O-2026-016 - 1/8/2026 I ORDINANCE NO. 0-2026-016 2 3 AN ORDINANCE AMENDING CHAPTER 42, SECTION 42-127 AND 4 SECTION 42-129, CODE OF ORDINANCES (2018 EDITION), CITY OF 5 ROUND ROCK, TEXAS, ADOPTING A TEMPORARY CONSTRUCTION 6 SPEED ZONE FOR A PORTION OF GREENLAWN BOULEVARD 7 FROM IH 35 FRONTAGE ROAD TO LOUIS HENNA BOULEVARD; 8 PROVIDING FOR A SAVINGS CLAUSE AND REPEALING 9 CONFLICTING ORDINANCES OR RESOLUTIONS. 10 11 WHEREAS, Section 545.352 of the Texas Transportation Code establishes 12 prima facie reasonable and prudent speed limits for streets and highways situated in the 13 state of Texas, and 14 WHEREAS, Section 545.356(b) of the Texas Transportation Code gives the 15 governing body of a municipality the same authority as the Texas Transportation 16 Commission to alter prima facie speed limits when a highway is under repair, 17 construction or maintenance, and 18 WHEREAS, Chapter 2, Section 3 of the Procedures for Establishing Speed 19 Zones adopted by the Texas Transportation Commission states that normal speed 20 studies are not required on sections of a highway under construction, and 21 WHEREAS, construction will soon commence on a portion of Greenlawn 22 Boulevard from IH-35 to Louis Henna Boulevard, Now Therefore 23 BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK, 24 TEXAS: 25 I. 26 That Chapter 42, Section 42-127(7), of the Code of Ordinances (2018 Edition), 27 City of Round Rock, Texas, is hereby amended by deleting the following described 28 portions of streets: 29 Sec. 42-127. - Specified speed limits. 30 31 (7) The maximum prima facie speed limit shall be 45 miles per hour along the following streets: 0112.20252;4936-6270-4003 I ON FROM TO 2 3 4 II. 5 That Chapter 42, Section 42-129, Code of Ordinances (2018 Edition), City of Round 6 Rock, Texas, is hereby amended to add subsection (h) which shall read as follows: 7 42-129.Temporary construction speed zones. 8 9 (h) During construction of Greenlawn Boulevard ("Project'), the temporary maximum prima 10 facie speed limit shall be reduced from forty-five (45) miles per hour to thirty-five (35) 11 miles per hour on a portion of Greenlawn Boulevard from IH-35 to Louis Henna 12 Boulevard. This temporary speed limit shall expire upon completion of the Project. 13 14 III. 15 A. All ordinances, parts of ordinances, or resolutions in conflict herewith are 16 expressly repealed. 17 B. The invalidity of any section or provision of this ordinance shall not 18 invalidate other sections or provisions thereof. 19 C. Per TMUTCD Section 6C.01.12, "Reduced speed limits should be used only in the specific portion of the TTC (temporary traffic control)zone where conditions or restrictive features are present. However, frequent changes in the speed limit should be avoided.A TTC plan should be designed so that vehicles can travel through the TTC zone with a speed limit reduction of no more than 10 mph."This project includes crossover transitions that are designed with a reduced speed limit of 25 mph. Maintaining the existing 45 mph speed limit through the remainder of the construction work zone would create a 20-mph reduction at each crossover, which does not comply with TMUTCD guidance. Implementing an overall work zone speed limit of 35 mph,with additional reductions only at the crossover locations, ensures compliance with TMUTCD requirements and provides a consistent speed pattern for drivers. In addition, lane widths during construction phases 2, 3, and 4 will be reduced to 10.5 feet,which is 1.5 feet narrower than the existing 12-foot lanes.A lower speed limit will help improve driver safety as vehicles navigate these narrow lanes within the active work zone. This reduced speed limit is intended to remain in effect only for the duration of active construction.
