RE: Recommendation to Award—Old Settlers Park Cross Country Improvement Project 2026
Dear Mr. Atkins,
As you are aware, on March 31, 2026, bids were received for the Old Settlers Park
Cross Country Improvement Project 2026. In total,ten(10)bids were received with
amounts ranging between$237,309.80 to $3,284,488.28. The highest bidder had a unit
price discrepancy that made their bid out of the range of normal for this project(and
what they put for their bid total for the project). Had this unit price discrepancy not
been present,their bid would have been for$294,488.28 (still not the lowest bidder). If
this bid was excluded entirely,the bids would range from $237,309.80 to$721,782.50.
Based upon my review of the bid and analysis of the funding available, I recommend
the City of Round Rock accept the Bid as submitted by T.F. Harper&Associates in the
amount of$237,309.80. In addition to being the lowest bid received,the City has
worked with T.F. Harper&Associates in the past with good results. If additional
information is required,please advise.
