R-2025-312 - 12/4/2025 RESOLUTION NO. R-2025-312 WHEREAS, §6.03(k) Texas Property Tax Code provides for the governing body of each taxing unit to cast votes for individuals nominated for the Williamson Central Appraisal District Board of Directors, and WHEREAS, the City of Round Rock is entitled to 205 votes which may be cast for individuals nominated for the Board of Directors, and WHEREAS, the City Council wishes to cast its 205 votes for a four-year term as set forth below, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Council hereby casts its votes as follows: Votes 1. Her family has owned a heritage farm in the Leander area since 1854. Lisa currently helps manage her family's farm &other real estate/business interests. After Lisa graduated from Georgetown High School, she went on to attend Texas A&M University, where she graduated with a Bachelor of Science degree in elementary education. Mrs. Birkman was a public-school teacher for 13 years, teaching in Granbury, Austin, and Round Rock elementary schools. After a successful career in education, Lisa decided to run for a seat on the Brushy Creek Municipal Utility District(MUD) Board of Directors. She served the residents of the MUD for fouryears, before decidingto run for a vacant seat on the Williamson County Commissioners Court. Lisa won the race and was the first woman elected to serve on the court. She was sworn into office on May 3, 2004, and represented Precinct One. Lisa was elected two more times and served Williamson County twelve and a half years as commissioner, where she took on several leadership positions. In 2008, Lisa was appointed by Governor Rick Perry to serve on the statewide Texas Agriculture Financing Authority(TAFA) that provides economic development opportunities to young farmers in rural areas throughout Texas. She served several terms on the TAFA board. Lisa and her late husband, Rick Birkman, began Texas Roofing Company in 1995, whose focus was commercial roofing. They owned and operated the successful company for twenty-five years, with the main location in the Round Rock area, until it was sold in 2020 after Rick's death. Lisa retired from Williamson County in 2016, to pursue other interests and activities but has remained passionate about serving her community, including as a commissioner on Emergency Service District#8 Board of Directors from 2020—2022. She has served on the Williamson Central Appraisal District board since June of 2024. Also, Mrs. Birkman has been a volunteer Court Appointed Special Advocate (CASA)for local foster kids since 2014. Recently, she was awarded the Elizabeth Brenenstuhl Unsung Hero award by the Central Texas Community Foundation for her leadership in volunteerism. Mrs. Birkman has two adult daughters, Elizabeth and Ricki, and two precious granddaughters, Amelia and Aurora. In her free time, Lisa enjoys reading mystery novels, doing crafts, and traveling with her family and with The Traveling Aggies! Jon Lux is a proud U.S. Navy veteran with 21 years of service. After enlistment, he was awarded a Naval ROTC scholarship to the University of New Mexico, where, upon completion of his BA in Economics, he was commissioned as an Ensign in the U.S. Navy. He served as a Surface Warfare Officer on multiple sea tours and ashore he served on the staffs of Commander Mine War Command and Commander Mine Countermeasures Squadron Three, and served as Executive Officer Naval Station in Ingleside, TX. Jon attended the United States Navy Postgraduate School in Monterey, California, where he graduated with a Master of Science in Management. Jon was awarded numerous medals and awards during his distinguished service. After retirement from the U.S. Navy, Jon has worked in the private sector as a Division Manager, Division Chief, and Director for information technology providers. After traveling the world in his role with the Navy, Jon selected Cedar Park and Williamson County as the place of choice to live, work, play, thrive, and call home for his family. He is married to Michelle and has two adult children. Upon arrival in Cedar Park, Jon immediately jumped into serving the community. He currently, in addition to the WCAD Board of Directors, serves as Chairman of the Leander Independent School District Bond Oversight Committee. Stephenson, Clint is a dynamic entrepreneur, visionary business leader, and former collegiate athlete whose career blends the grit of construction and development with a deep commitment to community service. A Texas Christian University(TCU) graduate with a degree in psychology, Clint channeled the discipline and teamwork honed on the football field as a Horned Frog into a relentless pursuit of excellence off it. As owner of LHTX RV Resort—a premier haven for discerning travelers—and founder and president of CLS Excavation, Inc., Clint has built a reputation for innovation and superior execution in infrastructure and property development. His firm earned national acclaim as one of just 12 finalists for Equipment World's Contractor of the Year Award, while ventures Like Dilley Development LLC underscore his knack for transforming challenges into lasting value. For 26 years, Clint has called Liberty Hill, Texas, home, pouring his energy into the community that shaped him. He served on the Liberty Hitt ISD Board of Trustees from 2017 to 2020, rising to Vice President and President amid the district's explosive growth, steering pivotal strategies for student success.As co-founder of The Panther Pit Crew, he ignites school spirit and empowers young athletes, embodying the mentorship he once craved. Clint has been married to his wife,Amber Stephenson, for 31 years.Together,they've raised two children—Tucker(23) and Payton (21)—who reflect the same values of integrity, drive, and community spirit that define their family.
