Labnd— and A . . . d Rink SUPPLEMENTAL CONTRACT NO. 2 TO CONTRACT FOR ENGINEERING SERVICES FIRM: WALKER PARTNERS ("Endneer") ADDRESS: 6504 Bridge Point Parkway, Suite 200, Austin, TX 78730 PROJECT: Planning Level Evaluation — Phase 2A Water Treatment Plant Expansion This Supplemental Contract No. 2 to Contract for Engineering Services is made by and between the BRUSHY CREEK REGIONAL UTILITY AUTHORITY, INC., hereinafter called "BCRUA" and Walker Partners, hereinafter called the "Engineer." WHEREAS, the BCRUA and Engineer executed a Contract for Engineering Services, hereinafter called the "Contract," on the 27th day of September, 2023 for the Planning Level Evaluation — Phase 2A Water Treatment Plant Expansion Project in the amount of $198,895.00; and WHEREAS, the BCRUA and Engineer executed Supplemental Contract No. 1 on March 27, 2024 to amend the scope of services and to increase the compensation by $3,124,207.00 to a total of $3,323,102.00; and WHEREAS, it has become necessary to amend the Contract to modify the provisions for the scope of services and to increase the compensation by $238,042.00 to a total of $3,561,144.00; NOW THEREFORE, premises considered, BCRUA and the Engineer agree that said Contract is amended as follows: Article 2, Enaineerinl~ Services and Exhibit B Engineering Services shall be amended as set forth in the attached Addendum To Exhibit B. Exhibit C, Work Schedule shall be amended as set forth in the attached Addendum To Exhibit C. Article 4, Compensation and Exhibit D, Fee Schedule shall be amended by increasing by $238,042.00 the lump sum amount payable under the Contract for a total of $3,561,144.00, as shown by the attached Addendum to Exhibit D. Sheets, BCRUA Attorney ADDENDUM TO EXHIBIT B ENGINEERING SERVICES The purposes of Supplemental Amendment No. 2 ore to capture additional design services identified during the development of the 60% design submittal and update the WTP site drainage analysis based on recent feedback received from the City of Cedar Park] during a pre -application meeting. Specific additional services include: - implementation of BCRUA administrative network and SCADA network improvements to address projects identified during a Cybersecurity Analysis performed by others; - incorporation of additional treatment plant process enhancements requested by BCRUA; and, Updating drainage calculations originally performed in the 2008 Preliminary Engineering Report to utilize Atlas 14 rainfall (published in 2018) as required to comply with City of Cedar Park and tower Colorado River Authority permitting requirements. A portion of scope from Supplemental Amendment No. 1 involving a cybersecurity report no longer needs to be performed and will be descoped under this amendment with the associated fee being credited to this amendment. ASSUMPTIONS Engineer's assumptions apply to all tasks set forth in this Exhibit. 1) BCRUA shall provide access for investigation of fiber and copper infrastructure. 2) The SCADA departments of the BCRUA member cities will be available for meetings to review data interconnections. 3) The VOIP system is anticipated to be a hosted service. Design of an on -premises call bridge is excluded. Should the phone system at TSC remain as -is, design of interconnection between the TSS V01P system and TSC phone system for paging purposes is specifically excluded. 4) Design of Active Directory servers, file servers, or print servers is specifically excluded. 5) The design of the new TSS administrative network is to provide internet access through both hard wired and wireless means to laptop and desktop computers for City of Round Rock employees. 6) It is assumed that internet access for City of Round Rock employees will allow them to use their Office 365 email accounts and access resources on the City's ShorePoint site. 7) The drainage calculations for BCRUA Ponds land 2 in the PER in 2008 used the TXDOT Intensity -Duration -Frequency for Travis County which was based on the USGS 1998 statistical rainfall. The drainage analysis will be updated to utilize the Atlas 14 rainfall iG1r11K4]0zl Lou Walker Partners K engineers I surveyors published in 2018. Some features on Figure 2.6 of the 2008 PER are identified as impervious cover that do not contribute runoff, such as the open clarifiers, so the overall amount of permitted impervious cover on the WTP site will be clarified, along with any proposed modifications to the amount of impervious cover. BASIC SCOPE OF SERVICES Task 1.0 - Design Additional Services 1.1 Gap Analysis and Closure for Phase 2/2A SCADA Network 1.1.1 Subcontract Alterman Electric 1.1.1.1 Coordinate to identify submitted and approved hardware for Phase 2. 1.1.1.2 Identify necessary connectivity for TSC. 1.1.1.3 Identify missing hardware at TSC. 1.1.1.4 Identify missing hardware/software configuration for intake tower camera connections to Cedar Park, Round Rock, and Leander. 1.1.1.5 Determine inventory of Ignition HMI modules in Phase 2 and additional modules required for Phase 2A for communication. 1.1.2 Coordination with Inductive Automation to ensure all components/modules of the Ignition HMI are compatible between BCRUA, Cedar Park, Leander, and Round Rock. 1.1.3 Conduct software simulation of the final SCADA network configurations to determine any missing hardware or programming configurations. 1.1.4 Identify hardware at TSC which may be end of life by 2027. 1.1.4.1 Ignition Servers 1.1.4.2 Ignition Workstations 1.1.4.3 MQTT Brokers 1.1.4.4 Sequel Server Historian 1.1.4.5 Network Attached Storage (NAS) 1.1.5 Specify new hardware where end of life components have been identified. 1.1.6 Write a migration plan to eliminate or minimize gaps in connectivity when bringing Phase 2 sites online. 1.1.7 Produce drawings of any new network configurations. 1.1.8 Conduct a workshop with BCRUA to walk through the additions and updates prior to the release of bid documents. 1.1.9 Conduct a workshop with the SCADA department of Cedar Park, Leander, and Round Rock to review their connectivity prior to the release of bid documents. 1.2 New Administrative Network for Treatment Structure South 1.2.1 Investigate existing telephone system and determine method of extension from TSC to TSS. 1.2.2 Design WiFi access point system for the second floor of TSS. y Walker Partners 10ni2024 engineers P swveyo•s 1.3 1.2.3 Design Voice Over IP (VOIP) phone connectivity for TSS. 1.2.4 Produce drawings for: 1.2.4.1 Office network drops. 1.2.4.2 Network drops to cubicle furniture. 1.2.4.3 Switching/routing equipment. 1.2.4.4 Network equipment rack(s). 1.2.4.5 Uninterruptible power for equipment racks. 1.2.4.6 Cable trays, J hooks, and other cable pathways. 1.2.5 Write specifications for cabling, network drops, equipment racks, patch bays, network switches, VOIP phones, and network appurtenances. Separate Admin/SCADA Networks for Treatment Structure Central 1.3.1 Field investigation of existing Admin network at TSC. 1.3.2 Subcontract Prism Electric for testing/tracing fiber in the TSC admin and security camera network. 1.3.3 Catalog existing hardware and software configurations for switches, routers, and firewalls. 1.3.4 Create drawings of the following: 1.3.4.1 Existing, transition, and final equipment rack configurations. 1.3.4.2 New architecture for fiber ISP, firewalls, routers, and switches. 1.3.4.3 Integration of new "head end" equipment with existing switches and WiFi access points. 1.3.4.4 Migration of security camera network from the integrated admin/SCADA network to the new, isolated admin network. 1.3.5 Write a migration plan and sequence of installation to prevent admin/SCADA network downtime. 1.3.6 Determine impact of split admin/SCADA network architecture on 1.3.7 Delivery Point communication for Cedar Park, Lender, and Round Rock. 1.3.8 Develop specifications for new routers, switches, cellular modems, and other hardware as identified. 1.3.9 Coordinate with ATT and Verizon as needed for specification of public IP addresses, services, and validation of hardware compatibility. 1.4 Additional Process Enhancements 1.4.1 Design a new sodium hypochlorite fill station for the Phase 2A bulk talk to include instrumentation and annunciation for the Phase 1D bulk tank. 1.4.2 Design a pump station to collect and recycle instrument water from the Disinfection Facility chlorine analyzers to the washwater basin. 1.4.3 Evaluate the feasibility of repurposing the existing fluoride tank to serve as polymer tank including power and heater controls. It is assumed that the tank and outlet piping will include a thermostatically operated heater and/or heat trace. A temperature alarm will be connected to SCADA to detect a failed heating system. Task 2.0 - Drainage Study 2.1 Existing Conditions 2.1.1 Verify the existing onsite drainage areas shown on Sheet CL-5 of the plans and confirm the reasonableness of the assumed Tc of 10 minutes and the appropriate Rational C value for each subbasin. 2.1.2 Obtain the as -built plans for the Hur Industrial Boulevard storm drain system. Verify the offsite drainage areas along Hur Industrial Boulevard shown in Figure 2-5 of the 2008 PER report and confirm the reasonableness of the assumed Tc of 10 minutes and the appropriate Rational C value for each subbasin. 2.1.3 Using the existing onsite geometry develop elevation -volume -discharge tables for Pond 1 and Pond 2. 2.1.4 Develop an HEC-HMS model of Pond 1 and Pond 2 to represent existing conditions. Include the Atlas-14 rainfall depths for the 2-year, 10-year, 25-year and 100 year storm events. 2.1.5 Verify the water quality treatment volume required for compliance with the LCRA's Highland Lakes Ordinance. 2.1.6 Update the drainage area and culvert tables shown on Sheet CL-5 of the plans. 2.2 Proposed Conditions 2.2.1 Refine the proposed onsite drainage areas as shown on Sheet CL-6 of the plans and confirm the reasonableness of the assumed Tc of 10 minutes and the appropriate Rational C value for each subbasin. 2.2.2 Update the HEC-HMS model of Pond 1 and Pond 2 to represent proposed conditions. 2.2.3 Determine if any modifications are necessary to the water quality treatment volume required for compliance with the LCRA's Highland Lakes Ordinance based on the proposed improvements shown on Sheet CL-6. 2.2.4 Update the drainage area and culvert tables shown on Sheet CL-6 of the plans. 2.3 Summarize the results of the drainage analysis in a Draft Drainage Technical Memo. 2.4 Meet with Owner to discuss the Draft Drainage TM and consider future phasing. 2.5 Update and finalize the Drainage Technical Memo based on Owner comments.
