Responsibilities of TCFP • Has provided$48,000 to IAFF to cover all costs and conduct this Four-Day Training"Responding to the Interface"(RTI)train the Trainer course in City of Round Rock,Texas. III. Responsibilities of IAFF As part of this IAFF RTI TtT Course,the IAFF will provide: • The course at no cost for all attendees,which include all RRFD firefighters registered to attend by the Fire Department. • All required IAFF Instructors,training manuals and resource materials.Each student for the IAFF RTI TtT Course will be required to have these teaching aids. • Guidance and subject matter expertise on urban interface fire problems. • Assistance and analysis on IAFF—sponsored fire research. • Ensure that the IAFF RTI Program is delivered properly and only as intended by the IAFF. IV. Responsibilities of RRFD RRFD will provide a facility("Course Site")based on availability and within normal limits imposed by the setting,space,and equipment constraints of the City,to the IAFF to teach the Course at no charge to the IAFF. The Course Site used to conduct IAFF RTI skills training shall meet the following requirements: Training Classroom: • Enough tables and chairs to seat 25 participants,plus six instructors • The classroom must be free of distractions and at a comfortable temperature for the students. • Provide classroom Audio&Visual capabilities. • Two(2)easels and ease]pads or dry-erase boards with markers. • Access to a printer/copier • Access to Electrical extension cords and surge protectors. Field Training Area: A neighborhood representative of typical urban interface risk.Ideally,a minimum of ten(10)structures are required.The optimum setting provides many structures in one(1)or two(2)rows.Homeowners'permission to use yards will be required.(the IAFF Course Coordinator will assist the RRFD by providing templates of Homeowner Letters and Hold Harmless documents for Host Site to use at its option/discretion). • At least one working fire hydrant. • Restrooms. In addition,RRFD shall provide the following equipment to teach the course: Training Equipment: • A minimum of four(4)apparatus and no more than six(6)apparatus can be used. • Radios(minimum of 10)with at least two channels/frequencies that can be dedicated for training exercises. • Positive Pressure Ventilation Fan(PPV)for Fire Shelter Drills. Personal Protective Clothing and Equipment: • Each participant must have their own wildland fire fighting ensemble meeting the requirements contained in NFPA 1550,Standard for Emergency Responder Health and Safety Program and include:helmet,jacket/shirt, trousers,boots,hood and gloves.All skills must be performed in full Wildland PPE. • Load Cary Equipment or Personal equipment normally carried by jurisdiction's fire fighters Medical and Logistical Facilities and Equipment: • Area out of direct sunlight that can be used for rehabilitation,with cooling and warming capabilities. • Medical kit(at a minimum,kit must contain essentials needed to provide basic life support care including airways,dressings,and a variety of first aid equipment.) • Radios available to instructors(can be included in the ten required for training)with two dedicated frequencies/channels.One frequency/channel will be used by students in forming radio communications skills required during training scenarios.The second frequency/channel will be used by instructors to communicate with medical personnel if a fire fighter is injured. • Water • Restrooms RRFD will make aware all training participants that the Course,and any written,printed, graphic,or electronically or magnetically recorded information developed in accordance with this MOU,is the sole and exclusive property of the IAFF. In addition,any written,printed, graphic,or electronically or magnetically recorded information furnished by the IAFF for use in carrying out the provisions of this MOU is the sole property of the IAFF. RRFD will keep proprietary information owned by IAFF confidential and will not disclose it by any means to any person except with the IAFF's written approval,and only to the extent necessary to perform under this MOU.Notwithstanding the above,IAFF acknowledges RRFD is subject to the Public Information Act,chapter 552,Texas Government Code,(the Act").RRFD will maintain the confidentiality of the proprietary information to the extent permitted by law and agrees that,as required by the Act,it will notify IAFF if a request relating to such proprietary rights is received.IAFF understands that the Act excepts disclosure of trade secrets and confidential commercial information and that it will need to assert the proprietary interest that it will need to assert the Proprietary interest as a basis for nondisclosure. The IAFF RTI Program or course can only be delivered by IAFF-certified RTI Instructors.Any use of the IAFF RTI Program that is inconsistent with this MOU is a violation of the IAFF copyright on this IAFF RTI Program.
