Background: Red Bud Elementary School, located within the Ryan's Crossing neighborhood, opened in the fall of 2021. It serves students from Ryan's Crossing, Pioneer Crossing, and Settler's Crossing neighborhoods. Many students walk or bike to school regularly. Before the school opened, city staff worked closely with Red Bud Elementary's team and their consultants to establish key pedestrian crossings and signage.These measures were strategically placed based on an in-depth study of the area, considering projected walking routes for students and in accordance with engineering standards and best practices. Figure 1 illustrates the map and outlines the traffic control devices implemented through this collaboration. Initially,the established School Zone did not include a Speed-Controlled (Reduced Speed)School Zone.This decision was based on several factors, including the location's distance from major high- speed roads,traffic volumes,the operating speeds of nearby streets,and the presence of controlled and uncontrolled crossings. Other considerations included the locations of crossing guards and anticipated pedestrian traffic patterns. Key reasons for not including a reduced speed limit were: • The school is situated in a low-traffic corner of the neighborhood with no through traffic. Local residents are accustomed to seeing children in the area throughout the day and tend to drive at appropriate speeds, adhering to the posted 30 mph speed limit. • The school planned to provide crossing guards at key locations to further ensure safety. CITY OF ROUND ROCK PUBLIC WORKS DEPARTMENT•3400 Sunrise Road,Round Rock,Texas 78665 (P)512.218.5555.(F) 512.255.6916.roundrocktexas.gov Reevaluation Findings: Over the past three years, city staff has maintained communication with Round Rock ISD(RRISD)to gather data on pedestrian and vehicular patterns in the area.This analysis included the specific routes students use when walking or biking to school, as well as general traffic circulation. Key findings include: • RRISD has faced challenges in hiring crossing guards forthe Red Bud Elementary area, leaving several positions unfilled.As a result,some crossings may remain uncontrolled without the presence of a guard. • Parked cars along Ty Cobb Place and Sandy Koufax Lane have reduced visibility for drivers, creating additional safety concerns. Recommendation: In light of these findings, it is recommended that a Speed-Controlled School Zone of 20 miles per hour be implemented around Red Bud Elementary School to reduce vehicle speeds and improve safety. Figure 2 shows the proposed boundaries and configuration for this new Reduced Speed School Zone. City staff will continue to collaborate with RRISD to monitor the area,ensuring that appropriate traffic control measures are maintained and adjusted as needed.
