Three proposals were received with a total price spread of$218,065.05 resulting in a tight grouping of bidders. DCS recommends that the construction contract be awarded to Patin Construction,LLC for a total bid amount of$1,463,470.00 which is$536,530.00 under the$2,000,000.00 Engineer's opinion of most probable construction cost for this project. Proposal Process The proposal process followed the schedule outlined below with official proposal opening by the City at 9:00 AM on Tuesday,October 28,2025. First Advertisement: September 24,2025 Second Advertisement: October 1,2025 Pre-Proposal Meeting: October 9,2025 Proposal Opening: October 28, 2025 Three proposals were received containing information reflecting offerors'proposed price; schedule to substantial and final completion;relevant experience; and financial capability. The three proposal prices for the Total Bid Amounts ranged from$1,452,989.95 to$1,671,055.00. The three offerors were as follows: 1. Arguijo Corporation 2. Patin Construction,LLC 3. C.C. Carlton Industries, LTD Proposal Review Proposals were opened on October 28,2025. DCS verified all of the bid calculations and tabulations. Discrepancies by the Offerors found in the bid form have been corrected with notations for those corrections and noted at the bottom of the Bid Tabulation in the footnotes. DCS also ensured that all signatures were received along with pertinent information for best value scoring purposes. In accordance with the Competitive Sealed Proposal process,this letter of recommendation is based on a best-value determination.The selected proposal,while not the lowest-priced,received the highest overall score based on the evaluation factors. While cost was an important consideration in the evaluation Mr.Kit Perkins Page 2 of 2 process,the overall selection was based on a comprehensive assessment of all evaluation criteria, including qualifications and overall value to the City of Round Rock. The Engineer's opinion of most probable construction cost for the project was$2,000,000.00. The recommended offeror is Patin Construction,LLC from Taylor,Texas with a proposal of$1,463,470.00. This is$536,530.00 below the Engineer's opinion of most probable construction cost for this project.
