I started to add the new tags to PLC1, PLC1A and PLC2 on the week of 2/17/2020. During this work, I started to notice communication issues between the HMI system and the PLC. I reached out to our Rockwell vendor to assist in evaluating the problem. During our troubleshooting, we found that the entire program was running as a continuous task and taking up most of the processor time. This was not leaving enough rest time for execution of other tasks, such as communications. The vendor had two recommendations: Change the program execution to eliminate the continuous task. Upgrade PLC hardware as the current hardware is obsolete. I made changes to the program to take it from one continuous task and separated the program into three periodic tasks. The tasks timings are as follows: 100ms, 250ms, 500ms. Plant critical programming such as PID loops, valve control, etc. were placed within the 100ms task. PLC to PLC communications were placed in the 250ms task. Runtimes, totalizers, etc. were placed in the 500ms task. On 2/27/2020, BCRUA staff reported periodic communication loss during routine operations. BCRUA is currently running the 1756-L64 processor with the 1756-RM redundancy module. The current processor comes with 16MB of program memory. If the customer chooses to execute the hardware upgrade, I am recommending the 1756-L73 processor with the 1756-RM2 redundancy module. Please note that the L73 has 8MB of program memory versus the 16MB on the old processor. However, the current program size for the 7 filters is approximately 1MB in size. I started to add the new tags to PLC1, PLC1A and PLC2 on the week of 2/17/2020. During this work, I started to notice communication issues between the HMI system and the PLC. reached out to our Rockwell vendor to assist in evaluating the problem. During our troubleshooting, we found that the entire program was running as a continuous task and taking up most of the processor time. This was not leaving enough rest time for execution of other tasks, such as communications. The vendor had two recommendations: Change the program execution to eliminate the continuous task. Upgrade PLC hardware as the current hardware is obsolete. I made changes to the program to take it from one continuous task and separated the program into three periodic tasks. The tasks timings are as follows: 100ms, 250ms, 500ms. Plant critical programming such as PID loops, valve control, etc. were placed within the 100ms task. PLC to PLC communications were placed in the 250ms task. Runtimes, totalizers, etc. were placed in the 500ms task. On 2/27/2020, BCRUA staff reported periodic communication loss during routine operations. BCRUA is currently running the 1756-L64 processor with the 1756-RM redundancy module. The current processor comes with 16MB of program memory. If the customer chooses to execute the hardware upgrade, I am recommending the 1756-L73 processor with the 1756-RM2 redundancy module. Please note that the L73 has 8MB of program memory versus the 16MB on the old processor. However, the current program size for the 7 filters is approximately 1 MB in size. Consider a resolution authorizing the President to execute Change Order No. 2 with Excel Construction for the Phase 1C Water Treatment Plant Expansion Project. PRESENTER: Karen Bondy,General Manager BACKGROUND: This change order includes two needed projects at the BCRUA Water Treatment Plant that have been identified during construction of the Phase 1C Expansion Project. The water treatment plant has aging and inefficient water quality analyzers, resulting in high maintenance costs.These high flow analyzers discharge to Cedar Park's wastewater system, which has resulted in issues with the wastewater collection system. Using lower flow more efficient equipment would resolve these issues, reduce maintenance cost and save water.Staff would like to have our current water treatment plant contractor procure instruments, including 5 controllers, 7 chlorine analyzers, and 11 turbidmeters,which would then be installed by BCRUA staff. The total cost of the project is$85,400. In early February,the water treatment plant control communications equipment began to fail and lose communication during routine operations. We determined that some of the Programmable Logic Control Processor equipment is obsolete and needs to be replaced. As this is a high priority item and our water treatment plant contractor has a subcontractor currently working on our communication system, staff recommends that this task be performed under Excel's contract. The total cost of the project is$56,712. This Change Order will not result in any impact to the schedule and will allow us to expedite these needed projects using bond funds.The Operating Committee and GM recommend the Board's approval to add this $142,112 change order to Excel's construction contract. FUNDING: Staff will request approval from TWDB to use 2017 SWIFT bond funds for these improvements. With approval of this change order there will be$2,215,481 in Phase 1C 2017 SWIFT approved funds available.
