The following is a summary of the services that will be performed as part of Supplemental No. 1. 1. Survey. CobbFendley will provide survey services. a. CATEGORY 6 TOPOGRAPHIC SURVEY Additional Topographic Survey/1' Contour Mapping Additional topographic survey of approximately 15,000 square foot of a portion of Dry Branch located north of SH-45 will be performed which will include, but not be limited to: 1-foot contours, data will be collected on a 50'grid with grade breaks, edge of concrete structures,curb and gutter,overhead power, telephone or signal lines, utility markers or signs, above ground visible evidence of utilities, power poles,guy anchors and other important features,and all existing visible surface improvements within the project area. The additional topographic survey will include locating trees 8-inches in diameter and larger within the project corridor limits. Locating environmental assessment marks for the Waters of the United States along the proposed Wastewater easement area, approximately 500 linear feet corridor. The deliverable shall be in AutoCAD CiviI3D format. b. One(1)Metes&Bounds Description and Sketch for one Wastewater Easement Based on the field survey data collected, CobbFendley will create a sketch and metes & bounds description for one (1)easement as proposed. The easement description and sketch will be signed and sealed by a Texas Registered Professional Land Surveyor. EXCLUSIONS FROM SURVEY THE SCOPE OF SERVICES Specific items excluded from this proposal are as follows: • Right-of-entry. Those matters are given constructive notice in a title commitment and must otherwise be addressed by the parties involved and/or addressed by legal counsel. • Flood elevation certificates. • Excavation of utilities. • "Standard traffic control"is performed by CobbFendley and is included in our standard rates. "Standard traffic control"can be described as short-term lane closure necessary for manhole entry or access to utility features located in the roadway. Should 'non-standard'traffic control be required (lane closures, police officer present, arrow board, etc...)these services will be considered extra. • Subdivision platting. • Any other services not specifically included within the description of the Scope of Services as described above. c. Easement Surveys—Base Mapping/Plat and metes and Bounds Descriptions • CobbFendley will conduct property ownership research for subject and adjoining tracts. Record Deeds, Plats, and Right-of-Way maps will be researched, and an Abstract Map will be created. • Based on the Abstract map created, CobbFendley will mobilize a field survey crew to locate property corners necessary to establish property and right-of-way boundaries within the project limits. • This scope and fee includes one (1) plat and descriptions and one (1) revision thereof. Any additional revisions needed due to changes in alignment or per other client requirements will be provided as an additional service. 2. Environmental. CobbFendley will coordinate with aci Consulting, Inc. (aci)for environmental services. Mopac Expressway, Suite 800 Austin, Texas 78759 Project Description aci environmental consulting proposes the following amendment (amendment 1) to the original scope of services contracted under aci environmental contract # 09-24-049 for the Cityof Round Rock, SH-45 Wastewater Line Upsize Project in Williamson County,Texas. The City of Round Rock is proposing to upgrade approximately 650 feet of existing 12" wastewater line to 15" wastewater line near the intersection of SH-45 and A.W. Grimes Boulevard. This scope of services is for an approximately 50-ft wide corridor along the proposed alignment, and the area in which a new easement may be acquired) as depicted in Exhibit A. Should the proposed alignment be altered significantly, or additional area of review be requested, a separate work authorization would be required. As aci environmental previously received notice to proceed on the original scope of services, some data collection and analyses have been conducted for the project as proposed, and the client has been billed for that effort. The following tasks and associated fees will incorporate the previous effort where practical, and the cost proposed below is INCLUSIVE of the previously billed fee. This scope makes the following exclusions: - Hazardous material review, reporting, permitting or agency coordination - Cultural resources review, reporting, permitting or agency coordination Scope of Services aci environmental consulting, LLC will execute the following tasks under this amended scope of work. The tasks are mutually dependent and scoped accordingly. Task 1: Waters of the U.S. and Species Habitat Technical Memorandum aci environmental consulting will prepare a memorandum to present the results of a desktop and field reconnaissance review of the study area for potential Waters of the U.S. and potential habitat for threatened and endangered species. The analysis and reporting will be qualitative in nature and delineation of potentially jurisdictional waters or habitat will not be conducted. If waters of the U.S. or habitat for protected species are identified, aci will communicate with the client recommendations for next steps. This task includes one round of comments from the project team. Following the comment response a finalized digital copy (PDF format) of the report will be submitted to the client. Cost of Task 1: $3,000 Task 2: Preliminary Jurisdictional Waters Determination aci environmental consulting will conduct a desktop review and site visit to assess the potential for jurisdictional waters of the United States based on the Environmental Protection Agency's (EPA) and U.S. Army Corps of Engineers' (USACE) current guidance. If present, and impacts to potential waters are anticipated, delineation and quantitative assessment of impacts for CWA permitting may require an additional work authorization. cost of Task 2: $1,200 Task 3: Federal Endangered Species Habitat Determination aci environmental consulting will perform an assessment of the potential for federally protected endangered and threatened species along the proposed project alignment. A visual inspection of habitat within and immediately adjacent to the alignment will be performed for listed species. If identified, the presence of potential habitat will be documented in the technical memorandum under Task 1. Cost of Task 3: $1,200 Task 4: Project Management and Coordination aci environmental consulting will conduct project management and client coordination, and at the client's request, prepare for and attend up to two project meetings. Cost of Task 4: $1,000 Total Cost of Tasks 1-4: $6,400 This scope of services makes the following assumptions: -The proposed project will not involve federal, funding, permitting, and or approval (including but not limited to Section 404 permitting for impacts to jurisdictional waters of the U.S). -The proposed project will not occur on federally owned or controlled lands -The proposed project will not involve five or more acres of ground disturbance; 5,000 or more cubic yards of earth moving; occur in a historic district or other designated historic site; or affect a recorded archeological site. *If any of the above assumptions are not met, Cultural Resource review and notification to the Texas Historical Commission would be required, and archeological survey and/or historic resources survey may be required. Those tasks would require an additional work authorization. This scope of services does not include the following: - Right-of-entry acquisition, organization, and coordination; - coordination for easements on federal or state owned/controlled lands - Phase I Environmental Site Assessments - Section 404 permitting - Section 7 Consultation with USFWS for impacts to federally-listed species - presence/absence surveys for any federally listed species - Cultural Resources review and survey, and coordination/consultation with the Texas Historical Commission.
