O-2025-335 - 12/18/2025 I ORDINANCE NO. 0-2025-335 2 3 4 AN ORDINANCE OF THE CITY OF ROUND ROCK, TEXAS ADOPTING 5 THE 2024 EDITIONS OF THE INTERNATIONAL MECHANICAL CODE, 6 INTERNATIONAL FUEL GAS CODE, INTERNATIONAL PLUMBING 7 CODE, INTERNATIONAL ENERGY CONSERVATION CODE, 8 INTERNATIONAL BUILDING CODE, INTERNATIONAL EXISTING 9 BUILDING CODE, INTERNATIONAL RESIDENTIAL CODE, 10 INTERNATIONAL SWIMMING POOL AND SPA CODE, AND 11 INTERNATIONAL GREEN CONSTRUCTION CODE; ESTABLISHING 12 MINIMUM STANDARDS AND REGULATIONS IN THE CITY OF ROUND 13 ROCK, TEXAS; REPEALING ALL OTHER ORDINANCES AND PARTS 14 OF ORDINANCES IN CONFLICT THEREWITH; PROVIDING FOR A 15 SAVINGS CLAUSE; AND ESTABLISHING AN EFFECTIVE DATE. 16 17 18 BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK, 19 TEXAS: 20 I. 21 INTERNATIONAL MECHANICAL CODE 22 A. That a certain document, one (1) copy of which is on file in the office of the City 23 Clerk for the City of Round Rock, Texas, said copy being marked and designated 24 as the 2024 edition of the International Mechanical Code (excluding only 25 Appendix B) as published by the International Code Council, be and is hereby 26 adopted as the Mechanical Code of the City of Round Rock for regulating and 27 governing the design, construction, quality of materials, erection, installation, 28 alteration, repair, location, relocation, replacement, addition to, use or 29 maintenance of mechanical systems in the City of Round Rock, Texas, as herein 30 provided; and each and all of the regulations, provisions, penalties, conditions 31 and terms of said International Mechanical Code are hereby referred to, adopted, 0112.20252:4917-3173-2341 I and made a part hereof, as if fully set out in this ordinance, with the additions, 2 insertions, deletions and changes set forth below. 3 B. Section 8-139 of the Code of Ordinances, (2018 Edition) City of Round Rock is 4 amended to read as follows: 5 Sec. 8-139. - International Mechanical Code(2024 edition)adopted. 6 7 The 2024 edition of the International Mechanical Code (excluding only appendix B) as 8 published by the International Code Council, one copy of which shall be placed on file in the office 9 of the city clerk, is hereby adopted as the Mechanical Code of the City of Round Rock. Penalties, 10 conditions and terms of said International Mechanical Code are hereby adopted and made a part 11 hereof as if fully set out in this division, except as amended hereafter. 12 13 C. Section 8-141 of the Code of Ordinances, (2018 Edition) City of Round Rock is 14 amended to read as follows: 15 Sec. 8-141. -Amendments to the International Mechanical Code(2024 edition). 16 17 (a) The International Mechanical Code is amended as follows: 18 19 (1) Section 101.1. Inserted: City of Round Rock, Texas. 20 21 (2) Section 106.5.2. Inserted: All fees for permits are governed by Sec 8-106 of this Code. 22 23 24 (3) Section 114.4. Amended to read: Violations of any provision of this Mechanical Code 25 shall be punished by a fine of up to $2,000.00. Each day that a violation continues after 26 due notice has been given shall be deemed a separate offense. 27 28 29 II. 30 INTERNATIONAL FUEL GAS CODE 31 A. That a certain document, one (1) copy of which is on file in the office of the City 32 Clerk for the City of Round Rock, Texas, said copy being marked and designated 33 as the 2024 edition of the International Fuel Gas Code (including Appendix A, 34 Appendix B, Appendix C, and Appendix D) as published by the International 35 Code Council, be and is hereby adopted as the Fuel Gas Code of the City of 36 Round Rock, Texas, for regulating and governing fuel gas systems and gas-fired 2 I appliances in the City of Round Rock, Texas, as herein provided; and each and 2 all of the regulations, provisions, penalties, conditions and terms of said 3 International Fuel Gas Code are hereby referred to, adopted, and made a part 4 hereof, as if fully set out in this ordinance, with the additions, insertions, deletions 5 and changes set forth below. 6 B. Section 8-137 of the Code of Ordinances, (2018 Edition) City of Round Rock is 7 amended to read as follows: 8 Sec. 8-137. - International Fuel Gas Code(2024 edition)adopted. 9 10 The 2024 edition of the International Fuel Gas Code (including appendices A—D) as 11 published by the International Code Council, one copy of which shall be placed on file in the office 12 of the city clerk, is hereby adopted as the Fuel Gas Code of the City of Round Rock, Texas. 13 Penalties, conditions and terms of said International Fuel Gas Code are hereby adopted and 14 made a part hereof as if fully set out in this division, except as amended hereafter. 15 16 C. Section 8-138 of the Code of Ordinances, (2018 Edition) City of Round Rock is 17 amended to read as follows: 18 Sec. 8-138.-Amendments to the International Fuel Gas Code (2024 edition). 19 (a) The International Fuel Gas Code is amended as follows: 20 21 (1) Section 101.1. Inserted: City of Round Rock, Texas. 22 23 (2) Section 106.6.2. Inserted: All fees for permits are governed by Sec. 8-106 of this Code. 24 25 26 (3) Section 113.4. That a certain document, one (1) copy of which is on file in the office of the City 4 Clerk for the City of Round Rock, Texas, said copy being marked and designated 5 as the 2024 edition of the International Plumbing Code (including Appendix A, 6 Appendix B, Appendix C, Appendix D, Appendix E, Appendix F, and Appendix G) 7 as published by the International Code Council, be and is hereby adopted as the 8 Plumbing Code of the City of Round Rock for regulating the design, construction, 9 quality of materials, erection, installation, alteration, repair, location, relocation, 10 replacement, addition to, use or maintenance of plumbing systems in the City of 11 Round Rock, Texas, as herein provided; and each and all of the regulations, 12 provisions, penalties, conditions and terms of said International Plumbing Code 13 are hereby referred to, adopted, and made a part hereof, as if fully set out in this 14 ordinance, with the additions, insertions, deletions and changes set forth below. 15 B. Section 8-131 of the Code of Ordinances, (2018 Edition) City of Round Rock is 16 amended to read as follows: 17 Sec. 8-131. - International Plumbing Code(2024 edition)adopted. 18 The 2024 edition of the International Plumbing Code (including all appendices) as 19 published by the International Code Council, one copy of which shall be placed on file in the office 20 of the city clerk, is hereby adopted as the Plumbing Code of the City of Round Rock, Texas. 21 Penalties, conditions and terms of said International Plumbing Code are hereby adopted and 22 made a part hereof as if fully set out in this division, except as amended hereafter. 23 24 C. Section 8-132 of the Code of Ordinances, (2018 Edition) City of Round Rock is 25 amended to read as follows: 26 Sec. 8-132. -Amendments to the International Plumbing Code(2024 edition). 27 (a) The International Plumbing Code is amended as follows: 4 1 (1) Section 101.1. Inserted: City of Round Rock, Texas. 2 3 (2) Section 106.6.2. Inserted: All fees for permits are governed by Sec. 8-39 of this Code. 4 5 6 (3) Section 114.4. Amended to read: Violations of any provision of this International 7 Plumbing Code shall be punished by a fine of up to $2,000.00. Each day that a violation 8 continues after due notice has been given shall be deemed a separate offense. 9 10 11 (4) Section 305.4.1. Inserted: Twelve inches. 12 13 (5) Section 903.1.1. Inserted: Twelve inches. 14 IV. 15 INTERNATIONAL ENERGY CONSERVATION CODE 16 A. That a certain document, one (1) copy of which is on file in the office of the City 17 Clerk for the City of Round Rock, Texas, said copy being marked and designated 18 as the 2024 edition of the International Energy Conservation Code (excluding all 19 appendices) as published by the International Code Council, be and is hereby 20 adopted as the Energy Conservation Code of the City of Round Rock for 21 regulating and governing energy efficient building envelopes and installation of 22 energy efficient mechanical, lighting and power systems in the City of Round 23 Rock, Texas, as herein provided; and each and all of the regulations, provisions, 24 penalties, conditions and terms of said International Energy Conservation Code 25 are hereby referred to, adopted, and made a part hereof, as if fully set out in this 26 ordinance, with the additions, insertions, deletions and changes set forth below. 27 B. Section 8-116 of the Code of Ordinances, (2018 Edition) City of Round Rock is 28 amended to read as follows: 5 I Sec. 8-116. - International Energy Conservation Code(2024 edition)adopted. 2 3 The 2024 edition of the International Energy Conservation Code (excluding all 4 appendices) as published by the International Code Council, one copy of which shall be placed 5 on file in the office of the city clerk, is hereby adopted as the Energy Conservation Code of the 6 City of Round Rock, Texas. Penalties, conditions and terms of said International Energy 7 Conservation Code are hereby adopted and made a part hereof as if fully set out in this division, 8 except as amended hereafter. 9 10 C. Section 8-117 of the Code of Ordinances, (2018 Edition) City of Round Rock is 11 amended to read as follows: 12 Sec. 8-117. -Amendments to the International Energy Conservation Code(2024 edition). 13 (a) The International Energy Conservation Code is amended as follows: 14 15 (1) Section C101.1. Inserted: City of Round Rock, Texas. 16 17 (2) Section R.101.1 Inserted: City of Round Rock, Texas. 18 19 20 21 V. 22 INTERNATIONAL BUILDING CODE 23 A. That a certain document, one (1) copy of which is on file in the office of the City 24 Clerk for the City of Round Rock, Texas, said copy being marked and designated 25 as the 2024 edition of the International Building Code (including all appendices) 26 as published by the International Code Council, be and is hereby adopted as the 27 Building Code of the City of Round Rock for regulating and governing the 28 conditions and maintenance of all property, buildings and structures; by providing 29 the standards for supplied utilities and facilities and other physical things and 30 conditions essential to ensure that structures are safe, sanitary and fit for 31 occupation and use; and the condemnation of buildings and structures unfit for 32 human occupancy and use and the demolition of such structures in the City of 33 Round Rock, Texas, as herein provided; and each and all of the regulations, 6 I provisions, penalties, conditions and terms of said International Building Code 2 are hereby referred to, adopted, and made a part hereof, as if fully set out in this 3 ordinance, with the additions, insertions, deletions and changes set forth below. 4 B. Section 8-102 of the Code of Ordinances, (2018 Edition) City of Round Rock is 5 amended to read as follows: 6 Sec. 8-102. - International Building Code(2024 edition)adopted. 7 8 The 2024 edition of the International Building Code (including all appendices) as 9 published by the International Code Council, one copy of which shall be placed on file in the office 10 of the city clerk, is hereby adopted as the Building Code of the City of Round Rock. Penalties, 11 conditions and terms of said International Building Code are hereby adopted and made a part 12 hereof as if fully set out in this article, except as amended hereafter. 13 14 C. Section 8-103 of the Code of Ordinances, (2018 Edition) City of Round Rock is 15 amended to read as follows: 16 Sec. 8-103. -Amendments to the International Building Code(2024 edition). 17 (a) The International Building Code is amended as follows: 18 (1) Section 101.1. Inserted: City of Round Rock, Texas. 19 20 (2) Section 1612.3. Inserted: City of Round Rock, Texas. 21 22 (3) Section 1612.3. Inserted: of most current date. 23 24 (4) Section 915.1. Amended to read: General. New and existing buildings shall be provided 25 with carbon monoxide (CO) detection in accordance with sections 915.2 and 915.5. 26 27 (5) Section 915.1.1 Section 915.1.1 is repealed in its entirety. 28 29 (6) Section 915.2. Amended to read: Where required. Carbon monoxide detections shall be 30 provided in interior spaces, including Group B fire areas containing animal housing or 31 care facilities, other than dwelling units or sleeping units, that are exposed to a carbon 32 monoxide source in accordance with sections 915.2.1 through 915.2.3. Carbon monoxide 33 detection for dwelling units or sleeping units that are exposed to a carbon monoxide 34 source shall be in accordance with section 915.2.4. 35 36 (7) Section 915.2.1. Amended to read: Interior spaces with direct carbon monoxide sources. 37 In all occupancies, including Group B fire areas containing animal housing or care 38 facilities, interior spaces with a direct carbon monoxide source shall be provided with 39 carbon monoxide detection located in close proximity to the direct carbon monoxide 40 source and in accordance with section 915.3. 41 Exception: Where environmental conditions in an enclosed space are incompatible with 42 carbon monoxide detection devices, carbon monoxide detection shall be provided in an 43 approved adjacent location. 7 1 2 (8) Section 915.2.2. Amended to read: Interior spaces adjacent to a space containing a 3 carbon monoxide source. In Groups A, B, E, I, M, and R occupancies, including Group B 4 fire areas containing animal housing or care facilities, interior spaces that are separated 5 from and adjacent to an enclosed parking garage or an interior space that contains a 6 direct carbon monoxide source shall be provided with carbon monoxide detection if there 7 are communicating openings between the spaces. Detection devices shall be located in 8 close proximity to communicating openings on the side that is furthest from the carbon 9 monoxide source and in accordance with section 915.3. 10 11 Exceptions: 12 1. Where communicating openings between the space containing a direct carbon 13 monoxide source and the adjacent space are permanently sealed airtight, carbon 14 monoxide detection is not required for the adjacent space. 15 2. Where the fire code official determines that the volume or configuration of the 16 adjacent interior space is such that dilution or geometry would diminish the 17 effectiveness of carbon monoxide detection devices in such spaces, detection 18 devices additional to those required in section 915.2.1 shall be located on the side 19 of communicating openings that is closest to the carbon monoxide source. 20 (9) Section 915.2.3. Amended to read: Interior spaces with forced-indirect carbon monoxide 21 sources. In all occupancies including Group B fire areas containing animal housing or 22 care facilities, interior spaces with forced-indirect carbon monoxide source shall be 23 provided with carbon monoxide detection in accordance with either of the following: 24 1. Detection in each space with a forced-indirect carbon monoxide source, located in 25 accordance with section 915.3. 26 2. Detection only in the first space served by the main duct leaving the forced-indirect 27 carbon monoxide source, located in accordance with section 915.3, with an audible 28 and visual alarm signal provided at an approved location. 29 (10) Section 915.2.4. Amended to read: Dwelling units and sleeping units. Carbon monoxide 30 detection for dwelling units and sleeping units shall comply with sections 915.2.4.1 and 31 915.2.4.2. 32 33 (11) Section 915.2.4. The exceptions in section 915.2.4 are repealed in their entirety. 34 35 (12) Section 915.2.4.1. Added to read: Direct carbon monoxide sources. Where a direct 36 carbon monoxide source is located in a bedroom or sleeping room, or bathroom attached 37 to either, including Group B fire areas containing animal housing or care facilities, carbon 38 monoxide detection, shall be installed in the bedroom or sleeping room. Where carbon 39 monoxide detection is not installed in bedrooms or sleeping rooms, carbon monoxide 40 detection shall be installed outside of each separate sleeping area in close proximity to 41 bedrooms or sleeping rooms for either of the following conditions: 42 1. The dwelling unit or sleeping unit has a communicating opening to an attached, 43 enclosed garage. 44 2. A direct carbon monoxide source is located in the dwelling unit or sleeping unit 45 outside of bedrooms or sleeping rooms. 46 (13) Section 915.2.4.2. Added to read: Forced-indirect carbon monoxide sources. Bedrooms 47 or sleeping rooms, including Group B fire areas containing animal housing or care 8 I facilities, in dwelling units or sleeping units that are exposed to a forced-indirect carbon 2 monoxide source shall be provided with carbon monoxide detection in accordance with 3 section 915.2.4.1 or section 915.2.3. 4 (14) Section 915.2.5. Section 915.2.5 is repealed in its entirety including the exceptions. 5 (15) Section 915.2.6. Section 915.2.6 is repealed in its entirety including the exception. 6 (16) Section 915.3. Amended to read: Location of detection devices. Carbon monoxide 7 detection devices shall be installed in accordance with the manufacturer's instructions in 8 a location that avoids dead air spaces, turbulent air spaces, fresh air returns, open 9 windows, and obstructions that would inhibit accumulation of carbon monoxide at the 10 detection location. Carbon monoxide detection in air ducts or plenums shall not be 11 permitted as an alternative to required detection locations. 12 (17) Section 915.3.1. Section 915.3.1 is repealed in its entirety. 13 (18) Section 915.3.2. Section 915.3.2 is repealed in its entirety. 14 (19) Section 915.3.3. Section 915.3.3 is repealed in its entirety. 15 (20) Section 915.3.4. Section 915.3.4 is repealed in its entirety. 16 (21) Section 915.4. Amended to read: Permissible detection devices. Carbon monoxide 17 detection shall be provided by a carbon monoxide detection system complying with 18 section 915.4.2 unless carbon monoxide alarms are permitted by sections 915.4.1. 19 (22) Section 915.4.1. Amended to read: Carbon monoxide alarms. Carbon monoxide alarms 20 complying with sections 915.4.1.1 through 915.4.1.3 shall be permitted in lieu of a carbon 21 monoxide detection system in both the following: 22 1. Dwelling units and sleeping units. 23 2. Locations other than dwelling units or sleeping units, where approved, provided that 24 the manufacturer's instructions do not prohibit installation in locations other than 25 dwelling units or sleeping units and that the alarm signal for any carbon monoxide 26 alarm installed in a normally unoccupied location is annunciated by an audible and 27 visual sign in an approved location. 28 (23) Section 915.4.1.1. A new subsection 915.4.1.1 is added to read: Power source. In 29 buildings with a wired power source, carbon monoxide alarms shall receive their primary 30 power from a permanent connection to building wiring, with no disconnecting means 31 other than for overcurrent protection, and shall be provided with a battery backup. In 32 buildings without a wired power source, carbon monoxide alarms shall be battery 33 powered, 34 (24) Section 915.4.1.2. A new subsection 915.4.1.2 is added to read: Listings. Carbon 35 monoxide alarms shall be listed in accordance with UL 2034. Combination carbon 36 monoxide/smoke alarms shall also be listed in accordance with UL 217. 37 (25) Section 915.4.1.3. A new subsection 915.4.1.3 is added to read: Interconnection. When 38 more than one carbon monoxide alarm is installed, actuation of any alarm shall cause all 39 of the alarms to signal an alarm condition. 40 (26) Amended to read: Carbon monoxide detection systems. Carbon monoxide detection 41 systems shall be installed in accordance with NFPA 72. 9 1 (27) Section 915.4.2.1. A new subsection 915.4.2.1 is added to read: Fire alarm system 2 integration. Where a building fire alarm system or combination fire alarm system, as 3 defined in NFPA 72, is installed, carbon monoxide detection shall be provided by 4 connecting carbon monoxide detectors to the fire alarm system. Where a building fire 5 alarm system or combination fire alarm system is not installed, carbon monoxide 6 detection shall be provided by connecting carbon monoxide detectors to a carbon 7 monoxide detection system complying with NFPA 72. 8 (28) Section 915.4.2.2. A new subsection 415.4.2.2 is added to read: Listings. Carbon 9 monoxide detectors shall be listed in accordance with UL 2075. Combination carbon 10 monoxide/smoke detectors shall be listed in accordance with UL 268 and UL 2075. 11 (29) Section 915.4.2.3. A new subsection 415.4.2.3 is added to read: Alarm notifications. For 12 other than Group E occupancies, activation of a carbon monoxide detector shall initiate 13 alarm notification in accordance with any of the following: 14 1. An audible and visible alarm notification throughout buildings and at the control unit. 15 2. Where specified in an approved fire safety plan, an audible and visible alarm in the 16 signaling zone where the carbon monoxide has been detected and other signaling 17 zones specified in the fire safety plan, and at the control unit. 18 3. Where a sounder base is provided for each detector, an audible alarm at the 19 activated carbon monoxide detector and an audible and visible alarm at the control 20 unit. 21 For Group E occupancies having an occupant load of 30 or less, alarm notification shall 22 be provided in an on-site location staffed by school personnel or in accordance with the 23 notification requirements for other occupancies. For Group E occupancies having an 24 occupant load of more than 30, an audible and visible alarm shall be provided in an on- 25 site location staffed by school personnel. 26 (30) Section 915.4.3. Section 915.4.3 is repealed in its entirety. 27 (31) Section 915.4.4. Section 915.4.4 is repealed in its entirety. 28 (32) Section 915.5. Amended to read: Maintenance. Carbon monoxide alarms and carbon 29 monoxide detection systems shall be maintained in accordance with NFPA 72 and the 30 manufacturer's instructions. Carbon monoxide alarms and carbon monoxide detectors 31 that become inoperable or begin producing end-of-life signals shall be replaced. 32 (33) Section 915.5.1. Subsection 915.5.1 is repealed in its entirety. 33 (34) Section 915.5.2. Subsection 915.5.2 is repealed in its entirety. 34 (35) Section 915.5.3. Subsection 915.5.3 is repealed in its entirety. 35 (36) Section 915.5.4. Subsection 915.5.4 is repealed in its entirety. 36 (37) Section 915.5.5. Subsection 915.5.5 is repealed in its entirety. 37 (38) Section 915.6. Amended to read. Carbon monoxide detection. Carbon monoxide 38 detection shall be installed in existing buildings in accordance with section 915. 39 (39) Section 915.6.1. Subsection 915.6.1 is repealed in its entirety. 40 V1. 10 I INTERNATIONAL EXISTING BUILDING CODE 2 A. That a certain document, one (1) copy of which is on file in the office of the City 3 Clerk for the City of Round Rock, Texas, said copy being marked and designated 4 as the 2024 edition of the International Existing Building Code (including all 5 appendices) as published by the International Code Council, be and is hereby 6 adopted as the Existing Building Code of the City of Round Rock for regulating 7 and governing the repair, alteration, change of occupancy, addition and 8 relocation of existing buildings, including historic buildings, in the City of Round 9 Rock, Texas, as herein provided; and each and all of the regulations, provisions, 10 penalties, conditions and terms of said International Existing Building Code are 11 hereby referred to, adopted, and made a part hereof, as if fully set out in this 12 ordinance, with the additions, insertions, deletions and changes set forth below. 13 B. Section 8-100 of the Code of Ordinances, (2010 Edition) City of Round Rock is 14 amended to read as follows: 15 Sec. 8-100. - International Existing Building Code(2024 edition) adopted. 16 The 2024 edition of the International Existing Building Code (including all appendices) as 17 published by the International Code Council, one copy of which shall be placed on file in the office 18 of the city clerk, is hereby adopted as the Existing Building Code of the City of Round Rock. 19 Penalties, conditions and terms of said International Existing Building Code are hereby adopted 20 and made a part hereof as if fully set out in this article, except as amended hereafter 21 22 C. Section 8-101 of the Code of Ordinances, (2018 Edition) City of Round Rock is 23 amended to read as follows: 24 Sec. 8-101. -Amendments to the International Existing Building Code(2024 edition). 25 (a) The International Existing Building Code is amended as follows: 26 (1) Section 101.1. Inserted: City of Round Rock, Texas. 27 VII. 11 I INTERNATIONAL RESIDENTIAL CODE 2 A. That a certain document, one (1) copy of which is on file in the office of the City 3 Clerk for the City of Round Rock, Texas, said copy being marked and designated 4 as the 2024 edition of the International Residential Code (including all 5 appendices) as published by the International Code Council, be and is hereby 6 adopted as the Residential Code of the City of Round Rock for regulating and 7 governing the construction, alteration, movement, enlargement, replacement, 8 repair, equipment, location, removal and demolition of detached one and two 9 family dwellings and multiple single family dwellings (townhouses) not more than 10 three stories in height with separate means of egress, in the City of Round Rock, 11 Texas, as herein provided; and each and all of the regulations, provisions, 12 penalties, conditions and terms of said International Residential Code are hereby 13 referred to, adopted, and made a part hereof, as if fully set out in this ordinance, 14 with the additions, insertions, deletions and changes set forth below. 15 B. Section 8-104 of the Code of Ordinances, (2018 Edition) City of Round Rock is 16 amended to read as follows: 17 Sec. 8-104.- International Residential Code(2024 edition)adopted. 18 19 The 2024 edition of the International Residential Code (including all appendices) as 20 published by the International Code Council, one copy of which shall be placed on file in the office 21 of the city clerk, is hereby adopted as the Residential Code of the City of Round Rock. Penalties, 22 conditions and terms of said International Residential Code are hereby adopted and made a part 23 hereof as if fully set out in this article, except as amended hereafter. 24 25 C. Section 8-105 of the Code of Ordinances, (2018 Edition) City of Round Rock is 26 amended to read as follows: 27 Sec. 8-105. -Amendments to the International Residential Code(2024 edition). 28 (a) The International Residential Code is amended as follows: 12 1 (1) Section R101.1. Inserted: City of Round Rock, Texas. 2 (2) Section R302.2.2. Common Walls. Subsection (2) is amended to read:. 3 1. Where an automatic sprinkler system in accordance with Section P2904 is 4 provided, the common wall shall not be less than a 2-hour fire-resistance- 5 rated wall assembly test in accordance with ASTM E119, UL 263 of Section 6 703.2.2 of the International Building Code. 7 8 (3) Section R302.2.6. Structural Independence. Exception (6) is repealed in its entirety. 9 10 VIII. 11 INTERNATIONAL SWIMMING POOL AND SPA CODE 12 A. That a certain document, one (1) copy of which is on file in the office of the City 13 Clerk for the City of Round Rock, Texas, said copy being marked and designated 14 as the 2024 edition of the International Swimming Pool and Spa Code as 15 published by the International Code Council, be and is hereby adopted as the 16 Swimming Pool and Spa Code of the City of Round Rock for regulating and 17 governing the design, construction, alteration, movement, renovation, 18 replacement, repair and maintenance of swimming pools, spas, hot tubs, aquatic 19 facilities and related equipment in the City of Round Rock, Texas, as herein 20 provided; and each and all of the regulations, provisions, penalties, conditions 21 and terms of said International Swimming Pool and Spa Code are hereby 22 referred to, adopted, and made a part hereof, as if fully set out in this ordinance, 23 with the additions, insertions, deletions and changes set forth below. 24 B. Section 8-142 of the Code of Ordinances, (2018 Edition) City of Round Rock is 25 amended to read as follows: 26 Sec. 8-142.— International Swimming Pool and Spa Code(2024 edition)adopted. 27 28 The 2024 edition of the International Swimming Pool and Spa Code as published by the 29 International Code Council, one copy of which shall be placed on file in the office of the city clerk, 30 is hereby adopted as the Swimming Pool and Spa Code of the City of Round Rock. Inserted: City of Round Rock, Texas. 11 12 (2) Section 105.6.2. Inserted: All fees for permits are governed by Sec. 8-106 of this Code. 13 14 15 (3) Section 113.4. Amended to read: Violations of any provision of this International 16 Swimming Pool and Spa Code shall be punished by a fine of up to $2,000.00. Each day 17 that a violation continues after due notice has been given shall be deemed a separate 18 offense. 19 20 21 IX. 22 23 INTERNATIONAL GREEN CONSTRUCTION CODE 24 25 26 A. That a certain document, one (1) copy of which is on file in the office of the City 27 Clerk for the City of Round Rock, Texas, said copy being marked and designated 28 as the 2024 edition of the International Green Construction Code (including all 29 appendices) as published by the International Code Council, be and is hereby 30 adopted as the Green Construction Code of the City of Round Rock for 31 regulating and governing the impact of buildings and structures on the 32 environment in the City of Round Rock, Texas, as herein provided; and each 33 and all of the regulations, provisions, penalties, conditions and terms of said 34 International Green Construction Code are hereby referred to, adopted, and 35 made a part hereof, as if fully set out in this ordinance, with the additions, 36 insertions, deletions and changes set forth below. 14 1 B. Section 8-154 of the Code of Ordinances, (2018 Edition) City of Round Rock is 2 hereby added to read as follows: 3 Sec. 8-154.— International Green Construction Code(2024 edition)adopted. 4 5 The 2024 edition of the International Green Construction Code (including all appendices) 6 as published by the International Code Council, one copy of which shall be placed on file in the 7 office of the city clerk, is hereby adopted as the Green Construction Code of the City of Round 8 Rock. Inserted: City of Round Rock, Texas. 17 18 X. 19 20 All ordinances, parts of ordinances, or resolutions in conflict herewith are 21 expressly repealed. 22 XI. 23 24 If any section, subsection, sentence, clause or phrase of this ordinance is for any 25 reason held to be unconstitutional, such decision shall not affect the validity of the 26 remaining portions of this ordinance. The City Council of the City of Round Rock, Texas 27 hereby declares that it would have passed this ordinance, and each section, subsection, 28 clause or phrase thereof, irrespective of the fact that any one or more sections, 29 subsections, sentences, clauses and phrases be declared unconstitutional. 30 XII. 31 32 The city clerk is hereby ordered and directed to cause this ordinance to be 15 I published the requisite number of times in an appropriate newspaper of general 2 circulation and cause this ordinance to be posted according to applicable requirements. 3 XIII. 4 This ordinance and the rules, regulations, provisions, requirements, orders and 5 matters established and adopted hereby shall take effect and be in full force and effect 6 from and after January 1, 2026. 7 XIV. 8 A. All ordinances, parts of ordinances, or resolutions in conflict herewith are 9 expressly repealed. 10 B. The invalidity of any section or provision of this ordinance shall not 11 invalidate other sections or provisions thereof. 12 C.
