3 AN ORDINANCE AMENDING ZONING AND DEVELOPMENT CODE,
4 CHAPTER 4, SECTION 4-48, CODE OF ORDINANCES (2018 EDITION),
s CITY OF ROUND ROCK, TEXAS, REGARDING DRIVEWAY SPACING,
6 PROVIDING FOR A SAVINGS CLAUSE AND REPEALING
7 CONFLICTING ORDINANCES AND RESOLUTIONS.

9 WHEREAS, the currently adopted Design and Construction Standards (DACS)
10 currently require 250 feet spacing between driveways on arterial streets, and
11 WHEREAS,the City of Round Rock, Texas desires to amend the text of the Zoning
12 and Development Code to be consistent with the DACS, and
13 WHEREAS, the Planning and Zoning Commission held a public hearing
14 concerning the proposed amendments on the 5th day of November, 2025, following lawful
15 publication of the notice of said public hearing, and
16 WHEREAS, after considering public testimony received at such hearing, the
17 Planning and Zoning Commission has recommended the Zoning and Development Code
18 be amended as set forth herein, and
19 WHEREAS, on the 4th day of December, 2025, after proper notification, the City
20 held a public hearing on the proposed amendments, and
21 WHEREAS, the City Council determines that the amendments provided for herein
22 promote the health, safety, morals and protects and preserves the general welfare of the
23 community, and
24 BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK,
25 TEXAS:

2 That Zoning and Development Code, Chapter 4, Article 111, Section 4-48, Code of
3 Ordinances (2018 Edition), City of Round Rock, Texas, is hereby amended as follows:
4 Sec.4-48. - Driveways.
5 (a) For single-family,two-family and single-lot townhouse residences, as defined in Sec. 1-50, residential
6 driveways are permitted on local streets and local collector streets only. Residential driveways for
7 double frontage lots and corner lots must be located on the lesser classification street. Driveways
8 serving single-family, two-family or single-lot townhouse residences are prohibited on major collectors
9 or arterial streets unless the public works director determines no other access is possible.
10 (b) Common-lot townhouse, as defined in Sec. 1-50, multifamily, and nonresidential driveways are
11 permitted on all streets; however, the driveways must have a minimum of 250 feet spacing between
12 driveways on arterial streets and from the street edge of pavement at an intersection.
13 (c) The driveway restrictions above do not prohibit driveway access to alleys. Alley driveway access may
14 be permitted upon approval of a TIA by the public works director.
15 (d) Driveway construction shall be in accordance with the Design and Construction Standards.

18 A. All ordinances, parts of ordinances, or resolutions in conflict herewith are
19 expressly repealed.
20 B. The invalidity of any section or provision of this ordinance shall not
21 invalidate other sections or provisions thereof.
22 C. The City Council hereby finds and declares that written notice of the date,
23 hour, place and subject of the meeting at which this Ordinance was adopted was posted
24 and that such meeting was open to the public as required by law at all times during which
25 this Ordinance and the subject matter hereof were discussed, considered and formally
26 acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government
27 Code, as amended.

2 By motion duly made, seconded and passed with an affirmative vote of all the
3 Council members present, the requirement for reading this ordinance on two separate
4 days was dispensed with.
