R-2025-296 WHEREAS, the City of Round Rock, Texas (the "City") is a participating and founding member of the Brushy Creek Regional Utility Authority, Inc., (the `BCRUA"), and WHEREAS, after advertising for and receiving proposals from offerors, the BCRUA has determined that Webber Waterworks, LLC is the offeror which offers the best value for the BCRUA Phase 2A Water Treatment Plant Expansion Project, and WHEREAS, the City desires to authorize the BCRUA to enter into a construction contract with Webber Waterworks, LLC, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the City Council hereby authorizes the Brushy Creek Regional Utility Authority, Inc. to enter into a construction contract with Webber Waterworks, LLC for the BCRUA Phase 2A Water Treatment Plant Expansion Project. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Resolution was adopted was posted and that such meeting was open to the public as required by law at all times during which this Resolution and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. The proposals were evaluated and ranked based on the following selection criteria: 10% for Team Structure and Organizational Information, 10% for Project Approach and Schedule, 60% for Cost Proposal, and 20% for Proposer Qualifications and Experience.The table below presents a summary of the evaluation criteria ranking.Based on evaluation of the proposals, Webber is the highest ranked proposer offering the best value, as determined by the selection criteria and ranking assessment. An interview of Webber was also completed to facilitate an in-depth review of technical and non-technical considerations including safety, quality, third party coordination, risk management, subcontractor management, schedule control, procurement of labor, materials, and equipment, and technical approach to constructing and commissioning the WTP expansion.The overall impression from this review is that Webber provides quality work in a timely and professional manner. Based on the information presented and evaluation of the proposals,Walker Partners recommends that the BCRUA award a contract to Webber for the total Base Proposal amount of$97,619,149.00 for the Phase 2A WTP Expansion. The proposal did not include any alternate proposal items.
