The perpetual easement, right-of-way, rights and privileges herein granted shall be used to construct, install, operate, maintain, inspect, reconstruct, enlarge, relocate, rebuild, repair, and remove a water distribution system and water lines, together with all necessary lines, pipes, conduits, valves, vaults, manholes, ventilators, and other equipment, improvements, accessories and appurtenances or operations and any other necessary accessories thereto. Declarant retains, reserves, and shall continue to enjoy the surface of such easement for any and all purposes which do not interfere with and prevent the use of the easement.
