PROJECT: Water Treatment Plant Miscellaneous Improvements
This Supplemental Contract No. 2 to Contract for Engineering Services is made by and between
the City of Round Rock, Texas, hereinafter called the "City" and AECOM Technical Services,
Inc., hereinafter called the"Engineer."
WHEREAS, the City and Engineer executed a Contract for Engineering Services, hereinafter
called the "Contract,"on the 13th day of July, 2023 for the Water Treatment Plant Miscellaneous
Improvements Project in the amount of$257,490.00; and
WHEREAS,the City and Engineer executed Supplemental Contract No. 1 on January 9,2025 to
amend the scope of services and to increase the compensation by $127,884.00 to a total of
$385,374.00; and
WHEREAS,it has become necessary to amend the Contract to modify the provisions for the scope
of services and to increase the compensation by $56,981.00 to a total of$442,355.00;
NOW THEREFORE,premises considered,the City and the Engineer agree that said Contract is
amended as follows:
I.
Article 1, City Services and Exhibit A, City Services shall be amended as set forth in the attached
Addendum To Exhibit A.
II.
Article 2, Engineering Services and Exhibit B,Engineering Services shall be amended as set forth
in the attached Addendum to Exhibit B. Exhibit C, Work Schedule shall be amended as set forth
in the attached Addendum to Exhibit C.

III.
Article 4, Compensation and Exhibit D, Fee Schedule shall be amended by increasing by
$56,981.00 the maximum amount payable under the Contract for a total of$442,355.00, as shown
by the attached Addendum to Exhibit D.
IN WITNESS WHEREOF,the City and the Engineer have executed this Supplemental Contract
in duplicate.

ADDENDUM TO EXHIBIT A
City Services
The City of Round Rock will furnish to the Engineer the following items/information:
• Designate a person to act as City's representative with respect to the services to be performed
or furnished by the Engineer. This representation will have authority to transmit instructions,
receive information, interpret and define City's policies and decisions with respect to
engineering services.
• Provide all criteria and full information as to City's requirements for the Task,including as-builts,
and any other information necessary.
• Assist Engineer by placing all available information pertinent to the Task, including previous
reports and any other data relative to the ultimate project if available to the City and necessary
for the Engineer to complete the task.
ADDENDUM TO EXHIBIT B
Engineering Services
PROJECT BACKGROUND
The City of Round Rock owns and operates a water treatment plant, referred to herein as the Round Rock
Water Treatment Plant(RRWTP), located at 5200 N. IH35 in Round Rock,Texas. The RRWTP can treat
approximately 52 MGD of raw water from Lake Georgetown through three existing treatment plant phases,
referenced as Phase III, Phase IV,and Phase V. Each treatment phase includes a rapid-mix section,followed
by flocculation basins,sedimentation basins,filters,a combined disinfection basin, and ends at several large
clearwells and pumping stations which distribute treated drinking water into the City's distribution system.
Construction of the various Phases has spanned several years, beginning in 1996 and going through 2002.
Additionally, multiple smaller improvement projects have been constructed on the RRWTP site over the
years, providing miscellaneous improvements to various treatment,and piping components.
Currently,the RRWTP uses Alum and polymer chemical addition for coagulation during the treatment
process and Chlorine Gas and Liquid Anhydrous Ammonia for disinfection and residual control. Due to the
length of time and severity of service,several chemical feed lines,the Alum and polymer feed systems,
various sample pipes,and other miscellaneous items have reached their useful life and are beginning to fail,
causing maintenance issues throughout the treatment plant and process.
On October 18, 2024 AECOM submitted the Final Design Documents for the Round Rock Water Treatment
Plant Miscellaneous Improvements Project, and the City of Round Rock posted the Project for Bidding on
October 23, 2024. The Final Design Documents included a rehabilitation of the existing chemical feed
system,sample lines to the laboratory,washdown water at the Sedimentation Basins,and other
miscellaneous components that were in need of repairs and/or replacement. Bidding for this project closed
on December 11, 2024. During the original bid time, only one bid was received,and the City of Round Rock
chose to not move forward with the project at that time.
PROJECT DESCRIPTION
The City of Round Rock has asked AECOM to perform additional design services to supplement the original
Final Design Documents with additional work,as well as remove some portions of the original design to
streamline the work in hopes of receiving more competitive bids. As a part of the additional design services,
the replacement of the filter media in Phase V and conditional assessment of existing filter underdrains were
added to the design. Additionally,an emergency generator is proposed to supplement the existing electrical
system powering the Phase V Treatment Train in the event of a power failure. Also,as a part of these electrical
improvements,replacement of the Manual Transfer Switches currently a part of the Phase III system with
Automatic Transfer Switches was added. In addition to supplementing the original Final Design Documents
with the additional electrical/I&C and filter rehab work,the Bid Documents will be updated to omit all work
associated with the existing and proposed sample lines,the work to be omitted also includes all laboratory
improvements and the plant roadway improvements.
SCOPE OF WORK
The following paragraphs define the specific tasks associated with the improvements described above.
Task 1:Project Management
1. Prepare for,attend,and conduct a Project Kickoff Meeting to discuss the general and specific
requirements of the Additional Design Services. Produce meeting minutes for project kickoff
meeting and distribute to all attendees.
2. Attend and conduct monthly progress meetings. These meetings will all be remote Microsoft TEAMs
meetings.This proposal is based on conducting a total of four(4)progress meetings for the duration
of the contract. This service will include the preparation of the meeting agenda and meeting
summary minutes.One(1)hours per meeting for three people are allocated for this task.
3. Prepare and submit monthly invoices and progress reports. The monthly reports will support the
monthly billings. Progress Reports shall include a summary description of the tasks completed as of
the progress report date and will be submitted with invoices on a monthly basis. This task is based
on the assumption that monthly reports will be provided for the duration of the project,with each
report and invoice requiring approximately two(2)man hours.
Task 2:Additional Design Phase Services
1. Collect and review available,existing data for the treatment plant,specifically regarding the filters
noted above,and the existing electrical and instrumentation infrastructure associated with the
Phase III and Phase V Treatment Trains. Items to review include record drawings,operation and
maintenance manuals,instrumentation and control information,control narratives,etc.Identify any
additional information which may be needed as a result of this review.
2. Using the record information provided,conduct a site visit to the RRWTP to inspect and confirm the
record information and to develop location options for the Phase V Generator,routing options for the
Phase V Generator electrical conduit,and placement options for the Phase III Automatic Transfer
Switches(ATS). It is anticipated that the site visit will take two people approximately 8 hours to
review and confirm the existing data, identify routing corridors,and identify possible placement and
replacement options.
3. Develop specification and drawings for a new generator to provide emergency power to the existing
Phase V Treatment Train. This item includes reviewing the existing electrical loads associated with
Phase V,reviewing the existing emergency generator that provides emergency power to Phase III/IV,
ensuring the proposed generator is compatible with the facility electrical distribution system,and the
fuel type, power output,and capacity all meet the Owner's needs.
4. Identify and develop Site Plans for the Phase V Generator, associated instrumentation,and the
electrical conduit incorporating the Generator into the existing plant electrical distribution system.
5. Identify and develop specification and drawings for the Phase III ATS within the existing Phase III
Electrical Room. The ATS are larger than the Manual Transfer Switches (MTS) that are being replaced,
so a simple swap out is not possible.
6. Develop specifications and drawings for the replacement of the existing filter media in the Phase V
Treatment Facility. Specification to include the requirement for a licensed technical representative
of the filter underdrain manufacturer perform an inspection of the current condition of every filter
and underdrain system,and provide rehabilitation recommendations based on their assessment.
7. Update drawings, specifications,and EOPCC to remove all work associated with the sample lines,
sample pumps,laboratory rehabilitation, and plant roadwork previously included.
8. Develop the 100%Plans,Contract Documents,Technical Specifications,and EOPCC to the Owner
for review and comment. After Owner has reviewed, conduct a 100% design workshop to obtain and
discuss Owner's comments on the review package, identify appropriate equipment vendors, and
finalize sequence of construction for each component.
9. Based on Owner's comments,update and finalize the 100%Plans,Contract Documents,and
Technical Specifications and submit signed and sealed package to Owner for approval and bid.
Task 3:Bid Phase Services
1. Assist the Owner in advertising the project for Bid. It is understood the Owner utilizes an electronic
bid system, Bonfire,and that all bid documents will be provided to Owner for upload to the site in
electronic,Adobe Acrobat(.pdf)format.
2. Attend a pre-bid conference and provide support to the Owner in describing the project and
attending a pre-bid site visit with potential contractors.
3. Respond to questions during the Bid Phase and provide addenda to clarify responses,as needed. It
is anticipated email responses to questions will be provided to the Owner for upload to the electronic
bidding site,and that multiple Addenda will be required.
4. Assist the Owner in reviewing,evaluating,and scoring the submitted Bid/CSP as requested.
5. Prepare conformed construction Plans, Contract Documents, and Technical Specifications,
incorporating all addenda and issue to selected construction contractor.
SPECIAL SERVICES
The Scope of Services and the budget presented herein do not include the following services. At such time
that it is determined that these services may be required,AECOM will obtain authorization from the City of
Round Rock prior to performing any work.
1. Travel and subsistence required of AECOM and authorized by the Owner to points other than local
governmental agencies,consultants,and project sites.
2. Filing,review,permit inspection and other fees assessed by the City,County,or State
3. Expert witness testimony concerning the project or any of its elements.
4. Permitting services,including but not limit to the completion of any permit application for any
regulatory agency.
5. Construction phase survey control staking, confirmation of benchmarks,or verifications.
Performance of any topographic, boundary survey or property boundary research.
6. Construction phase geotechnical or materials testing services.AECOM understands the Owner will
contract directly with a licensed testing laboratory when services are needed.
7. On-site Resident Project Representative Services.
8. Warranty Phase Services after Construction

DELIVERABLES
The following deliverables will be submitted within each phase of the work defined above:
1. Progress set (100%) of the Plans, Contract Documents, Technical Specifications, and EOPCC.
2. Final Bid documents.
3. Bid evaluation and recommendation.
4. Conformed Construction Plans, Contract Documents, and Technical Specifications.

Work Schedule
It is anticipated that the above scope of work for the Additional Design Phase will be completed within
four(4) months of the authorization to proceed.
