Sandre Texas Government Code Section 2269.056(a) requires the "governing body of a governmental entity that considers a construction contract using a method authorized by this chapter other than competitive bidding must, before advertising, determine which method provides the best value for the governmental entity. Pursuant to Section 2269.053,the Round Rock City Council delegated its authority to determine whether an alternative project delivery method provides the best value to the municipality to the City Manager by Resolution No. 2024-274. The City of Round Rock desires to use an alternative method other than competitive bidding when entering into a contract for the Fire Station No. 11 Project ("Project"). Chapter 2269 requires that a project-by-project determination be made as to what method provides the best value for the governmental entity in relation to a particular project. The City Manager has determined that the Project would be best served by utilizing the Competitive Sealed Proposal method. Sandre Building Construction Division Alternate Delivery Method Analysis Date: 4/29/2025 Project: Fire Station 11 Delivery Method: Competitive Sealed Proposal Analysis Pro's: Fire Station 11 is a version of the prototype for the Fire Stations. Since we have built stations 4,8,3, and 1, the scope and estimated costs for Fire Station 11 are known. Using a CSP allows for contractor scoring and ranking resulting in a better value selection for the project. The better value contractor is determined to have the right staffing, quality subcontractors, and an appropriate amount of time to fulfill the contract. Additionally, using a CSP allows for negotiations of submitted cost and time for construction; while vetting all information to affirm best value. Analysis Con's: From the times bids (proposals) are submitted, to the time an executed contract is received is extended using the CSP method. The added time to score, rank, interview, and select a best value contractor adds six weeks to the overall project schedule. Using a Competitive Bid Method could initially save time for the project schedule. Additionally, using a low a bid contractor could result in initial cost savings to the project however, historically low bid contractors experience delays to complete the project, have excessive change orders, and produce lower quality work. Project Summary: Scope: Prototype Fire Station w/addition of Police North Satellite Office to be built on land purchased from Seton Hospital in the Northeast quadrant. Cost: Current CIP budget allocation $12,447,058.00. Current estimated project cost for Station 11 including land purchase is $12,921,257.00. Time: Anticipated construction start date January 2026, 16 month to final completion, anticipated completion July 2027 Risk: currently tracking escalation, material price increases, tariffs, land purchase, land contour, wastewater utility, water detention, police office square footage, and easements/ROW allocation.
