BCRUA-2025-017 - 6/25/2025 RESOLUTION NO. BCRUA-2025-017 WHEREAS, the Brushy Creek Regional Utility Authority, Inc. ("BCRUA") has previously entered into a Contract for Engineering Services ("Contract") with Walker Partners/Freese and Nichols Joint Venture for the BCRUA Phase 2 Raw Water Delivery System Project, and WHEREAS, Walker Partners/Freese and Nichols Joint Venture has submitted Supplemental Contract No. 16 to the Contract to modify the provisions for the scope of services and to increase the compensation, and WHEREAS, the BCRUA desires to enter into said Supplemental Contract No. 16, Now Therefore BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE BRUSHY CREEK REGIONAL UTILITY AUTHORITY: That, subject to the approval of the Participating Cities, the Board President is hereby authorized and directed to execute on behalf of the BCRUA Supplemental Contract No. 16 with Walker Partners/Freese and Nichols Joint Venture, a copy of same being attached hereto as Exhibit "A" and incorporated herein for all purposes. WHEREAS, BCRUA and Engineer executed a Contract for Engineering Services, hereinafter called the “Contract,” on the 28th day of November, 2018 for the BCRUA Phase 2 Raw Water Delivery System Project in the lump sum amount of $12,518,037.00 for Engineering Services excluding Task 5.3.1 – Geotechnical Investigation; and WHEREAS, BCRUA and Engineer executed Supplemental Contract No. 1 on April 24, 2019 to amend the scope of services, specifically, Task 6.0, and to increase the compensation by $75,496.00 to a total lump sum amount of $12,593,533.00 for a total project amount of $13,697,291.00; and WHEREAS, BCRUA and Engineer executed Supplemental Contract No. 2 on August 7, 2019 to amend the scope of services, specifically, Task 5.0 – Special Services, and to increase the compensation by $42,348.00 to a total lump sum amount of $12,635,881.00 for a total project amount of $13,739,639.00; and WHEREAS, BCRUA and Engineer executed Supplemental Contract No. 3 on March 5, 2020 to amend the scope of services, specifically, Task 6.0 – Agency and Stakeholder Coordination, and to increase the compensation by $47,000.00 to a total lump sum amount of $12,682,881.00 for a total project amount of $13,786,639.00; and WHEREAS, BCRUA and Engineer executed Supplemental Contract No. 4 on March 20, 2020 to amend the scope of services, specifically, Task 6.0 – Agency and Stakeholder Coordination, and to increase the compensation by $18,155.00 to a total lump sum amount of $12,701,036.00 for a total project amount of $13,804,794.00; and 2 WHEREAS, BCRUA and Engineer executed Supplemental Contract No. 5 on May 28, 2020 to amend the scope of services, specifically, Task 5.3.1 – Geotechnical Investigation, by reducing the compensation by $256,761.00 and adjusting the total Time and Materials amount to $846,997.00; and to reallocate $256,761.00 to Task 5.0 – Special Services and Task 6.0 – Agency and Stakeholder Coordination, and to modify the provisions for the scope of services for Task 5.0 by increasing the compensation by $24,212.00 to a total lump sum amount of $12,982,009.00 for a total project amount of $13,829,006.00; and WHEREAS, BCRUA and Engineer executed Supplemental Contract No. 6 on October 22, 2020 to amend the scope of services, specifically, Task 5.0 – Special Services, and to increase the compensation by $27,985.00 to a total lump sum amount of $13,009,994.00 for a total project amount of $13,856,991.00; and WHEREAS, BCRUA and Engineer executed Supplemental Contract No. 7 on April 28, 2021 to amend the scope of services, specifically, Task 5.0 – Special Services, and to increase the compensation by $137,201.00 to a total lump sum of $13,147,195.00 for a total project amount of $13,994,192.00; and WHEREAS, BCRUA and Engineer executed Supplemental Contract No. 8 on June 7, 2021 to amend the scope of services, specifically, Task 5.0 – Special Services, and to increase the compensation by $47,238.00 to a total lump sum of $13,194,433.00 for a total project amount of $14,041,430.00; and WHEREAS, BCRUA and Engineer executed Supplemental Contract No. 9 on August 17, 2021 to amend the scope of services, specifically, Task 5.0 – Special Services, and to increase the compensation by $25,000.00 to a total lump sum of $13,219,433.00 for a total project amount of $14,066,430.00; and WHEREAS, BCRUA and Engineer executed Supplemental Contract No. 10 on October 15, 2021 to amend the scope of services, specifically, Task 6.0 – Agency and Stakeholder Coordination, and to increase the compensation by $29,800.00 to a total lump sum of $13,249,233.00 for a total project amount of $14,096,230.00; and WHEREAS, BCRUA and Engineer executed Supplemental Contract No. 11 on October 20, 2021 to modify the provisions for basic engineering services and to increase the compensation by $745,999.00 to a total Time and Materials amount of $1,592,996.00 for a total project amount of $14,842,229.00; and WHEREAS, BCRUA and Engineer executed Supplemental Contract No. 12 on December 14, 2021 to amend the scope of services, specifically, Task 6.0 – Agency and Stakeholder Coordination, and to increase the compensation by $33,250.00 to a total lump sum of $13,282,483.00 for a total project amount of $14,875,479.00; and WHEREAS, BCRUA and Engineer executed Supplemental Contract No. 13 on June 22, 2022 to amend the provisions for basic engineering services and to increase the compensation by $22,641,893.00 to a total Time and Materials amount of $24,234,889.00 for a total project amount of $37,517,372.00; and 3 WHEREAS, BCRUA and Engineer executed Supplemental Contract No. 14 on August 24, 2022 to amend the scope of services, specifically, Task 5.0 – Special Services, and to increase the compensation by $26,810.00 to a total lump sum of $13,309,293.00 for a total project amount of $37,544,182.00; and WHEREAS, BCRUA and Engineer executed Supplemental Contract No.15 on July 10, 2023 to amend the provisions for basic engineering services and to increase the compensation by $25,095.00 to a total not to exceed amount of $24,259,984.00 for a total project amount of $37,569,277.00; and WHEREAS, it has become necessary to amend the Contract to modify the provisions for the scope of services and to increase the compensation by $498,396.00 to a total lump sum of $13,807,689.00 for a total project amount of $38,067,673.00; NOW THEREFORE, premises considered, BCRUA and the Engineer agree that said Contract is amended as follows: I. Article 2, Engineering Services and Exhibit B, Engineering Services shall be amended as set forth in the attached Addendum To Exhibit B. Exhibit C, Work Schedule shall be amended as set forth in the attached Addendum To Exhibit C. II. Article 4, Compensation (1) Lump Sum and Exhibit D, Fee Schedule shall be amended by increasing by $498,396.00 the lump sum amount payable under the Contract for Engineering Services to a total lump sum amount of $13,807,689.00 for a total Project amount of $38,067,673.00, as shown by the attached Addendum to Exhibit D. These standards will be used by both the Phase 2 and Phase 2A contractors resulting in a reduction of each contractor’s scope and elimination of duplicate work. These standards will assist BCRUA in both present and future SCADA system development, ensuring that programs and applications maintain a consistent look, operation and functionality which will minimize troubleshooting and maintenance. Included is the development of code blocks and objects that can be reused, reducing development time on present and future projects. Additional items covered in this scope include tagging guidelines, startup requirements and procedures for working on BCRUA SCADA systems. Finally, a change management procedure will be documented for the Ignition HMI Software to provide a method for BCRUA to manage their programs and documentation. These standards are critical for consistent and reliable SCADA system development, implementation and maintenance. Proper use will reduce maintenance and operations costs as well as improve the overall functionality, reliability and maintainability of the system. As the developers of these standards, Engineer will provide review and oversight of the SCADA HMI graphics and PLC code for both the Phase 2 and Phase 2A projects to ensure standards compliance and a consistent end result for BCRUA. BASIC SCOPE OF SERVICES 1.0 Project Management – Provide project management including project setup, coordination, monthly invoicing, and meeting attendance. 2.0 SCADA Workshops – Engineer will conduct two on-site workshops to discuss the following: 2.1 Migration of Ignition version 7.9 to 8.3. 2.2 Graphics resolution 2.3 Screen layouts 2.4 Screen navigation 2.5 Ignition communications protocols 2.6 Local operator interfaces 2.7 Screen objects 2.8 Static and dynamic text 2.9 Screen faceplates 2.10 Data types for pumps, motors, instrumentation, and other process equipment. 2.11 Alarm descriptions 2.12 Auditing 2.13 Security and user levels 2.14 Historical trend database 4/17/2025 2.15 SCADA tag structure (Max 2024 characters) 2.16 SCADA tag descriptions 2.17 Reports 2.18 Alarm callout 2.19 Documentation control 2.20 Programming version 3.0 PLC Workshop – Engineer will conduct one on-site meeting to discuss the following: 3.1 PLC CPU firmware versions 3.2 PLC selection for Allen Bradley, Opto 22, Other vendors. 3.3 Programming language. 3.4 Discuss development of User Defined Data Types (UDT). Up to 30 in Allen Bradley and Opto 22 hardware with written description on creating a UDT in other hardware platforms. PLC CPU firmware updates, PLUC selection, programming language, and User Defined Data Types (UDT). 4.0 SCADA Standards Development – Engineer will develop and publish standards for the following: 4.1 Document Control 4.2 Program Version Control 4.3 System Change Tracking 4.4 Tagging Standards 4.5 Naming scheme 4.6 Server/Client Architecture 4.7 Screen Layout 4.8 Navigation 4.9 Process Flow Direction 4.10 Colors 4.11 Historization requirements 4.12 Alarming 4.13 Security 4.14 Check-out Requirements 4.15 Factory Acceptance Testing 4.16 Operational Readiness Testing 4.17 Required Documentation 4.18 Instrumentation List 5.0 PLC Standards Development – Engineer will develop and publish the following standards: 5.1 Manufacturer/Hardware Family 5.2 I/O Modules 4/17/2025 5.3 Development of and Use of Blocks 5.4 User Defined Tag Types 5.5 Passwords and Security 5.6 Use of PLC Programming Languages 5.7 Analog Scaling 5.8 Timers and Counters 6.0 Program Organization SCADA and PLC Standards Demonstration - 6.1 Engineer shall conduct an onsite meeting with the BCRUA to review SCADA HMI, OIT, and PLC standards. 6.2 Engineer will conduct an onsite meeting with the Phase 2 SCADA integrator/contractor to review standards and User Defined Data Types (UDT). Deliverables Summary ▪Written standards for Ignition HMI screens including generic example screens. ▪Written standards for Beijer Electronics OIT graphics including generic example screens. ▪Written procedures and forms for: o Tagging Scheme o Alarm management using ISA 18.2 o Change Management Record Form o Backup and restore procedures for the Ignition HMI software o Programming documentation o Creating new UDTs ▪Code Blocks for Allen Bradley UDTs. ▪Code Blocks for Opto 22 UDTs. ASSUMPTIONS 1) BCRUA will provide Engineer access to their SCADA HMI and PLC systems while Engineer is on site. 2) BCRUA will provide Engineer secure, remote access to their SCADA HMI and PLC systems for the duration of this contract. 4/17/2025 ADDENDUM TO EXHIBIT C WORK SCHEDULE No modification to the Phase 2 work schedule is required. Production of deliverables will occur between July 2025 and December 2025 with release of documents to the contractors in January 2026. 4/17/2025 ADDENDUM TO EXHIBIT D FEE SCHEDULE Total compensation for services under Supplemental Amendment No. 16 is estimated to be $498,396 as shown below. Total compensation for the Project shall be adjusted from $37,569,277 to $38,067,673. Owner shall pay Engineer for Basic Services set forth in Supplemental Amendment No. 16 on the basis of Lump Sum as described in Paragraph 1.0 of Exhibit D of the Contract.
