Water Treatment Plant Expansion and Phase 2 Land Rights and Stakeholder Coordination Project, and WHEREAS, Walker Partners has submitted Supplemental Contract No. I to the Contract to modify the provisions for the scope of services, and WHEREAS, the BCRUA desires to enter into said Supplemental Contract No. 1, Now Therefore BE IT RESOLVED BY THE BRUSHY CREEK REGIONAL UTILITY AUTHORITY, That the Board President is hereby authorized and directed to execute on behalf of the BCRUA Supplemental Contract No. 1 with Walker Partners, a copy of same being attached hereto as Exhibit "A" and incorporated herein for all purposes. The Board hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Resolution was adopted was posted and that such meeting was open to the public as required by law at all times during which this Resolution and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. WHEREAS, BCRUA and Engineer executed a Contract for Engineering Services, hereinafter called the "Contract", on the 19th day of April, 2017 for the BCRUA Phase l C Water Treatment Plant Expansion and Phase 2 Land Rights and Stakeholder Coordination Project in the amount of $3,776,500.00; and WHEREAS, it has become necessary to amend the Contract to modify the provisions for the scope of services and to increase the compensation by $226,100.00 to a total of$4,002,600.00; and NOW THEREFORE, premises considered, BCRUA and the Engineer agree that said Contract is amended as follows: I. Sheets, BCRUA Attorney Supplemental Contract Rev.03!2011 0140.4634-40;00381997 215829 ADDENDUM TO EXHIBIT B ENGINEERING SERVICES GENERAL The purposes of Supplemental Amendment No. I are as follows: ■ Perform preliminary engineering of upgrades to existing Pedernales Electric Cooperative (PEC) electric service lines to serve the Phase 2 pump station. ■ Research legacy easements granted by PEC to determine if the proposed electric service upgrades will require additional land rights. ■ Perform additional Phase 1C transient analyses on the Phase I raw water transmission main to determine if existing combination air valves that have been identified for replacement can be replaced with smaller diameter controlled venting vacuum relief valves than the existing valves to reduce construction costs. BASIC SCOPE OF SERVICES Task 1.0-Phase 1C WTP Expansion Revise Task 1.2.1.3 as follows: 1.2.1.3 Hydraulic transient analysis. Perform a hydraulic transient analysis using TransAM transient analysis software to analyze the Phase 1C floating pump station expansion and improvements of the Phase 1A Contract 1 raw water transmission main. 1.2.1.3.1 Modify the existing Phase 2 transient analysis computer model to include the Phase 1A Contract 3 floating intake and Phase 1A Contract 2 underwater pipeline. 1.2.1.3.2 Define the critical operating scenarios for the system and establish hydraulic grade line elevations for the raw water transmission pipeline under steady state operation and static conditions. 1.2.1.3.3 Perform hydraulic transient analysis simulations including pump power failure, planned pump shutdown, and pump startup for the critical operating scenarios. 1.2.1.3.4 Assess whether surge control measures are required to protect the floating intake and Phase 1A Contract 1 and 2 pipelines from adverse pressure transients (e.g., over-pressurization,vapor cavity formation, and large magnitude negative pressures). If surge control measures are advisable, recommend surge protection measures for the system. 1.2.1.3.5 Prepare a Hydraulic Transient Analysis Technical Memorandum. Submit draft and final versions of the Technical Memorandum. 7!1012017 y,t �e nW ga1K$rsPartners Attach the Hydraulic Transient Analysis Technical Memorandum as an Appendix to the Basis of Design Report. 1.2.1.3.6 Perform additional transient analysis to determine if smaller diameter controlled venting vacuum relief valves can be provided to replace combination air valves previously identified for replacement. 1.2.1.3.6.1 Perform simulations with smaller diameter controlled venting vacuum relief valves installed in place of the LAVs identified for retrofit with a controlled venting feature in the 2016 Phase 2 Preliminary Engineering Report. 1.2.1.3.6.2 Evaluate predicted maximum and minimum pressures of the simulations and determine whether the smaller diameter controlled venting vacuum relief valves will provide satisfactory surge control for the Phase 1 raw water main. Repeat simulations as necessary until the minimum recommended diameter for the controlled venting vacuum relief valves are determined. 1.2.1.3.6.3 Prepare a brief memorandum summarizing the results of the additional transient analysis. This memorandum will also include a recommendation for the minimum satisfactory diameter of controlled venting vacuum relief valve and examples of acceptable controlled venting vacuum relief valves for installation and the identified locations. Attach the memorandum as an Appendix to the Basis of Design Report. Task 2.0-Phase 2 Land Rights and Stakeholder Coordination Insert Task 2.2.8 as follows: 2.2.8 Upgrades to Existing Overhead Electric Service Evaluation. 2.2.8.1 Preliminary Engineering. Confirm power distribution routes and land requirements for approximately six miles of upgrades to existing electrical distribution facilities documented in the 2016 Preliminary Engineering Report. 2.2.8.1.1 Perform field investigations to determine pole locations and guying locations for segments of upgrades to existing overhead electric distribution lines from the Nameless substation to the proposed Phase 2 pump station location. 2.2.8.1.2 Develop preliminary profile drawings for the proposed upgrades considering the anticipated construction and location of upgraded electrical facilities. Evaluate the existing overhead electric facilities to determine general information on required pole sizes and heights to accommodate the upgrades. Identify additional K Waller Parmers 7/10/2017 engineers + surveyors easement requirements for guy wires beyond the standard 20 feet wide easement required by PEC. 2.2.8.1.3 Document findings and recommendations in a Technical Memorandum. Provide supporting maps, opinions of probable construction costs, and associated documentation to support findings. 2.2.8.2 Title Services. Research and acquire legacy easements granted to PEC encumbering approximately 75 current owner tracts along the proposed alignment of upgrades to existing overhead electric distribution lines. Perform due diligence and report pertinent items and conditions in a summary spreadsheet. Coordinate with PEC as required to locate unrecorded easements. Task 3.0-Additional Services Insert Task 3.25 as follows: The following Additional Services are not included in the Scope of Services and will not be performed unless specifically authorized by the OWNER: 3.25 The following services associated with Task 2.2. 8 Upgrades to Existing Overhead Electric Service Evaluation to acquire easement and land rights identified under Task 2.2.8 are Additional Services: right of entry requests, surveying and mapping, real estate appraisals, negotiation services, and condemnation services.
