CM-2026-078 - 3/20/2026 STATE OF TEXAS § COUNTY OF WILLIAMSON § SUPPLEMENTAL CONTRACT NO.3 TO CONTRACT FOR ENGINEERING SERVICES FIRM: ARDURRA GROUP,INC. ("Engineer") ADDRESS: 3115 Allen Parkway, Suite 300,Houston,TX 77019 PROJECT: Stone Oak Pump Station Modifications This Supplemental Contract No. 3 to Contract for Engineering Services is made by and between the City of Round Rock,Texas, hereinafter called the"City"and Ardurra Group, Inc., hereinafter called the "Engineer." WHEREAS, the City and Engineer executed a Contract for Engineering Services, hereinafter called the"Contract,"on the 16th day of April,2021 for the Stone Oak Pump Station Modifications Project in the amount of$34,970.00; and WHEREAS,the City and Engineer executed Supplemental Contract No. 1 on March 24,2022 to amend the scope of services and to increase the compensation by $139,100.00 to a total of $174,070.00; and WHEREAS,the City and Engineer executed Supplemental Contract No. 2 on August 23,2025 to amend the scope of services and to increase the compensation by $11,699.00 to a total of $185,769.00; and WHEREAS,it has become necessary to amend the Contract to modify the provisions for the scope of services and to increase the compensation by $85,210.00 to a total of$270,979.00; NOW THEREFORE,premises considered,the City and the Engineer agree that said Contract is amended as follows: I. Article 2,Engineering Services and Exhibit B,Engineering Services shall be amended as set forth in the attached Addendum to Exhibit B. Exhibit C, Work Schedule shall be amended as set forth in the attached Addendum to Exhibit C. II. Article 4, Compensation and Exhibit D, Fee Schedule shall be amended by increasing by $85,210.00 the maximum amount payable under the Contract for a total of$270,979.00,as shown by the attached Addendum to Exhibit D. Date Signed: 3f).1)J.ZC Supplemental Contract Rev.06/16 0199.202106 84275 3 ADDENDUM TO EXHIBIT B Engineering Services Attached Behind This Page Exhibit B Detailed Scope of Engineering Services SCOPE OF SERVICES FOR CITY OF ROUND ROCK STONE OAK PUMP STATION MODIFICATIONS CONSTRUCTION PHASE SERVICES SCOPE OF WORK The scope of work presented below describes the basic level of services for construction phase services. Unless noted otherwise,all deliverables will be electronic PDF. Task 4.0—CONSTRUCTION PHASE SERVICES 4.1. Project Management Engineer shall oversee the delivery of the construction phase tasks for the Project. This task includes the Engineer's coordination with the City staff and selected General Contractor to manage the delivery of the work outlined in this scope of work. The Engineer will perform the duties of the project oversight and reporting to provide updates on the following items: project performance, schedule updates, budget tracking, monthly status reports and project invoicing. Engineer will track and update the budget,schedule, progress of work and potential changes to the scope of work.Engineer will provide a project status report and submit with monthly invoice. The project status report will include summary of work completed to date,work planned for the upcoming month and schedule update as needed. It is assumed that construction duration will include fifteen (15) months from start to substantial completion, and one (1) more month to final acceptance based on a construction duration of 480 calendar days. 4.2. Meetings 4.2.1. Pre-Construction Meeting: Engineer will attend a virtual pre-construction meeting to provide information and answer questions. 4.2.2. Monthly Progress Meetings: Engineer will attend monthly construction progress meetings and site visits.The level of effort for this task assumes that ten (10) monthly progress meetings will be attended virtually and six (6) monthly progress meetings will be attended in person. It is assumed that each meeting will be one hour in duration. Meeting agenda and sign-in sheet will be provided by Others. In conjunction with monthly progress meetings, Engineer will make site visits to observe as an experienced and qualified design professional,the progress and quality of the various aspects of Contractor's work.Such visits and observations by the Engineer are to include spot checking, selective review, and similar methods of general observations of the work based on Engineer's exercise of professional judgement. Based on information obtained during such visits and such observations, Engineer shall endeavor to determine in general if such work is proceeding in accordance with the Contract Documents. Construction Management and field inspection services will be provided by the City. A-1 ARDURRA Exhibit B Detailed Scope of Engineering Services 4.3. Submittal,Substitution, RFI and WCD Review 4.3.1. Engineer will review and comment on Contractor's submittals, RFIs and WCDs including coordination with the City on Change Directives and Change Orders. The scope of work assumes up to 70 total submittal and resubmittal reviews, 15 RFI reviews and two(2)WCD reviews. 4.3.2. Engineer will evaluate and determine the acceptability of substitute materials and equipment proposed by the Contractor and make recommendations to the City as to their acceptance or rejection.The scope of work assumes up to two (2) individual substitution evaluation. 4.4. Substantial Completion and Final Acceptance 4.4.1. Engineer will review progress of work for Substantial Completion (in the form of a Substantial Completion walkthrough inspection);with production of punch list; substantiation that items are completed; and issue Certificate of Substantial Completion with concurrence of the City. 4.4.2. Engineer will conduct a final inspection to substantiate that the completed work of the Contractor is acceptable to certify work completion and issue Certificate of Final Acceptance with concurrence of the City. 4.5. Pay Application Review Engineer review and approve Contractor pay applications coordinating with City Construction Manager. Construction Management and Inspection services are provided by Others. 4.6. Record Drawings Engineer will coordinate with Contractor to obtain complete record of as-built "redlines." Engineer will prepare Record Drawings from Contractor's as-built "redlines" in electronic PDF and hard copy format. 4.7. Factory Witness Testing 4.7.1. Factory Acceptance Test(FAT): Per specification Section 40 61 21, Engineer to witness the FAT for the pump control panel provided by the Contractor/Process Control System Integrator(PCSI)to verify that the panel meets all specified functional, performance, and integration requirements as a complete integrated system prior to shipment.The FAT shall be conducted at the PCSI's facility and witnessed by the Engineer and/or City. PCSI shall provide all supporting documentation including approved submittals, drawings, and factory test procedures.Testing will include verification of system hardware and software, inspection of control panels and network components,full I/O point testing, demonstration of system backup and recovery procedures,and validation of all control logic and fault handling.All deficiencies must be resolved and retested to the satisfaction of the Engineer and/or City prior to shipment. Upon successful completion, a signed FAT Status Signoff form shall be submitted for record. 4.7.2.Operational Readiness and Functional Demonstration Testing(ORT/FDT): Per specification A-2 ARDURRA Exhibit B Detailed Scope of Engineering Services Section 40 61 21, Engineer witness the ORT/FDT to verify and certify that the installed Process Control System (PCS), including all instrumentation,control panels,field wiring, and process interfaces, is fully functional, properly configured, and ready for continuous operation.These tests are witnessed by the Engineer and/or City and serve as critical milestones prior to site acceptance and system turnover. Successful completion of the ORT/FDT confirms that the PCS is fully operational and ready for Site Acceptance Testing (SAT), pending submittal of all required documentation and test results.
