This Supplemental Contract No. 1 to Contract for Engineering Services is made by and between
the City of Round Rock, Texas, hereinafter called the "City" and Plummer Associates, Inc.,
hereinafter called the "Engineer."
WHEREAS, the City and Engineer executed a Contract for Engineering Services, hereinafter
called the "Contract," on the 13th day of September, 2024 for the BCRWWS East WWTP
Expansion to 40 MGD Project in the amount of$35,100.00; and
WHEREAS,it has become necessary to amend the Contract to modify the provisions for the scope
of services and to increase the compensation by $61,480.00 to a total of$96,580.00;
NOW THEREFORE,premises considered, the City and the Engineer agree that said Contract is
amended as follows:
I.
Article 1, City Services and Exhibit A, City Services shall be amended as set forth in the attached
Addendum To Exhibit A.
II.
Article 2, Engineering Services and Exhibit B,Engineering Services shall be amended as set forth
in the attached Addendum to Exhibit B.
III.
Article 4, Compensation and Exhibit D, Fee Schedule shall be amended by increasing by
$61,480.00 the maximum amount payable under the Contract for a total of$96,580.00, as shown
by the attached Addendum to Exhibit D.
IN WITNESS WHEREOF,the City and the Engineer have executed this Supplemental Contract
in duplicate.

Addendum to Exhibit A
City Services
The City of Round Rock will furnish to the Engineer the following items/information:
• Attend kickoff meeting and progress meetings as needed.
• Designate a person to act as City's representative with respect to the services to be
performed or furnished by the Engineer. This representation will have authority to
transmit instructions, receive information, interpret, and define City's policies and
decisions with respect to engineering services.
• Provide all criteria and full information as to City's requirements for the project,
including objectives and constraints and furnish copies of all standards which City will
require to be included in the project.
• Assist Engineer by placing all available information pertinent to the Project, including
previous information and any other data relative to the Project at the ENGINEER's
disposal.
• Provide digital design files or any records available which would assist in the completion
of the project development.
• Timely review and comment on the draft/Final report(s) and any application documents.

Addendum to Exhibit B
Scope Of Services
ENVIRONMENTAL SERVICES RELATED TO PROPOSED CITY OF ROUND ROCK BRUSHY CREEK EAST
WWTP EXPANSION PROJECT
The City of Round Rock (Client) proposes to construct an expansion of the City's Brushy Creek East
WWTP (Project) using a Clean Water State Revolving Fund (CWSRF) loan from the Texas Water
Development Board (TWDB). Plummer Associates, Inc. (Plummer) has been requested to provide a
proposal for services related to environmental support of the TWDB CWSRF loan portion of the
proposed project.
BASIC ENVIRONMENTAL SERVICES TO SUPPORT TWDB CWSRF LOAN
Task Description
A. Task Management and Client Coordination
Plummer shall participate in up to four(4) project coordination meetings with Client in development of
the deliverables for this project. Plummer shall organize the tasks and provide a schedule as well as any
schedule updates if the schedule changes. Plummer shall organize the contract and project setup,
invoicing, and project management of the Project.
B. TWDB Environmental Information Document Preparation
Plummer shall prepare and submit an Environmental Information Document (EID), Federal
Environmental Review Form (TWDB 0801), in support of the Engineering Feasibility Report(EFR)
submittal for TWDB CWSRF funding. Preparation of an EID will include the following:
a. Desktop Review
i. Plummer shall review any and all Client provided environmental surveys,
reports, maps, or other documentation from the original planning, siting, design
or construction of the Brushy Creek East WWTP.
ii. Plummer shall perform a desktop environmental evaluation of potential impacts
to regulated resources for the Project. Plummer shall collect background data
including, but not limited to: floodplain maps, national wetlands inventory
maps, USGS topographic maps, current and historical aerial photography,
hazardous materials reports, biological and ecological maps, and other readily
available data.
iii. Plummer shall review background and Client provided data and identify federal,
state, and local environmental resources or permit requirements listed below to
identify regulatory requirements likely for the proposed project:
1. Clean Water Act,Section 404
2. Clean Water Act,Section 401
3. Endangered Species Act
4. Bald and Golden Eagle Protection Act
5. Migratory Bird Treaty Act
6. Section 106 of the National Historic Preservation Act

7. Texas Antiquities code
8. Coastal Management Zone
9. Federal Emergency Management Agency Coordination through local
Floodplain Administrator
iv. Plummer will assess potential impacts to listed threatened and endangered
(T&E)species to include obtain background data for task including coordinating
on the Project in the U.S. Fish and Wildlife Service (USFWS) Information,
Planning, and Conservation (IPaC) System, and review the Texas Parks and
Wildlife Threatened and Endangered Species list for Williamson County.
v. Plummer shall prepare and submit to the Texas Historical Commission a request
for SHPO Consultation form for assessment of the Project's potential to impact
significant cultural resources (resources that are listed, or eligible for listing, in
the National Register of Historic Places (NRHP) and/or as State Antiquities
Landmarks (SALs). If the SHPO indicates that an archaeological and/or
architectural history survey will be needed, this will be provided as an
ADDITIONAL SERVICE.
b. Field Verification
i. Plummer shall perform a field site walkthrough to verify resources identified in
the desktop evaluation and as needed develop additional site photos and
documentation to describe the Project site.
c. EID Form
i. Plummer shall organize the project information provided in the EFR, and the
collected information from the desktop and field reviews, and fill out the EID
form (TWDB 0801)with supplemental documentation as needed to support the
findings.
ii. Plummer shall QC and revise the document and submit a Draft version of the EID
to Client for one (1) round of reviews.
iii. Plummer shall revise the EID based on Client comments.
iv. Plummer will organize the submittal of the EID to TWDB for agency review,and
revise/amend the EID based on TWDB comments
C. Agency and Public Coordination
a. Plummer will organize agency coordination letters with hard copies provided by public
carrier with delivery confirmation. When a response is not received from an agency,
documentation of the delivery must be included with the coordination materials
submitted to the TWDB. Based on our current understanding of the project, Agency
Coordination Letters will be sent to the following:
i. Bureau of Reclamation
ii. Bureau of Land Management
iii. Mayor of Round Rock
iv. Texas Historical Commission as documented in task B.a.v above
v. USACE
vi. TPWD
vii. USFWS as documented in task B.a.iv above

D. Public Meeting
a. Upon approval of the EID, Plummer will work with Client to organize a public meeting.
Plummer's support of the public meeting will include the following:
i. Plummer shall coordinate with the Client on an ideal date and location for the
public meeting. Location to be determined and provided by Client.
ii. Plummer shall organize the agenda,the documents that need to be readily
available to the public, and the schedule for public notice and meeting
participation.
iii. Plummer shall participate in the public meeting with no more than two staff,
with one covering the EFR and EID preparation respectively.
iv. Plummer shall organize the public meeting documentation including the
Publisher's affidavit, a copy of the notice, a statement by the Client that the
meeting was held in conformance with the Public Meeting Notice, list of
witnesses, and a written summary of the meeting.
E. TWDB Loan Closing Coordination & EFR Updates
a. Upon completion of EID work there could be adjustments and changes required to make
final alignment of this document with the EFR submitted as part of the application.
Comments are assumed to be generated by the TWDB.
b. Plummer shall support the City with final loan closing steps,coordination with TWDB,
the Cities loan officer and updating documentation such as; engineering reports,
waivers, or estimates previously worked on as part of the application.

ADDITIONAL SERVICES: (SCOPE AND FEE TO BE DETERMINED UPON REQUEST)
A. Archeological Resources Field Survey and Reporting would be provided if the cultural resources
background studies finding indicate a need and THC concurs with the recommendation.
B. Participation in additional meetings with CLIENT and Project Team;
C. Preparation of request for approved jurisdictional determination (AJD)for submittal to the
USACE;
D. Field survey for aquatic resources or preparation of an Aquatic Resources Delineation Report;
E. Section 404(Clean Water Act) permitting activities for project authorization from the USACE;
F. Section 401 Water Quality Certification (Clean Water Act) authorization from Texas Commission
on Environmental Quality— in coordination with Section 404 permitting;
G. Preparation of a Floodplain Development Permit for submittal to the City Floodplain
Administrator;

H. Preparation of further documentation to address concerns expressed by the TWDB, which may
include documentation of sequencing activities, alternatives analysis, cultural resources record
review and/or on-site survey, or other issues;
ASSUMPTIONS
Proposed project does not qualify for a Categorical Exclusion based on TWDB CE Criteria and a full
environmental review is required. Need for an EID, Agency Coordination, and Public Meeting is
included. Any additional requirements not described above would be an Additional Service.
Proposed project doesn't require antiquities permit or full project field survey and coordination for
cultural resources. If either are required, it would be an Additional Service.
