WHEREAS, the City of Round Rock ("City") has previously determined that "Competitive
Sealed Proposal" is the delivery method which provides the best value for the Cycle 4—Basins 1 and 2
Wastewater Main Rehabilitation Project, and
WHEREAS, after advertising for and receiving proposals from offerors, the City of Round
Rock determines that Royal Vista, Inc. is the offeror which offers the best value for the City, and
WHEREAS, the City Council now wishes to enter into a "Standard Form of Agreement
Between Owner and Contractor" with Royal Vista, Inc., Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK,TEXAS,
That, after advertising for and receiving proposals from offerors, the City of Round Rock
hereby finds that Royal Vista, Inc. is the offeror which offers the best value for the City for the Cycle 4
—Basins 1 and 2 Wastewater Main Rehabilitation Project.
BE IT FURTHER RESOLVED,
That the Mayor is hereby authorized and directed to execute on behalf of the City a "Standard
Form of Agreement Between Owner and Contractor" with Royal Vista, Inc. for the Cycle 4 —Basins 1
and 2 Wastewater Main Rehabilitation Project.
The City Council hereby finds and declares that written notice of the date, hour, place and
subject of the meeting at which this Resolution was adopted was posted and that such meeting was
open to the public as required by law at all times during which this Resolution and the subject matter
hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act,
Chapter 551,Texas Government Code, as amended.

Mr.Thane,
Proposals were received by the City of Round Rock until 10:00 A.M. on Wednesday, August 6, 2025, for the above
referenced project. Three(3)competitive sealed proposals were received.
The Cycle 4—Basins 1 &2 Wastewater Rehabilitation Project primarily consists of 1,020 linear feet of sanitary sewer
replacement ranging in size from 6"to 36", 325 linear feet of existing sanitary sewer adjustment ranging in size from
8"to 10", 13 point repairs ranging in size from 8"to 36",chemical grout injection at 7 locations,3 cleanouts,2 manhole
replacements, sealing 3 manholes, traffic safety, trench safety, preconstruction & post-construction videos, site
preparation,post-construction testing,site restoration and clean-up activities,and various other construction activities.
An add alternate bid was included for the option of performing point repairs in lieu of chemical grout injections.
The lowest cost and highest ranking proposal for this project is Royal Vista, Inc. of Liberty Hill, Texas with a Base
Bid Amount of$1,668,253.61. Through the competitive sealed proposal process,potential changes that could improve
clarity and value of the project were discussed with Royal Vista. This resulted in a refined item scope for restoring
service connections, and a total deduction of$21,600 from the original base price.
Royal Vista, Inc. has successfully completed similar sized and scoped projects for several Municipalities in Texas.
We have reviewed the current workload, references, and construction history. As a result of our findings, we
recommend that a contract be awarded to Royal Vista, Inc. in the amount of$1,646,653.61.
