A RESOLUTION FOR THE CITY OF ROUND ROCK, TEXAS,
AUTHORIZING THE CITY TO SUBMIT A GRANT APPLICATION TO
THE MOTOR VEHICLE CRIME PREVENTION AUTHORITY FOR THE
2024-2025 CATALYTIC CONVERTER GRANT PROGRAM; MAKING
FINDING; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Round Rock ("City") finds it is in the best interest of the citizens of
the City that the City submit a grant application for the SB 224 Catalytic Converter Grant Program to
be funded by the Texas Motor Vehicle Crime Prevention Authority Grant Program for the 2024-2025
fiscal year; and
WHEREAS, under the provisions of the Texas Transportation Code Chapter 1005 and Texas
Administrative Code Title 43, Part 3; Chapter 57, entities are eligible to receive grants from the Texas
Motor Vehicle Crime Prevention Authority to provide financial support to law enforcement task forces
and agencies for economic motor vehicle theft, including catalytic converter theft; and
WHEREAS, the City agrees to provide applicable matching funds for said project as required
by the Texas Motor Vehicle Crime Prevention Authority grant application; and
WHEREAS, the City agrees that in the event of the loss or misuse of the grant funds, the City
agrees and assures that the funds will be returned to the Texas Motor Vehicle Crime Prevention
Authority in full; and
WHEREAS, the City designates the City Manager as the Authorized Official to apply for,
accept, reject, alter, or terminate the grant application for the Texas Motor Vehicle Crime Prevention
Authority Grant Program and all other necessary documents to accept said grant on behalf of the City;
and
WHEREAS, the City designates Commander Tom Sloan as the Program Director and Chief
Financial Officer Susan Morgan as the designated Financial Officer for this grant, Now Therefore

BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the findings set forth above are incorporated into the body of this Resolution as if fully set
forth herein.
The City Council of the City of Round Rock does hereby approve the submission of the grant
application for the Texas Motor Vehicle Crime Prevention Authority 2024 SB 24 Catalytic Converter
Grant Program.
The City Council hereby finds and declares that written notice of the date, hour, place and
subject of the meeting at which this Resolution was adopted was posted and that such meeting was
open to the public as required by law at all times during which this Resolution and the subject matter
hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended.
This Resolution shall be effective from and after its passage by the City Council.

D.Professional and Contract Services
The Round Rock Police Department is seeking professional services of the installation and implementation of the PTZ and bullet-style
cameras.Each camera requires installation by a Flock Safety Certified technician.
F. Equipment
The City of Round Rock requests to acquire the aforementioned equipment to build a strong and effective foundation for the regional
task force to reduce catalytic converter theft and vehicle related crime. The acquisition of(5)Flock Safety Condor pan tilt zoom (PTZ)
and (5)Flock Safety Condor bullet-style cameras will enhance the ability to conduct surveillance of vehicle-dense locations such as
dealerships,apartment complexes,retail establishments, hotels and motels. Having high-quality video of crimes and the perpetrators
improves the solvability to further improve effective prosecution, accountability,and the recovery of catalytic converters, vehicles or
other valuables.Criminals know no geographic or jurisdictional boundaries which necessitates a robust network of cameras and
investigators to share intelligence to solve these crimes. PTZ cameras would be operated by officers and analysts to zoom in,move
view and record crimes in action, then relay information to responding officers or detectives.Thirty(30)Flock Safety Falcon Flex
portable LPR cameras provide identification of the suspect or involved vehicles for investigations and ultimately the identification of the
suspects(s).These cameras can be deployed for temporary coverage and can be installed in minutes allowing for officers to provide
additional security measures to the various venues and events which draw large crowds throughout the region with increased motor
vehicle crime opportunities. LPR data and analytics can provide real-time information directly to officers,detectives,and analysts to
help locate suspect vehicles, link vehicles to multiple criminal episodes, and streamline hot lists for known suspected vehicles.
Notifications would go out via an app with the criteria matches as the vehicle enters the target area.

Grant Introduction(Executive Summary)and General Information
1.1 Briefly describe the organization and program operation. Provide a high level summary to the application and how it will affect the
local community. (500 words or less)
The Round Rock Police Department(RRPD)will establish in Will County a catalyt c converter/auto crime,multi-agency
task force to increase enforcement of these crimes.This initiative will be accomplished by expanding the RRPD's current Flock Safety
Program and the Flock safety programs of the other covering agencies, crime analysis, and strategic positioning of GPS trackers of
items frequently targeted in the region.Automobile dealerships, hotels, motels,and apartment complexes along the IH 35 corridor, SH
45 corridor and other major arterial roadways have experienced a persistent threat of converter thefts and other auto-related crimes.
The equipment requested herein would be used to combat catalytic converter theft as well as other property crimes directed at motor
vehicles(auto theft, burglary of vehicle etc.).The equipment requested would include 30 portable Flock Falcon Flex cameras,small
GPS trackers for vehicles and other sensitive items,and a drone for rapid first response with associated support equipment.This Task
Force would work with regional agencies, Texas Department of Public Safety and Federal agencies in the enforcement and
investigation of these crimes.RRPD anticipates expanding our enforcement efforts,as well as the number of detectives and officers
assigned and are requesting approximately$418,000 to fund this project initially.
1.2 Describe the taskforce governing, organization and command structures. Include a description of the nature of support and
agreements that will be in place if the grant is awarded. Provide any details unique to the taskforce organization or geographical
target area. Describe whether any part of this grant will be directed to serve a specific target population(or subset of the community)?
The task force will be led by Lieutenant Darin Bayles,who is assigned to the Criminal Investigations Division of the Round Rock
Police Department.This task force will be supported and manned by five Round Rock Police Department detectives who would work
closely and jointly with detectives and officers with surrounding cities.Those specific collaborations would occur with police
departments in the cities of Georgetown, Cedar Park, Leander, Pflugerville,Hutto, Buda, Jarrell as well as the Williamson County
Sheriffs Office.Additionally, there would be coordinated efforts to investigate vehicle-related crimes with the Texas Department of
Public Safety,and federal law enforcement agencies. The City of Round Rock is uniquely poised to provide leadership to this
initiative, as it is situated on the IH 35 corridor in both Travis and Williamson Counties, to the north of the Austin metroplex.This area
has grown tremendously, and the cities listed above encompass the northern region of the metroplex with an estimated population of
more than a half a million citizens.Task Force officers and detectives from the region will coordinate investigative information and
determine the strategies to address catalytic converter theft and other vehicle related crime.Analysts will provide insight and
information assisting in the investigative strategies, Detectives will conduct surveillance, interviews, review video from deployed
cameras and identify suspects.With adequate probable cause and legal process, detectives will utilize GPS trackers on suspect
vehicles or deploy GPS trackers embedded in valuables to track perpetrators of catalytic converter thefts or other vehicle related
crimes. Detectives will determine probable cause for arrest or search warrants to recover valuables, catalytic converters or stolen
vehicles and arrest offenders. Detectives will also document case reports, video, physical evidence and information that will be
provided to prosecutors to hold perpetrators accountable for their crimes.
Grant Problem Statement
2.1 Provide an assessment of the Catalytic Converter Theft problem in the coverage area of this application. Include loss data consistent
with the reported incident numbers above.
Automobile dealerships, hotels, motels, and apartment complexes in the region have been targeted the most due to the density of
vehicles. In the City of Round Rock,there have been over 300 catalytic converter thefts and when including the surrounding regions,
nearly 500 cases were seen in the last three years. Despite the tapering of specific catalytic converter theft reports,we expect a
continued rise in the number of vehicle thefts,which catalytic converters are likely a target of the crime.Many of these crimes go
unreported at dealerships,due to poor inventory control and in our region,there are several luxury dealerships and specifically two
Toyota dealerships which are often targeted due to the high value of metals in Toyota catalytic converters.
Grant Goals and Activities
There are two parts to this section: 1) Functions of Proposed Program and 2)Goals Strategies and Activities(GSA). In the following
boxes, describe the functions of the proposed program and then complete a fillable form called GSA.
MVCPA programs must completely describe the actions, methods and tactics that law enforcement and civilian staff will perform for each
of the categories below. Describe the reliance on technology or other program elements to solve the problem statement above and goals
below. Functions must be detailed and consistent with the requested budget. If a grant is awarded, funds expended towards activities not
described in this section will result in the reimbursement being denied.
Part 1
3.1 Functions of the proposed program related to Catalytic Converter Theft from a motor vehicle.
The Round Rock Police Department and regional task force officers would prioritize catalytic converter theft, motor vehicle theft and
other vehicle-related crimes by enhancing our Flock program. We would use thirty(30)Flock Falcon Flex cameras to provide
actionable real-time information to patrol officers and detectives for responding to and conducting investigations and rapid
enforcement.These cameras will be strategically placed at locations where there is a high vehicle density and high crime occurrence,
such as retail establishments, automotive dealerships, hotels and motels and along thoroughfares. RRPD would also purchase small
GPS trackers which would be deployed on suspect vehicles following appropriate legal process,to determine the patterns and
behaviors of the suspects, as well as assist in identifying other conspirators and networks who are benefiting from the criminal
enterprise.Additionally, a drone-as-a-first responder(DFR) program would be created to help with a rapid response to the vehicle-
related criminal activity, allow for overwatch,actionable intelligence and identification of suspects and involved conspirators prior to
uniformed off cers or detective arrival to the crime scene. Drones can be deployed upon the notification of a Flock alert or other
notification system,such as geofencing and can be on scene in under 30-60 seconds in most cases. This valuable informat on would
be relayed through the pilot to responding officers and detectives to identify and capture the suspect(s).The density of population,
and vehicular congestion is often challenging during peak travel times, delaying officer response, allowing for the suspects to flee the
area thus avoiding apprehension.Fixed pan-tilt-zoom(PTZ)cameras would also be strategically placed in areas of vehicle related
crime to assist analysts and officers with the notification and detection of criminals as they access or egress the crime scene. Having
direct visual access to intersections or other areas of vehicle density can greatly increase apprehensions and criminal intelligence
such as identifying counter surveillance vehicles and other co-conspirators. Fixed, bullet-styled cameras operating with solar power
would be utilized in areas where monitoring or conducting surveillance is difficult due to the geography or other barriers. These
cameras are able to capture license plates,accurate vehicle descriptions and identifying marks to further the criminal investigation.
Task force officers and detectives will conduct inspections of local businesses related to vehicle enterprise, such as repair shops,
used car dealerships,or salvage dealers. During these inspections, there w1l be information shared about the prevention of catalytic
converter theft and other vehicle related crime trends.
3.4 Functions of the proposed program related to preventing Catalytic Converter Theft
Regional task force officers will conduct joint proactive operations with businesses in the region,and automotive dealership partners
to reduce catalytic converter and auto theft.The camera systems proposed under this project will also be strategically placed near
high-density vehicle locations where there is an increased risk of catalytic converter theft. There will be known,and suspected suspect
vehicle information put into the Flock LPR system to provide alerts to officers and detectives for a rapid response.The task force
officers will also provide social media campaigns and posts educating the public about catalytic converter theft and other vehicle-
related crime.
3.6 Collaboration Effort--Describe the taskforce method to collaborate, and not duplicate existing activities. Describe the cross
boundaries regional approach to grant activity implementation. Describe how the applicant staff and jurisdiction will coordinate with
other taskforces and law enforcement agencies to implement this program.
Round Rock PD is already collaborating with regional agencies to network and share investigative information,assets and resources.
Task Force partners meet bi-monthly both online and in-person set to share investigative and operational information.Officers or
detect ves can request support through the Round Rock PD CID Lieutenant or the Special Investigations Sergeant. Each request will
be evaluated to determine an implementation and deployment approach. The proposed camera systems will provide information to all
law enforcement partners as well as the Austin Regional Intelligence Center(ARIC).The leadership team (LT, Sgt and other
designated supervisors from partner agencies)will collaborate to organize and plan joint special operations and enforcement
activities. Round Rock PD Analysts will also support the sharing of intelligence through bulletins and messaging to our law
enforcement partners.Any of the partner agencies in the regional task force may provide operational and investigative support to
others.

Grant Evaluation

The Task Force Partner agencies will use their respective department records management system (RMS)to capture data specific to
calls for service, crime reports or other analytical tools to cumulate and analyze catalytic converter crime and other vehicle-related
offenses. Each respective agency will provide the Round Rock Police Department specific data such as-operational time,arrests,
investigations and vehicle-related crime data(catalytic converter thefts, investigations, reports, etc.)RRPD will also collect meeting
time,agendas, and cumulate all data provided by coverage agencies to report to MVCPA. This data along with"success stories"and
possibly other metrics will assist in gauging the effectiveness of the group. Intelligence shared between the task force partner
agencies will be logged to demonstrate the collaboration in the region.Operations to apprehend, investigate or identify specific
criminal enterprises associated with catalytic converter theft or other vehicle related crimes will be cataloged and preserved.
