Consider a resolution authorizing the Mayor to execute an engineering contract with WHM Transportation Engineering Consultants, Inc., for the design of a traffic signal system for Louis Henna Boulevard and US 79. Staff Resource Person: Jim Nuse, Public Works Director. W H M Transportation Engineering Consultants, Inc. C. Michael Walton, PhD, P.E. February 24, 2000 Mr. Thomas E. Word, Jr., P.E. City of Round Rock Public Works Department 2008 Enterprise Drive Round Rock, Texas 78664 Dear Tom: Mike Mclnturff, M.Eng., P.E. Randy B. Machemehl, PhD., P.E. In response to your request, I submit the following scope of work and cost estimate for provision of professional traffic engineering services in preparation of peak period progression studies for the section of Louis Henna Boulevard between IH 35 and Greenlawn Boulevard in Round Rock, Texas. Our Scope of Services is presented below: SCOPE OF SERVICES • Meet with Client and project team to obtain necessary information, confirm scope of work and peak periods for data collection, establish project schedule, and provide updates on project progress (three meetings are assumed). • Observe existing traffic operations on the study area network to note operational problems, traffic patterns, parking, etc. • Conduct travel time runs along Louis Henna Boulevard during each peak period to observe existing traffic progression. Travel time information will be used to correlate PASSER II analysis results to real world conditions. • Obtain tuming movement counts at the following intersections during six peak periods (AM, AM off -peak, Noon, PM off -Peak, PM, and weekend) to document existing traffic conditions: 1. Louis Henna Boulevard and IH 35 West Frontage Road 2. Louis Henna Boulevard and IH 35 East Frontage Road 3. Louis Henna Boulevard and Walmart/Target Drive 4. Louis Henna Boulevard and Dell Driveway 5. Louis Henna Boulevard and Greenlawn Boulevard • Perform progression analyses using PASSER II and PASSER III for the proposed system along Louis Henna Boulevard using traffic volume data listed previously for six peak periods. The system will consist of the five intersections listed above. • Prepare a report documenting analysis results for presentation to the City of Round Rock and the Texas Department of Transportation (TxDOT). Presentation to TxDOT will occur, if necessary, to discuss timing modifications to the IH 35 intersections. • Meet with City of Round Rock and TxDOT staff as needed to review analysis results. FEE FOR SERVICES 2717 Rio Grande Street Austin, Texas 78705 Phone • 512/473 -8343 FAX • 512/473 -8237 Mr. Thomas E. Word, Jr., P.E. February 24, 2000 Page 2 The estimate assumes that there will be six time periods for analysis. This analysis will be used to prepare a report that documents our findings and recommendations for submission to the City of Round Rock. We will respond to comments and meet with staff as needed to resolve issues within the scope of work. The proposed scope of services will be performed for an estimated fee of $12,500. The previously suggested budget for professional traffic engineering services is based on our experience with projects of this type and previous work in the area. However, it is WHM policy to be reimbursed for professional services on an hourly basis plus expenses. An invoice will be submitted upon completion of the report and monthly as necessary. The estimate provided is not a fixed cost; the actual cost could be more or less, but I recommend it for your planning and budgeting process. Changes to the assumed study scope that occur after the date of this proposal may result in increased cost. If this proposal is acceptable, please draft a City of Round Rock contract to be completed by WHM. The scope of services contained in this letter will serve as Attachment B to the project contract.
