PROJECT: Chisholm Trail South Imarovements (Old Town)
This Supplemental Contract No. 6 to Contract for Engineering Services is made by and between
the City of Round Rock, Texas, hereinafter called the "City" and Freese and Nichols, Inc.,
hereinafter called the"Engineer."
WHEREAS, the City and Engineer executed a Contract for Engineering Services, hereinafter
called the"Contract,"on the 24th day of March,2022 for the Chisholm Trail South Improvements
(Old Town)Project in the amount of$389,055.00;and
WHEREAS,the City and Engineer executed Supplemental Contract No. 1 on October, 14, 2022
to amend the Contract to modify the provisions for the scope of services, work schedule, and fee
schedule; and
WHEREAS, the City and Engineer executed Supplemental Contract No. 2 on June 8, 2023 to
amend the scope of services and to increase the compensation by $584,885.00 to a total of
$973,940.00; and
WHEREAS, the City and Engineer executed Supplemental Contract No. 3 on March 8, 2024 to
amend the scope of services and to increase the compensation by $49,679.00 to a total of
$1,023,619.00; and
WHEREAS,the City and Engineer executed Supplemental Contract No.4 on November 18,2024
to amend the scope of services and to increase the compensation by $49,934.00 to a total of
$1,073,553.00; and
WHEREAS, the City and Engineer executed Supplemental Contract No. 5 on May 22, 2025 to
amend the scope of services and to increase the compensation by $145,470.00 to a total of
$1,219,023.00; and
WHEREAS,it has become necessary to amend the Contract to modify the provisions for the scope
of services and to increase the compensation by $221,103.00 to a total of$1,440,126.00;
NOW THEREFORE,premises considered,the City and the Engineer agree that said Contract is
amended as follows:

Article 2,Engineering Services and Exhibit B, Engineering Services shall be amended as set forth
in the attached Addendum to Exhibit B. Exhibit C, Work Schedule shall be amended as set forth
in the attached Addendum to Exhibit C.
II.
Article 4, Compensation and Exhibit D, Fee Schedule shall be amended by increasing by
$221,103.00 the lump sum amount payable under the Contract for a total of $1,440,126.00, as
shown by the attached Addendum to Exhibit D.
IN WITNESS WHEREOF,the City and the Engineer have executed this Supplemental Contract
in duplicate.

ADDENDUM TO EXHIBIT A
CITY SERVICES
The CITY OF ROUND ROCK ("CITY") is proposing to develop a 0.44 mi segment of Chisholm Trail Road
between Sam Bass Road and RM 620. The work to be performed under this work authorization by FREESE
AND NICHOLS, INC. ("CONSULTANT') will consist of final design services for the Brushy Creek culvert
extension project at the low water crossing, to be prepared as a standalone bid package.
City services will remain unchanged with this amendment.

The CONSULTANT will revise the issued for bid illumination layouts and circuit diagram/service data sheet
such that illumination poles are provided at 50' spacing on both sides of the road. (Changer Order#2)
163.4 SUPPLEMENTAL DEISGN DOCUMENT SERVICES
The CONSULTANT will prepare 90% and 100% supplemental design documents for the Brushy Creek
culvert extension, including:
• OPCC
• Project Manual
• CTD
• TLDR registration/RAS review and inspection

• 90% and 100% Brushy Creek TCP Plan, Quantity Summary, and Standard Sheets
• Prefinal and Final Chisholm Revised SW3P Plan Sheets

163.5 BRUSHY CREEK CULVERT EXTENSION SUBMITTAL REQUIREMENTS
Submittals will include the following:
1. 90% Submittal:
• Provide two (2) paper copies for review of the items listed below and a PDF containing electronic
copies. Plan sheets and cross-sections will be prepared and submitted in 11"x17" paper format.

190.0 BID PHASE SERVICES
190.1 BRUSHY CREEK CULVERT EXTENSION
The CONSULTANT will complete bid phase services for the Brushy Creek Culvert Extension:
• The CONSULTANT will attend the Pre-Bid Meeting with the CITY and prospective bidders. For the
purpose of scoping, one (1) four (4) hour in-person meeting, including travel time and agenda and
meeting minute prep, is assumed with two (2) attendees. The CONSULTANT will prepare meeting
minutes and submit to the CITY within three (3) business days.
• The CONSULTANT will respond to Contractor questions raised during the bidding process and
develop addenda to the Bid Documentation as required.
• The CONSULTANT will prepare a bid tabulation, analyze Contractor bids, check references and
provide a Recommendation to Award to the apparent lowest responsive responsible bidder within five
(5) business days of receiving the bid documents from the CITY.
• The CONSULTANT will furnish a set of Final Construction Contract Documents including plan sheets,
Project Manual and SW3P to the awarded Contractor.
310.0 CONSTRUCTION PHASE SERVICES
The original Construction Phase Services scope of services and exclusions will remain unchanged and be
applicable to all subtasks within this task.
310.1 CHISHOLM TRAIL SOUTH

The CONSULTANT will provide an additional twelve (12) hours each of Construction Phase Services for two
(2) staff members each month for the remaining six (6) months of the project for traffic control revisions as
needed and general management support.
The CONSULTANT will complete revisions to the storm sewer system in response to utility and other conflicts
encountered during construction.
310.2 BRUSHY CREEK CULVERT EXTENSION
The CONSULTANT will provide eight (8) hours each of Construction Phase Services for two (2) staff
members each month for the remaining three (3) months of the project for traffic control revisions as needed
and general management support.
The CONSULTANT will complete up to one (1) change to the culvert hydraulic or structural details if needed
during construction.
The CONSULTANT will complete a RAS inspection and a draft and final RAS inspection reports. The
CONSULTANT will close out the TDLR permit.
1200.0 ADDITIONAL SOCIAL/ECON/ENVIRON STUDIES
These services will only be completed with written approval from City staff.
1200.1 FISH RECOVERY AND RELOCATION SERVICES
In the case that the Brushy Creek culvert extension project is constructed/dewatered in more than one step
due to drainage restrictions, the CONSULTANT will complete additional Fish Recovery and Relocation
services for up to three (3) additional steps.
The previously approved Fish Recovery and Relocation scope will remain unchanged, and the new work will
follow the previously approved scope.

of services outlines EDGE's proposed work,which includes:
• Hydraulic modeling, reporting, and plan preparation for the extension of the Chisholm Trail
culverts over Brushy Creek, refining the hydraulic modeling previously completed as part of the
Preliminary Engineering Report (PER).
• Construction-phase services related to the Brushy Creek Culvert Extension.
• Construction-phase design services related to the roadway storm drain system and PS&E
package for the improvements along Chisholm Trail from Sam Bass Road to Round Rock Avenue,
including design modifications required to address the utility conflict identified during

SCOPE OF WORK
EDGE shall provide hydraulic analysis, reporting, and associated H&H plan sheets for the extension of
the Chisholm Trail box culverts over Brushy Creek to accommodate pedestrian facilities on the west
(upstream) side of the crossing, including temporary conditions while under construction. EDGE
previously completed a preliminary hydraulic analysis and report using HEC-RAS as part of the
Preliminary Engineering Report (PER).This analysis will be updated and refined as needed to support
final design.
EDGE shall also provide construction-phase services for the roadway storm drain system design and
associated plan production, specifications, and estimating for the improvements to Chisholm Trail from
Sam Bass Road to Round Rock Avenue.Additional services include modifications to the storm drain
design to accommodate a wastewater line conflict identified during construction.
Drainage Design Services
Brushy Creek Box Culvert Extension
Task 1: Existing Conditions Hydraulic Analysis
• No updates are anticipated for the existing models developed during the PER.These include the
Brushy Creek FEMA Effective HEC-RAS model and the best available Atlas 14 HEC-RAS model.
Task 2: Proposed Conditions Hydraulic Analysis
• EDGE will utilize the previously developed PER HEC-RAS models and make updates as necessary
to finalize the culvert extension design. Only minor refinements to the FEMA Effective and Atlas
14 models are anticipated.
• The Atlas 14 model will continue to evaluate two conditions established in the PER. The first
condition includes the 42"tall pedestrian rail and will simulate the higher frequency storms(2-,
5-, 10-, 25-yr).The second condition removes the pedestrian rail, which will break away via
shear pins, and simulate the lower frequency storms (50-, 100-, 500-yr).
• Model updates will be used to confirm that the final design achieves a no-rise condition in the
FEMA and Atlas 14 100-yr and a no adverse impact solution in the higher frequency events.
• EDGE will utilize the existing and proposed HEC-RAS models to develop the hydraulic analysis for
temporary construction conditions.The culvert extensions are expected to be built in phases,
with some boxes to be offline during construction. EDGE will evaluate and document up to three
potential alternatives.The temporary solution will be based on the 2-yr frequency storm.
• Coordination with the City's FPA will continue through the design phase to confirm the model
methods, approach, and results. One in-person meeting with the City FPA is anticipated.
Task 3: Reporting
EDGE will update the Drainage Report developed during the PER to document the methods and
assumptions used for the hydraulic analysis.The report will document the general approach, iterations
in the design, and the final design and results.
Task 4: Drainage PS&E
EDGE will prepare the following plan sheets:

used and no hydrology is required.

Basis of Compensation
EDGE proposes to provide the detailed "Scope of Work" for the Lump Sum amount of$46,020.
