Sheets, BCRUA Attorney 1 ADDENDUM TO EXHIBIT B ENGINEERING SERVICES GENERAL The Project consists of final design of a parallel pipeline from the Phase 1A underwater pipe manifold to approximately STA 14+63. Design initially assumed the use of HDPE pipe. Transient analysis conducted during design of this alternative predicts vapor pressure in the HDPE pipeline if power is lost to the floating pump station with six pumps operating. Accordingly, the use of ductile iron pipe (DIP)is required to maintain positive pressure in the underwater pipeline. Supplemental Amendment No. 1 is required to redesign the underwater pipeline using this new basis of design including the addition of a controlled venting vacuum relief valve on the Phase 1A raw water pipeline on Trails End Road at approximately STA 177+00. BASIC SCOPE OF SERVICES Task 1.0-60 Percent Design Submittal. Prepare drawings and specifications at a 60 percent level of completion showing the scope, extent, and character of the work to be performed by or furnished by the Contractor. 1.1 Prepare construction drawings to a 60 percent level of completion. This level of completion shall advance the drawings to include the following: cover sheet,sheet index, general notes, abbreviations and symbols, overall site piping plan, connection plans, and plan and profiles. 1.2 Prepare specifications to a 60 percent level of completion. This level of completion shall generally include the following:table of contents,select front end documents, and specifications for work related to major project elements. 1.3 Prepare a 60 percent design opinion of probable construction costs(OPCC). Contingency shall be set at approximately 20 percent for total project costs. The 20 percent contingency is within the recommended contingency range for a Class 2 estimate based on the guidelines set forth by the American Association of Cost Engineers for a design with 30 to 75 percent project definition level. 1.4 Submit 60 percent design documents to Owner for review. Incorporate Owner comments into subsequent submittals and provide written responses to review comments. Task 2.0-Special Services. Prepare deliverables for the following special services required to facilitate the design of the Project and development of bidding documents. 2.1 'transient Evaluation. Perform additional transient analysis for the following two strategies. No further transient analyses (beyond what has already been completed)will be performed for the originally proposed 36-inch diameter HDPE underwater pipeline (i.e., Strategies 1 and 2) between approximately STA 0+47.09 (i.e.,just downstream of the underwater hose manifold at the Floating Water Intake, existing pipe stationing) and STA 14+50 on the existing DIP underwater pipeline. The proposed pipeline would be parallel to the existing DIP pipeline. 2.1.2 Strategy 4—Install a new 36-inch diameter Ductile Iron Ball/Socket Joint underwater pipeline between approximately STA 0+47.09 (i.e.,just downstream of the underwater hose manifold at the Floating Water Intake, existing pipe stationing) and STA 14+50 on the existing DIP underwater pipeline. The proposed pipeline would be parallel to the existing DIP pipeline. Task 3.0-Land Acquisition. Acquisition of a temporary construction easement on Trails End Road for the addition of a controlled venting vacuum relief valve. 3.1 Survey. Perform surveying services to verify and recover existing project controls. Horizontal and vertical datums for project control will remain on NAD83/NAVD88 Texas State Plane, Central Zone. Perform boundary survey and prepare exhibits and field notes for the temporary construction easement. 3.2 Acquisition and Right of Way. 3.2.1 Research official public records to update ownership and provide vesting deeds to surveyor. 3.2.2 Submit request for authorization to make offers. 3.2.3 Prepare and send the letter transmitting the Landowner's Bill of Rights by Certified Mail-Return Receipt Requested (CMRRR). 3.2.4 Prepare documents required on forms approved by Owner (i.e., the initial offer letter, memorandum of agreement, instruments of conveyance). 3.2.5 Maintain follow-up contacts and secure the instruments necessary for the closing upon acceptance of the offer. 3.2.6 Respond to property owner inquiries verbally or in writing within two business days. 3.2.7 Cause the recordation of original instruments immediately after closing at the respective County Clerk's Office, except for donations, which must be forwarded to Owner for acceptance by the Owner Board prior to recording. 3.2.8 If negotiations are unsuccessful, obtain an appraisal report and send a final offer package to property owners by CMRRR. 3.2.9 Prepare and provide to Owner a memo requesting condemnation proceedings using information from the Title Commitment and other available sources to join interested parties. 3.2.10 Maintain parcel/easement documents and transfer permanent records to Owner. Consider a resolution authorizing the President to execute a Supplemental Contract No. 1 for Engineering Services with Walker Partner for the 36" Underwater Replacement Pipeline. PRESENTER: Karen Bondy, General Manager BACKGROUND: In January 2022,the Board approved an engineering services agreement with Walker Partners to design a replacement pipeline for about 1,500 feet of the 36-inch diameter underwater pipeline that failed in December 2020.This pipeline delivers water from the floating intake barge on Lake Travis to the water treatment plant. Design initially included the use of a polyethylene pipe material for the replacement pipeline. However, pressure studies conducted during design of this alternative determined that this pipeline material would not withstand the pressure surges if power were lost to the floating pump station. The use of the higher strength ductile iron pipe is required to prevent damage to the underwater pipeline.Supplemental Contract No. 1 is required to redesign the underwater pipeline using this new basis of design, including the addition of an air venting valve on the raw water pipeline on Trails End Road. Services include additional design, land acquisition, and transient pressure studies. This Supplemental Contract increases the Project compensation by$81,966, from $277,645. It adjusts the lump sum amount from$214,855 to $279,593 and the time and materials amount from $62,790 to$80,018,for a total Project compensation of$359,611. FUNDING: Funding for this contract will be from the unused TWDB loan funds or local funds. Staff and the Operations Committee recommend the contract for approval, and will be available, along with representatives of Walker Partners to answer any questions during the meeting.
