WHEREAS, the Federal Transit Administration ("FTA") has grant funds available for FY
2024 Section 5307 funding; and
WHEREAS, the City of Round Rock("City") is seeking funding from FTA's FY 2024 Section
5307 for the City's public transit services projects; and
WHEREAS, the City wishes to make application for the available FTA FY 2024 Section 5307
funds; and
WHEREAS, the City Council designates the City Manager as the City's authorized official
with power to apply for the grant, including making online application, on behalf of the applicant
agency, the City of Round Rock, Texas,Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
A. That the City Council approves submission of the grant application to the Federal
Transit Administration for the City's public transit services projects including fixed route bus system
and on-demand services.
B. That the City Manager is designated as the authorized official to apply for the grant,
including making an online application, and is hereby directed to apply for FY 2024 Federal Transit
Authority Section 5307 funding.
The City Council hereby finds and declares that written notice of the date, hour, place and
subject of the meeting at which this Resolution was adopted was posted and that such meeting was
open to the public as required by law at all times during which this Resolution and the subject matter
hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended.

Application Executive Summary
This application is to request FY 2024 Section 5307 funds as allocated to the City of Round Rock as a
Direct Recipient in the amount of$1,129,796 local match general revenue $1,402,855. The purpose of
this award is to provide public transportation options through shared use mobility on demand (MOD),
fixed route, commuter, and express route services. The funds for MOD will provide a better and more
responsive bus service to riders, including persons with disabilities and provide first and last mile
service making connections with the fixed route system. The commuter service will provide regional
connections to and from Round Rock and the City of Austin. The funding will cover the cost of operating
both services through turnkey service contracts, whereas the contractor will provide accessible
vehicles, salaries, fuel, and other associated costs in order to provide the service. This grant will
continue to provide freedom of movement, opportunities for better jobs, health services and education
to the citizens of Round Rock.
The 0.75% safety requirement is satisfied by safety-related aspects of a 5307-funded contract. The City
of Round Rock is committed to making the public transit system safe and secure for all riders.
The 1% security expenditure requirement, the City of Round Rock has determined that expenditure for
security projects funded by 5307 is not necessary. The City currently will operate 3 commuter buses
and 5 on-demand/ADA paratransit vehicles and with limited federal funding all of the 5307 funds go into
the operations for the provision of public transit. The City transit system does have a strong relationship
with local law enforcement, and EMS is located within the next block next to the Transit Center. The
City has recently updated the camera
system at the Transit Center& Parking garage, works with local EMS, Fire Department, and the Round
Rock Police Department. Funding for the camera and security system is paid out of the the City of
Round Rock general revenue funding.

Award Description
Purpose
This project provides the federal funding to continuing providing public transportation to the citizens of
Round Rock. The transit services provided will be commuter/job access reverse commute from Round
Rock to Austin through express or fixed route service . The funding will also provide mobility-on -
demand services (MOD) and ADA transportation for persons with disabilities.
Activities to be performed:
The city will offer commuter/express services from Round Rock to Austin and return, making
connections for regional travel between the two communities. The MOD service will be open to the
general public and will also provide more accessible transportation options to persons with disabilities
who are unable to use the fixed routes. This means that the MOD service is equally available to the
general public as well as persons with disabilities. The MOD service will be fully ADA compliant and
provide ADA service 3/4 mile from the fixed route. The MOD service will be accessible in terms of
requesting a ride (via phone or app), boarding the vehicle, alighting the vehicle and service cannot be
denied for a person with disabilities due to capacity constraints. The service will operate on the same
dates and times as the express/commuter routes within the City of Round Rock. The City of Round
Rock does not provided the service directly but will contract with a service provider to operate under a
full turnkey contract. The City of Round Rock will also offer reasonable modifications to ensure our
program is accessible to individuals with disabilities

The fixed route/commuter bus service is designed to continue to meet the transportation needs of the
residents of Round Rock, to access employment, educational facilities, medical services along with
providing regional transit services, commuter and express service into and out of Austin.
