The proposed services would include implementation for The Monitoring Association(TMA)ASAP service.ASAP
Leverages the Association of Public Safety Communications Officials(APCO)and American National Standards
Institute(ANSI)protocols for information exchange between alarm monitoring centers and emergency
communications centers(ECCs),also known as public safety answering points(PSAPs).
To align with the operational goals and technical environment of RRPD,ASAP has flexible deployment options.
These options include ASAP fully integrated with CAD(CAD-Integrated),ASAP View,or a hybrid of these two
implementations.This proposal contains information for these three implementation optionsfor your
consideration:
• Implementation Option 1:ASAP(CAD-Integrated)
• Implementation Option 2:ASAP View
• Implementation Option 3:Combined ASAP View Followed by CAD-Integrated
The process to initiate ASAP implementation services is described in the"Implementing ASAP Service"section of
this proposal.Appendix A includes the TMA Terms of Use and an example TMA ECC Agreement.Appendix B
includes TMA's ASAP sole source justification letter for your reference.

Introduction and Background
ASAP Service
Since its debut in 2011,the Automated Secure Alarm Protocol,more commonly known as ASAP Service,has been
helping public safety agencies reduce the time it takes to dispatch first responders by an average of two minutes.
Developed through a collaboration between two leading nonprofit associations—Association of Public-Safety
Communications Officials(APCO)and The Monitoring Solution(TMA)—ASAP enables faster,more accurate,and
more informed emergency response,ultimately saving lives and protecting property.
As the only standards-based alarm automation solution in the industry,ASAP boasts an impressive 80%
adoption rate among alarm monitoring centers.
Benefits of ASAP include:
• Minimal manual processes:Reduces the volume of 10-digit administrative phone calls from 80%of the
nation's alarm monitoring centers
• Faster response times:Cuts alarm processingtime from minutes to seconds,accelerating emergency
response and improving outcomes

ECCs implementing ASAP have multiple implementation options available to align with their operational workflows,
technical environment,and long-term strategic goals.Whether seeking browser-based visibility through ASAP View,
full computer-aided dispatch(CAD)integration,or a combined/hybrid approach,each implementation option
provides varying levels of system integration,automation,and operational efficiency.The following sections outline
these options to support informed decision-making based on each ECC's unique needs and readiness.
ASAP(CAD-Integrated)
ASAP(CAD-Integrated)is a two-way communications platform that enables alarm monitoring centers to digitally
send requests for service directly into the ECC's CAD system,saving an average of two minutes per call.ASAP
accelerates 911 workflows of alarm reporting by eliminating phone calls and voice relays from and to an alarm
monitoring center.The use of data communications virtually eliminates errors that are inherent in voice
communications,thereby ensuringthat complete and accurate information is transmitted to the ECC. Pre-verified
addresses using geographic information system(GIS)data eliminates misrouted alarms and errors,reducing
Liability by ensuring precise dispatch information and improved response times.
ASAP View
ASAP View is a faster path to realizing ASAP's benefits.It is a modern,web-based version of the traditional ASAP
Service,recently introduced by TMA.ASAP View simplifies deployment, reduces setup overhead,and retains all the

proven capabilities of the original solution. It provides digital alarm messages from the alarm monitoring centers,
allowing the ECC/PSAP telecommunicator to retrieve alarm information from the website rather than over the
phone.
ASAP View is the perfect interim solution for agencies planning a full ASAP integration,delivering immediate value
with minimal effort and enabling a smooth future transition to full CAD integration.
Combined ASAP View Followed by CAD-Integrated
The combined implementation option enables the ECC/PSAP to deploy ASAP View initially in order to establish
immediate operational capability while preparing for subsequent CAD integration.This phased approach allows
telecommunicators to begin receiving and managing ASAP messages through the web-based interface,thereby
minimizing implementation timelines and accelerating adoption.As integration efforts progress,CAD connectivity
is introduced to enable automated data exchange and streamlined workflow integration.This hybrid model
supports operational continuity,reduces deployment risk,and provides a structured pathway toward full system
integration.
Objectives
This Statement of Services outlines the tasks and deliverables required to implement ASAP(CAD-Integrated)and/or
ASAP View for improving the automation and reliability of alarm notifications between alarm monitoring centers
(monitoring centers)and emergency response agencies.The goal is to streamline the process of transmitting alarm
signals,reduce response times,and enhance the security and accuracy of communication.
The objectives of implementing ASAP are as follows:

Scope of Work
This section details the tasks Mission Critical Partners°(MCP)will complete for Round Rock Police Department
(RRPD)during the implementation process,with the exception of Task 3,which is identified as customer
requirements.
Implementation Option 1:ASAP(CAD-Integrated)
Task 1:Establishment of Communication Points&Project Plan
• Task 1.1:Coordinate with RRPD to determine the stakeholders and subject matter experts necessary to
participate in the successful integration and implementation of ASAP.
• Task 1.2:Organize the kickoff meeting and cadence for status meetings and project deliverable
expectations.
• Task 1.3: Provide regular status updates to all stakeholders and coordinate resources to ensure successful
implementation of ASAP.

• Task 1.4:Identify the alarm monitoring centers planned to integrate and send alarm response requests.
Task 2:System Assessment
• Task 2.1:Coordinate with RRPD's subject matter experts to determine the necessary CAD system
upgrades or adjustments required to support ASAP integration.
• Task 2.2:Conduct an addressing data review to verify RRPD's addressing formats with monitoring center
customer address information.
• Task 2.3:Conduct a CAD operations review to understand incidenttypes and align with monitoring center
alarm response recommendations.
Task 3:Customer Requirements
• Task 3.1:Assume responsibility for any costs and/or upgrades required by the CAD provider for ASAP
compatibility.The ASAP implementation team can assist with discussions and coordination of technical
requirements as needed.
• Task 3.2:Coordinate with the CAD provider to establish ASAP interface connectivity to the CAD production
and training/test environment.The ASAP implementation team can assist with discussions and
coordination of technical requirements and testing as needed.
• Task 3.3:Identify personnel to assist the ASAP implementation team to develop policies and procedures to
support ASAP integrated operations.
• Task 3.4:Identify personnel to assist with monitoring center address verification and data normalization.
• Task 3.5:Coordinate with MCP to identify subject matter experts and assist with connectivity between the
CAD interface network and the ASAP host system.
• Task 3.6:Provide information and coordinate with the monitoring centers planned to send alarm response
requests.
Task 4:ASAP Integration Testing
• Task 4.1: Establish a test plan and extend test cases as appropriate for RRPD.
• Task 4.2: Execute testing to ensure that RRPD's CAD product ASAP interface conforms with the APCO/TMA
ANSI 2.101.3-2021 standard.
• Task 4.3:Configure interfaces with emergency response agencies(e.g.,police,fire departments, medical
services)that support ASAP.
• Task 4.4:Implement data encryption to secure alarm notifications during transmission.

All tasks and scope of work activities associated with ASAP View and CAD-integrated implementation will be
performed consecutively,with ASAP View being implemented first.This sequential approach ensures structured
project execution;maintains operational continuity;and allows each phase to be completed,validated,and
stabilized before progressing to the next. By executingthe defined scope in order,the ECC benefits from controlled
implementation,reduced risk,and clear transition points between deployment stages.
Deliverables
MCP will provide the following deliverables as part of the ASAP(CAD-Integrated)and/or ASAP View implementation
project:
• ASAP Integration Plan:A detailed plan specifying integration steps,including configurations for each
emergency response agency
• Test Reports:Documentation of system tests and validation results,confirming the successful
implementation of ASAP(CAD-Integrated)and/or ASAP View
• Deployment Report:A report confirming that the ASAP(CAD-Integrated)and/or ASAP View integration has
been successfully deployed and is functioning as expected
• Post-Deployment Support Plan:A support plan for troubleshooting and system maintenance for a defined
time period after deployment

Success Criteria and Acceptance
The project will be considered successfully completed when:
• ASAP has been integrated and tested by Round Rock Police Department.
• Alarm notifications are being received securely and automatically with the first monitoring center.
• All testing criteria are met,and no critical issues are identified.
Risks and Mitigation
The following risks and mitigation apply to ASAP(CAD-Integrated)implementation only—not to ASAP View
implementation.
• Risk 1:Integration issues with the legacy CAD system
Mitigation: Ensure thorough system assessment and compatibility checks before starting integration
• Risk 2:CAD address data verification
Mitigation: Ensure that CAD data is consistent with postal address standards and responsiveness in the
event data integrity issues are identified
Conclusion
This Statement of Services outlines the steps and requirements for the successful implementation of ASAP(CAD-
Integrated)and/or ASAP View in order to improve alarm notification and emergency response times.The project
will result in a more automated,secure,and effective process for dispatching emergency services—ensuring that
alarms are transmitted in real-time.
Project Team
With more than 225 staff members, MCP's specialized professionals are integral members of our team. Each team
member brings a unique skill set and depth of experience in technology migration services.
Bill Toth,ASAP Implementation Director and Project Manager,will oversee the strategic management,testing,
integration,rollout,and ongoing support of the ASAP system.MCP will also assign a dedicated Implementation
Specialist from our team to support this engagement.
The MCP Implementation Specialist Team brings an average of 20 years of public safety experience,including
extensive operational experience within ECCs and deep subject-matter expertise in the implementation of ASAP
services.Collectively,the team has supported numerous ECCs and monitoring centers across North America,
ensuring consistent,reliable,and standards-based ASAP deployments.
Our Implementation Specialists possess hands-on experience across core ECC operational domains,including
call-handling and dispatch workflows, ECC process management,GIS administration and address validation,and
alarm-processing procedures.Their expertise extends to the configuration,testing,and validation of ASAP message
flows;jurisdictional boundary alignment;and monitoring center coordination.Additionally,the team provides
operational and technical training tailored to ECC staff,supervisors,and administrators,thereby ensuring

successful adoption and long-term operational sustainability.This combination of public safety experience,ECC
operational knowledge,ASAP implementation expertise,and technical proficiency facilitates a seamless

Pricing
Professional services outlined in the respective scopes of work will be provided for a fixed fee,as laid out in the
following payment schedules.The fee is based on the assumption that all services will be performed remotely.If
onsite resources are requested,travel expenses will be billed separately.
Mission Critical Partners will invoice the Round Rock Police Department based on the following applicable
milestone payment schedule.Invoices shall be reviewed and paid within 30 days.

ASAP Service
Mission Critical Partners is prepared to execute the scope of work set forth in this ASAP Implementation
proposal, subject to the TMA ASAP Service Terms of Use(provided in Appendix A), in exchange for the fees
identified in the Pricing Section upon notification to proceed from Round Rock Police Department as
evidenced by authorization to proceed via signature on the following page or receipt of a purchase order(PO),
followed by a signed TMA ECC Agreement.
• Purchase Order: If initiating services via a PO,please include all of the required information,as set forth
below,including the ASAP Implementation Option selection.
• Signature Page:If initiating services via the enclosed Signature Page,the desired ASAP implementation
option must be checked,signed,and returned with a signed copyof this entire proposal.
Following our receipt of the PO or the Signature Page with this proposal,TMA will send your agency the TMA
ECC Terms of Service(provided for your reference in Appendix A)via Docusign for signature. MCP will
schedule implementation efforts promptly upon receipt of notification of signature.
Any additional services not included in this proposal will be performed, upon written agreement of the parties,
at MCP's then-current fee schedule.

Association
The below is a copy of TMA's ASAP Service Terms of Use.This is not expected to be signed before executing the Mission
Critical Partners®(MCP)proposal for ASAP Implementation Services.This agreement will be sent via TMA's Docusign
system and be counter signed by the TMA CEO before return to the agency signatory.
ASAP SERVICE TERMS OF USE
The ASAP Service Terms of Use Agreement(the "Agreement") is made and executed by and between TMA ASAP Service,
LLC, a Virginia limited liability company("Service Provider" or "ASAP") and the agency identified below in the signature
block(the"Agency"or"you",as applicable),effective as of the date of the last signature.
ASAP,a wholly-owned subsidiary of The Monitoring Association,a national trade association representingthe professional
alarm monitoring industry,operates a communication method to digitally transmit messages between Monitoring Centers
and PSAPs,called the Automated Secure Alarm Protocol Service(the"ASAP Service").
Agency desires to utilize the ASAP Service for the receipt of alarm signals from Monitoring Centers(as defined herein),and
ASAP is willing to permit Agency to utilize the ASAP Services for such purposes pursuant to the terms and conditions which
follow.
The provisions contained within Agreement govern all use by your Agency of the ASAP Service and you are agreeing to the
terms contained herein unless a separate written agreement is in effect that specifically governs the subject matter hereof.
Services are offered subject to all of the terms and conditions contained herein and all other operating rules, policies and
procedures that may be published from time to time by ASAP(collectively,this"Agreement"),which are made a part of and
incorporated by reference herein.
USE OF THE SERVICES IS SUBJECTTO THE TERMS SET FORTH BELOW.BY ACCESSING OR USING THE SERVICES,YOU ARE
CONSENTING TO BE BOUND BY THIS AGREEMENT. IF YOU DO NOT AGREE TO ALL OF THESE TERMS, DO NOT USE THE
SERVICES.
If you are entering into this Agreement on behalf of an Agency,you represent that you have the authority to bind such Agency
to this Agreement.If you do not have such authority,or if you do not agree with these terms and conditions,you may not use
or log in to the Services.
By agreeing to the terms of this Agreement,you represent and warrant that your registration and use of the Services comply
with all applicable laws and regulations.
1) Definitions "APIs" means the Application Programming
