WHEREAS, the City of Round Rock ("City") has previously determined in Resolution No.
R-2024-010 that "Competitive Sealed Proposal' is the delivery method which provides the best value
for the Brushy Creek Regional Wastewater System East WWTP Tertiary Filters Project, and
WHEREAS, after advertising for and receiving proposals from offerors, the City of Round
Rock determines that Keeley Construction Group, Inc. is the offeror which offers the best value for the
City, and
WHEREAS, the City Council now wishes to enter into a "Standard Form of Agreement
Between Owner and Contractor" with Keeley Construction Group, Inc., Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK,TEXAS,
That, after advertising for and receiving proposals from offerors, the City of Round Rock
hereby finds that Keeley Construction Group, Inc. is the offeror which offers the best value for the City
for the Brushy Creek Regional Wastewater System East WWTP Tertiary Filters Project.
BE IT FURTHER RESOLVED,
That the Mayor is hereby authorized and directed to execute on behalf of the City a "Standard
Form of Agreement Between Owner and Contractor" with Keeley Construction Group, Inc. for the
Brushy Creek Regional Wastewater System East WWTP Tertiary Filters Project.
The City Council hereby finds and declares that written notice of the date, hour, place and
subject of the meeting at which this Resolution was adopted was posted and that such meeting was
open to the public as required by law at all times during which this Resolution and the subject matter
hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act,
Chapter 551,Texas Government Code, as amended.

Engineer's Recommendation of Award of Contract
A total of two sealed proposals were received and opened on May 22, 2024 for the above
referenced project. The base bids ranged from $8,174,000.00 to $11,422,374.00. Keeley
Construction Group, Inc. principal office of New Braunfels, Texas submitted the highest ranked
proposal. Their base bid plus bid alternate no. 4 is in the amount of$8,309,000.00.
After reviewing the contractor's experience and bid price, I recommend award of this project to
Keeley Construction Group, Inc. in the amount of$8,309,000.00.
