WHEREAS, the Board of Directors of the Brushy Creek Regional Utility Authority
wishes to amend the BCRUA Annual Operating Budget for Fiscal Year 2021-2022, in
accordance with the attached proposal, Now Therefore
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE BRUSHY
CREEK REGIONAL UTILITY AUTHORITY:
That the amendment to the BCRUA Annual Operating Budget for Fiscal Year 2021-2022
be adopted, subject to the approval of the Participating Cities, as set forth in Exhibit "A" attached
hereto and incorporated herein for all purposes.
The Board of Directors hereby finds and declares that written notice of the date, hour,
place and subject of the meeting at which this Resolution was adopted was posted and that such
meeting was open to the public as required by law at all times during which this Resolution and
the subject matter hereof were discussed, considered and formally acted upon, all as required by
the Open Meetings Act, Chapter 551, Texas Government Code, as amended.

SUBJECT: BCRUA Board Meeting—December 15, 2021
ITEM: 6D. Consider a resolution approving an amendment to the BCRUA Annual Operating
Budget.

BACKGROUND:
On August 25, 2021,the Board of Directors approved the issuance of debt for the Brushy Creek Regional
Utility Authority, Inc. City of Leander, $40,000,000; and the Brushy Creek Regional Utility Authority, Inc.
City of Cedar Park,$75,310,000. The August 251'' resolution also authorized the collection of funds from
the participant cities,and payment of the ensuing debt service requirements.
Both debt issuances closed on November 16, 2021,and the final debt service numbers have now been
distributed. Debt service payments for the 2021 Texas Contract Revenue Bonds are to begin in February
2022, with annual totals of$2,023,344 for the City of Leander, and $3,456,896 for the City of Cedar Park.
These amounts were not included in the annual operating budget also approved on August 25,2021.
Upon approval, Leander's annual debt service funding requirement and expenditures would increase
from$6,152,395 to$8,175,739;Cedar Park's annual debt service funding requirement and expenditures
would increase from$2,279,711 to$5,736,607.
