WHEREAS, the Brushy Creek Regional Utility Authority, Inc. ("BCRUA") has duly
advertised for bids for the BCRUA New Hope Drive 72-Inch Water Main Trench Settlement
Remediation Project, and
WHEREAS, Austin Underground, Inc. has submitted the lowest responsible bid, and
WHEREAS, the BCRUA wishes to accept the bid of Austin Underground, Inc., Now
Therefore
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE BRUSHY
CREEK REGIONAL UTILITY AUTHORITY:
That, subject to the approval of the Participating Cities, the Board President is hereby
authorized and directed to execute on behalf of the BCRUA a contract with Austin Underground,
Inc. for the BCRUA New Hope Drive 72-Inch Water Main Trench Settlement Remediation
Project.
The Board hereby finds and declares that written notice of the date, hour, place and
subject of the meeting at which this Resolution was adopted was posted and that such meeting
was open to the public as required by law at all times during which this Resolution and the
subject matter hereof were discussed, considered and formally acted upon, all as required by the
Open Meetings Act, Chapter 551, Texas Government Code, as amended.

Dear Karen,
Proposals were opened for the New Hope Dr 72-Inch Water Main Trench Settlement
Remediation Project on June 81, 2022 at 2:00 pm at Round Rock City Hall. Five responsive,
competitive sealed proposals were submitted by Gage and Cade Construction of Bertram,
TX, Austin Underground, Inc of Lago Vista, TX, Green Dream International of Irving, TX,
Smith Contracting Co Inc of Austin, TX, David-Tehoungue Ltd Co of Killeen, TX.
The proposals were evaluated and ranked based on the following selection criteria: Cost
Proposal (60%), Contractor Relevant Experience (30%), and Proposed Schedule (10%).
After reviewing the unit prices provided in the proposals the Proposal Costs Amounts
differed from as-read about, resulting in proposal amounts ranging from $607,634.00 to
$998,187.85. The table below presents a summary of the evaluation ranking of the three (3)
criteria for the proposals.

New Hope Drive 72-Inch Water Main Trench Settlement Mitigation Construction
Contract to Austin Underground, Inc.

BACKGROUND/JUSTIFICATION:
BCRUA owns and operates a 72-inch treated water transmission main within the New Hope Drive Right-
of-Way(ROW).The transmission main serves Leander and Round Rock but is located in Cedar Park.The
transmission main was constructed in conjunction with the East and West New Hope Drive
improvement projects and completed in 2008.Significant settlement along the transmission main
trench in Segment 213/2C has been observed over the past several years between Clover Lane and
Discovery Boulevard (approximately 1.5 miles) and continues to worsen.
K Friese&Associates, Inc. (KFA)completed design to repair areas of settlement along New Hope Drive,
to protect the transmission main and repair the roadway pavement and sidewalk structure. Bids were
opened for this project on June 8, 2022. Responsive bids were received from five construction
companies.The rank order of the total base bids are as follows:
Austin Underground, Inc. $607,634.00
Green Dream International $622,377.60
David-Tehoungue, Ltd. $635,202.25
Gage and Cade Construction $836,837.55
Smith Contracting Company $998,187.85
Based on evaluation of the bids and the recommendation of KFA,Austin Underground, Inc. is the
selected construction firm with a total base bid of$607,634.00.
FUNDING:
This pipeline is owned by Round Rock(51.780 and Leander(48.22%). Each city is providing city cash
funding for this contract.
Since the contract award will exceed the BCRUA's authorized maximum of$500,000, per the Master
Agreement, Board approval of this contract will need to be contingent on approval by Round Rock and
Leander city councils.
Staff, Operating Committee representatives,and representatives of KFriese&Associates will be
available to answer any Board questions.
