WHEREAS, the City and Engineer executed a Contract for Engineering Services, hereinafter called the "Contract," on the 25th day of April, 2024 for the Sam Bass at Hairy Man Road Intersection Improvements Project in the amount of$585,398.44; and WHEREAS,the City and Engineer executed Supplemental Contract No. 1 on October 11, 2024 to amend the scope of services and to increase the compensation by $18,549.00 to a total of $603,947.44; WHEREAS,it has become necessary to amend the Contract to modify the provisions for the scope of services and to increase the compensation by$198,728.00 to a total of$802,675.44; NOW THEREFORE,premises considered,the City and the Engineer agree that said Contract is amended as follows: I. Project Length: 1,200' (0.23 Miles) In general,the City of Round Rock and its representatives to their best efforts will render services as follows: 1. Schedule,coordinate,and conduct public involvement meetings. 2. Provide available criteria and full information as to the client's requirements for the project. 3. Furnish available horizontal control points and established City of Round Rock monumentation. 4. Furnish available existing plans and/or design information for the project and interface data for any adjacent projects. 5. Assist the Engineer by placing at their disposal all available written data pertinent to previous operations, reports and any other data (including hydraulic studies and models) affecting the project. 6. Provide available existing traffic counts and design year projects (to be used for geotechnical and geometric design purposes). 7. Furnish available right-of-way maps. 8. Provide available and all applicable special specifications, special provisions and updated list of bid items applicable to the project. 9. Examine documents submitted by the Engineer and render decisions pertaining thereto, promptly,to avoid unreasonable delay in the progress of Engineer's services. 10. Respond promptly in writing to requests by the Engineer for authorization to proceed with specific activities deemed desirable. 11.Negotiate with all utility companies for any agreements and/or relocations required. 12. Pay all reviewing agency fees promptly including review, inspection and recording fees. 13. Acquire any off-site ROW and easement required for the project. Page 1 of 1 Exhibit A Docusign Envelope ID:E3E68EF3-7BB5-4E18-9C6D-2465CEA232C9 ADDENDUM TO EXHIBIT B Engineering Services SAM BASS AT HAIRY MAN INTERSECTION IMPROVEMENTS—SCHEMATIC AND PS&E Modifications: The Engineer will perform the following items listed below,as described: TASK 1 PROJECT MANAGEMENT AND ADMINISTRATION The engineer shall: • Submit monthly status reports and invoicing for additional six(6) months. • Attend three(3)coordination meetings with the City to discuss detention requirements and alternatives. • Prepare,distribute,and file both written and electronic correspondence.Prepare and distribute meeting notes. • Conduct internal coordination meetings(bi-weekly)to advance the development of the project for additional six months. Maintain project schedule updates for an additional six months • QA/QC detention deliverables TASK 4 PUBLIC INVOLVEMENT Conduct additional stakeholder meeting with additional affected stakeholder at east end of project limits and attend meeting with affected stakeholder(Gill/Gill/Blanchard [R055179]) and continued pre- construction outreach. TASK 5 RIGHT-OF-WAY(ROW) DATA Perform additional boundary analysis and prepare draft plats and field note descriptions for two(2) additional parcels.Originally scoped five (5)and now seven (7) are required. TASK 7 PS&E PLAN DEVELOPMENT The Engineer shall: - Revise roundabout configuration to account for additional public and City comments. 7.11. Drainage Design The Engineer shall: • Collect available GIS data needed for preliminary analysis of detention. • Perform hydrologic analysis for contributing drainage areas using NRCS Unit Hydrograph method per City DCM for each detention alternative. 50%, 10%,4%, and 1%annual exceedance probability(AEP) storm events will be used for detention analysis. HEC-HMS shall be used for calculating hydrographs. Docusign Envelope ID:E3E68EF3-7BB5-4E18-9C6D-2465CEA232C9 • Perform design of detention basin to attenuate increases in runoff due to the proposed roadway improvements to pre-development levels.Analyze existing conditions, proposed conditions without detention,and proposed conditions with detention within HEC-HMS to determine peak runoff, required detention, and provided detention.Three (3) alternatives are analyzed for different detention locations and configurations.Alternatives include underground detention, modifying the existing detention basin in The Woods subdivision, and adding another detention basin to the south of The Woods subdivision. • Prepare a detention technical memo summarizing analysis methodology and results after each requested alternative. • Update proposed storm sewer to tie into the proposed detention basin alternatives. • Prepare existing storm sewer model to establish all flow passing through the project site. • Revise storm sewer model to use TxDOT standards with a maximum curb opening of 10-feet.Tie proposed improvements into the existing storm sewer model. 7.15 Water Pollution Abatement Plan(WPAP) Modify water quality plan/layout and calculations to reflect modified storm sewer model and layout. 7.21. Traffic Control Plan,Detours,and Sequence of Construction The Engineer shall: Draft additional traffic control phasing plan for intersection closures and detour routes. TASK 8 ENVIRONMENTAL SERVICES Update draft Geologic Assessment and Threatened and Endangered Species Habitat Evaluation reports to include revised site boundaries. Conduct an aquatic resources delineation withing the revised project area in accordance with the USACE 1987 Corps of Engineers Wetland Delineation Manual and other guidelines. Evaluation will assess the three (3)wetland parameters and delineate boundaries of identified wetlands, including use of soil sampling. Prepare USACE data forms with representative photos, as well as mapping extents of any observed wetlands boundaries. Based upon above delineation, prepare an aquatic resources delineation report to document findings and include professional opinion pertaining to jurisdictional status under Section 404 of the Clean Water Act. Prepare an application to the Williamson County Conservation Fund (WCCF)Application to gain incidental coverage in case potential karst feature is found occupied by the Bond Cave harvestman during construction activities. Note that the Tooth Cave spider is now known from the area and an RHCP application does not cover incidental take of that species.The project occurs within the Georgetown Karst Faunal Region and is within Karst Zone 1.Coverage for potential impacts to golden-cheeked warbler(Setophaga chrysoparia) habitat are not anticipated. Prepare draft and final Williamson County RHCP applications.Address any comments and provide final application for submittal to WCCF.
