R-2025-271 WHEREAS, the City of Round Rock has duly advertised for bids for the Behrens Ranch Mountain Bike Project 2025; and WHEREAS, while only one bid was received from KOM Productions, LLC dba KOM Trails, the City Council has determined that the bid is acceptable; and WHEREAS, the City Council wishes to accept the bid of KOM Productions, LLC dba KOM Trails, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Mayor is hereby authorized and directed to execute on behalf of the City a contract with KOM Productions, LLC dba KOM Trails for the Behrens Ranch Mountain Bike Project 2025. In total, only one(1)bid was received in the amount of $483,155.00 with a bid alternate of$350,000.00. This project requires a specialized contractor with experience in constructing mountain bike trails and as such, it had a requirement to show past experience as part of the bid process. This requirement likely prohibited some contractors from bidding on this project and resulted in only one bid despite reaching out to multiple mountain bike builders. Based upon my review of the bid,this bidder was more than qualified to complete this scope of work. I recommend the City of Round Rock accept both the base bid and bid alternate as submitted by KOM Productions,LLC (dba KOM Trails) for a total amount of$833,155.00. The bid submitted by KOM trails was in line with the cost estimate provided by the design team and is within the budgeted amount. Since PARD has not previously worked with this company, I have spoken with this contractor about the project plan, in addition to reaching out to provided references. I feel confident that KOM trails can complete this project satisfactorily. If additional information is required,please advise.
