CM-2024-256 - 10/11/2024STATE OF TEXAS § COUNTY OF WILLIAMSON § SUPPLEMENTAL CONTRACT NO.3 TO CONTRACT FOR ENGINEERING SERVICES FIRM: KIMLEY-HORN AND ASSOCIATES ("Engineer") ADDRESS: 10814 Jollyville Road, Building 4, Suite 200, Austin, TX 78759 PROJECT: Harrell Parkway Reconstruction This Supplemental Contract No. 3 to Contract for Engineering Services is made by and between the City of Round Rock, Texas, hereinafter called the "City" and Kimley-Horn and Associates, hereinafter called the "Engineer." WHEREAS, the City and Engineer executed a Contract for Engineering Services, hereinafter called the "Contract," on the 22nd day of June, 2023 for the Harrell Parkway Reconstruction Project in the amount of $654,760.00; and WHEREAS, the City and Engineer executed Supplemental Contract No. I on September 14, 2023 to amend the scope of services and to increase the compensation by $101,343.57 to a total of $756,103.57; and WHEREAS, the City and Engineer executed Supplemental Contract No. 2 on February 22, 2024 to amend the scope of services and to increase the compensation by $1,803,722.40 to a total of $2,559,825.97; and WHEREAS, it has become necessary to amend the Contract to modify the provisions for the scope of services and to increase the compensation by $93,201.30 to a total of $2,653,027.27; NOW THEREFORE, premises considered, the City and the Engineer agree that said Contract is amended as follows: Article 2, Engineering Services and Exhibit B, Engineering Services shall be amended as set forth in the attached Addendum to Exhibit B. Article 4, Compensation and Exhibit_ D, Fee Schedule shall be amended by increasing by $93,201.30 the lump sum amount payable under the Contract for a total of $2,653,027.27, as shown by the attached Addendum to Exhibit D. Sandre, City Attorney Rev.06116 84275 ADDENDUM TO EXHIBIT B Engineering Services City: Round Rock, Texas Location(s): Old Settlers Park Project: Harrell Parkway Improvements Supplemental Agreement No. 3 PROJECT UNDERSTANDING Kimley-Horn (the "Engineer") will provide professional services for final design of a shared -use path and illumination along Heritage Crossing, shared -use path from Chandler Branch to Heritage Crossing, deduction of scope for fiber optic limits removed from the PS&E contract, CLOMR fee, TDLR Review for A.2 and A.3 plans, landscape and irrigation along Heritage Crossing and Harrell Parkway, and easement documentation for the sidewalk within the Old Settlers Association property. SCOPE OF SERVICES FOR LUMP SUM TASKS Kimley-Horn will provide the services specifically set forth below. Task l —Easement Documentation Kimley-Horn will conduct an on the ground survey to recover boundary monumentation, to resolve the boundary lines of the subject property. Kimley-Horn will prepare a metes and bounds description and sketch showing the location and dimensions for one proposed easement. Deliverables: o Certified easement survey Task 2 — Shared -Use Path along Heritage Crossing The following tasks will be completed for the design of the shared -use path along Heritage Crossing. In addition, the schedule for all three plan sets will require separate submittals for TDLR review and scope includes additional reviews for A.2 and A.3. This supplemental also covers the application and review fee for the FEMA CLOMR documentation submitted to FEMA for review. a) The Engineer will develop Plan and Profile sheets for the shared -use path along Heritage Crossing at a scale of I "= 50'. b) The Engineer will develop Plan and Profile sheets for the shared -use path along Harrell Parkway from Chandler Branch to Heritage Crossing c) Incorporate SUP along Heritage Crossing in cross sections at 50-ft stations. d) FEMA CLOMR Fee e) TDLR Coordination and Review for A.2 and A.3 Task identified above to be incorporated into the following deliverables: i. 60% and 100% Plans ii. 60 and 100%OPCC iii. 60% and 100% Cross Sections Task 3 — Illumination along Heritage Crossing and Fiber Optic Deduct The following tasks cover the additional design required for the illumination along Heritage Crossing and the deduct of hours for the fiber optic limits that were eliminated from the project limits. a) Deduct of hours for fiber optic removed from original scope. b) Develop a photometric (lighting level) model using AGi32 software to determine luminaire placement to meet illuminance requirements per City of Round Rock and AASHTO guidelines. c) Prepare plan sheets at a scale of l" — 50' showing proposed locations of luminaire poles, luminaires, underground conduits, ground boxes, and electrical service meters. d) Coordinate with electrical utility provider (Oncor) to confirm locations of electrical service meters. e) Calculate electrical voltage drop in each circuit to determine minimum wire size and minimum conduit size in each conduit run. f) Design electrical service meters, including number of circuits, breaker sizes, and total electrical load. g) Prepare a list of pay items and construction quantities required to build the proposed infrastructure. h) Perform internal quality control and assurance reviews prior to each submittal. Plan sheets, bid items, and details will be included with the Task Deliverables identified in Task 2. Task 4 — Landscape and Irrigation along Harrell Parkway and Heritage Crossing The Landscape Architect will perform the following tasks for design landscape and irrigation along Harrell Parkway and Heritage Crossing: a. The Landscape Architect will prepare Landscape plan layout b. The Landscape Architect will prepare Landscape specifications c. The Landscape Architect will prepare Landscape Details d. The Licensed Irrigator will perform Irrigation Plans using the clients preferred irrigation equipment e. The Licensed Irrigator will perform Irrigation Details f. The Licensed Irrigator will perform Irrigation Specifications g. The Landscape Architect will preform quality control for each item h. The Licensed Irrigator will preform quality control for each item i. The Landscape Architect will design the monument sign for design intent only j. The Landscape Architect will prepare hardscape plans for the monument sign Plan sheets, bid items, and details will be included with the Task Deliverables identified in Task 2. Services not included: Any services not specifically provided for in the above scope will be billed as additional services and performed at our then current hourly rates. Additional services we can provide include, but are not limited to, the following: a) Documentation and/or coordination with property owner and City outside of what is included in the scope in Task 2.
