VIRTUAL MEETING WAS HELD & RESOLUTION PENDING SIGNATURE FROM BOARD SECRETARY RESOLUTION NO.R-20-05-27-5A WHEREAS, the Brushy Creek Regional Utility Authority, Inc. ("BCRUA") has previously entered into a contract ("Contract") with Excel Construction Services, LLC for the BCRUA Phase 1C Water Treatment Plant Expansion Plant Project; and WHEREAS, the BCRUA has determined that it is necessary to make changes to the quantity of work to be performed or materials, equipment, or supplies to be provided, and WHEREAS, it has been determined that it is necessary to change said Contract in accordance with the attached Contract Change Order No. 3,Now Therefore BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE BRUSHY CREEK REGIONAL UTILITY AUTHORITY, That the Board President is hereby authorized and directed to execute on behalf of the BCRUA, Change Order No. 3 to the Contract with Excel Construction Services, LLC, a copy of same being attached hereto as Exhibit"A" and incorporated herein for all purposes. It is the intent of this control narrative to change only the pump control valve programming interface with the pump operation.All other previously described and programmed SCADA operations shall remain in place. B. Pump Control Valve operation—Each pump will be called to run via SCADA or HOA. Pump is started and stopped against a closed Booster Pump Control Valve.Travel time for valve open/close is manually adjusted at the valve. 1. Call to run: On Booster Pump call to run, solenoid energization shall wait a password protected user adjustable amount of time in seconds before solenoid is energized.This amount of time is referenced as the "Call to open timer" in this document. Default shall be set to 5 seconds. 2. Call to stop: On Booster Pump call to stop, solenoid is de-energized with no delay.While the Control Valve closes,the pump is kept running until limit switch changes state. When the limit switch changes state,the pump stops. 3. Incomplete Sequence: a. Call to run:SCADA shall monitor Booster Pump run status after the call to run has been sent. If motor has been running for greaterthan "Call to open timer" (reference (1.01.8.1 above) plus an additional password protected user adjustable amount of time in seconds and the limit switch has not changed state,stop pump. Default of additional password protected user adjustable amount of time shall be set to 5 seconds. b. Call to stop: SCADA shall monitor Booster Pump run status for a password protected user adjustable time in seconds after the call to stop has been sent. Default shall be set to 45 seconds. If motor is still running and limit switch has not changed state after password protected user adjustable time, stop Booster Pump. Unless indicated otherwise, each valve body shall be shop tested at a pressure equal to twice its specified working pressure. 2. Each valve shall be tested prior to shipment. Standard tests shall include valve body leakage,seat leakage, and stroke performance. a. Permitted Leakage:None. C. Certificate of Compliance: 1. Submit certificate of compliance indicating successful completion of Proof-of-Design Testing per AWWA C530. PART 3 -EXECUTION 3.1 INSTALLATION A. As specified in Section 40 05 51. B. Install protective strainers upstream of the pilot control system. C. Valves, controls, and accessories shall be installed in accordance with the manufacturer's installation instructions. 3.2 FIELD QUALITY CONTROL A. As specified in Section 40 05 51. B. Check and adjust valves and accessories in accordance with manufacturer's instructions and place into operation. Where combinations of valves, switches, and controls are indicated,the combinations shall be properly assembled and installed to ensure that systems are compatible and operating properly. C. END OF SECTION 40 05 67 Issued for PCM-007 Hydraulically Operated Control Valves 400567-5 40 90 02 CONTROL NARRATIVE 1.00 CONTROL NARRATIVE 1.01 BOOSTER PUMP CONTROL VALVE A. It is the intent of this control narrative to change only the pump control valve programming interface with the pump operation. All other previously described and programmed SCADA operations shall remain in place. B. Pump Control Valve operation—Each pump will be called to run via SCADA or HOA. Pump is started and stopped against a closed Booster Pump Control Valve.Travel time for valve open/close is manually adjusted at the valve. 1. Call to run: On Booster Pump call to run, solenoid energization shall wait a password protected user adjustable amount of time in seconds before solenoid is energized.This amount of time is referenced as the "Call to open timer" in this document. Default shall be set to 5 seconds. 2. Call to stop: On Booster Pump call to stop, solenoid is de-energized with no delay. While the Control Valve closes,the pump is kept running until limit switch changes state. When the limit switch changes state,the pump stops. 3. Incomplete Sequence: a. Call to run: SCADA shall monitor Booster Pump run status after the call to run has been sent. If motor has been running for greater than "Call to open timer" (reference (1.01.6.1 above) plus an additional password protected user adjustable amount of time in seconds and the limit switch has not changed state, stop pump. Default of additional password protected user adjustable amount of time shall be set to 5 seconds. b. Call to stop: SCADA shall monitor Booster Pump run status for a password protected user adjustable time in seconds after the call to stop has been sent. Default shall be set to 45 seconds. If motor is still running and limit switch has not changed state after password protected user adjustable time,stop Booster Pump. If during the password protected user adjustable time,the Booster Pump pressure switch high actives, stop pump immediately. 4. Power Failure: a. Site power failure:This valve is designed to automatically close upon power failure by a built in spring. b. PLC power failure:The local control station to be installed shall allow user control of control valve solenoid. 1) Normal operations with Local/Remote Switch in Remote:Solenoid energization shall come from EB-PLC-001. 2) Power failure with Local/Remote Switch in Local:Solenoid energization shall come from BPS-BP-00* existing Local Control Station 120VAC. C. BOOSTER PUMP STARTING/STOPPING 1. Consider a resolution authorizing the President to execute Change Order No. 3 with Excel Construction for the Phase 1C Water Treatment Plant Expansion Project. PRESENTER: Karen Bondy, General Manager BACKGROUND INFO: This change order includes a needed project at the BCRUA Water Treatment Plant. Three pump control valves at the Finished Water Booster Pump Station that pump treated water from the plant have a history of malfunctioning. Based on mechanical issues with these valves and their level of use,the manufacturer has recommended that they be rebuilt quarterly at a cost of$30,000-$40,000 per year plus labor costs. Due to the critical nature of these valves and history of maintenance problems,staff and the Operating Committee recommend replacement. This Change Order will also add 45 days to the project schedule and will allow BCRUA to expedite this project using the current contractor and bond funds.The Operating Committee and GM recommend the Board's approval to add this$237,715.00 change order to Excel Construction's contract. FUNDING: Staff will request approval from TWDB to use 2017 SWIFT bond funds for these improvements.
