WHEREAS, the City of Round Rock ("City") has previously determined that "Competitive
Sealed Proposal' is the delivery method which provides the best value for the Two Million Gallon
Resue Ground Storage Tank Project, and
WHEREAS, after advertising for and receiving proposals from offerors, the City of Round
Rock deterndnes that DN Tanks,LLC is the offeror which offers the best value for the City,and
WHEREAS, the City Council now wishes to enter into a "Standard Form of Agreement
Between Owner and Contractor" with DN Tanks, LLC, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That, after advertising for and receiving proposals from offerors, the City of Round Rock
hereby finds that DN Tanks, LLC is the offeror which offers the best value for the City for the Two
Million Gallon Resue Ground Storage Tank Project.
BE IT FURTHER RESOLVED,
That the Mayor is hereby authorized and directed to execute on behalf of the City a 'Standard
Form of Agreement Between Owner and Contractor"with DN Tanks,LLC for the Two Million Gallon
Resue Ground Storage Tank Project.
The City Council hereby finds and declares that written notice of the date, hour, place and
subject of the meeting at which this Resolution was adopted was posted and that such meeting was
open to the public as required by law at all times during which this Resolution and the subject matter
hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act,
Chapter 551,Texas Government Code, as amended.

Engineer's Recommendation of Award of Contract
A total of two(2)sealed bids were received and opened on September 10, 2025 for the above
referenced project.The base bids ranged from 4,194,551.00 to 4,444,206.00. DN Tanks from
Grand Prairie,Texas,submitted the lowest base bid in the amount of 4,194,551.00.
After reviewing the contractors experience and bid price, I recommend award of this project to
ON Tanks.A post bid addendum was issued resulting in a deduction of$956,468.00 to the bid
alternative resulting in an alternative cost of$151,500.00.The base bid plus the alternative is a
total of$4,346,051.00.

The City received two(2)Competitive Sealed Proposals on September 10, 2025,for the Two
Million Gallon Reuse Storage Tank Project.DN Tanks, LLC,was selected as the proposal
that is the"Best Value"for the City. DN Tanks,LLC, submitted a proposal with a Base Bid of
$4,194,551.00,Alternate One total of$1,107,968.00, and a total contract sum of$5,302,519.00.
The City,DN Tanks,LLC,and BGE,Inc.,have negotiated the project and have agreed upon the
total project sum of$4,346,051.00 by way of value engineering and/or scope reduction. The
following list is a brief description of the value engineering items and/or scope reduction. The
list is for descriptive purposes only and shall not be used for construction purposes. The project
manual(includes the construction plans, specifications, addendum, and general conditions)
shall be revised to include a Post Proposal Addendum(#5)agreed upon by both parties;and will
be used for construction purposes.
The agreed upon value engineering items and/or scope reduction for Alternate I is a deduct total
amount of-$956,468.00.
