Applicants seeking continuation funding should follow these guidelines when submitting
attachments for the upcoming grant year
Resolution
Local applications must include a resolution from the governing body such as the city
council, county commissioners' court, or board of directors. The resolution must:
▪ Clearly identify the project for which funding is requested.
• Authorize submission of the application to CJD.
Designate an authorized official. (This designation in the resolution is only required if the
entity wishes to empower a person who is not the chief executive officer to accept, reject, or
alter a grant.)
Include a statement that in the event of loss or misuse of CJD funds, the governing body
assures that the funds will be returned to CJD in full. (This statement must be included in the
resolution of all units of local government.)
Include a statement that assures CJD that the governing body wilLsecure or renew a fidelity
bond covering the full amount of CJD funds upon acceptance of any grant award (This . ; j+
statement must be included in the resolution by all nonprofit organizations.)
Fidelity Bond
All nonprofit agencies must submit a copy of a blanket fidelity bond indemnifying CJD
against the theft, loss, or misuse of the entire amount of CJD funds. If a bond must be
increased to cover an increased award amount, this may be done after the continuation
grant is awarded. However, the bond should be secured immediately after award, as CJD
will withhold funds until it is received.
The documents submitted to CJD to verify your purchase of a fidelity bond should show:
• The policy is for "blanket" coverage.
The type of coverage is "commercial crime ", "employee dishonesty", or "fidelity bond ".
• The coverage amount equals or exceeds the full amount of CJD funds.

CONDITIONS OF GRANT AWARD
1. The funding under this project is for the payment of SALARIES AND APPROVED FRINGE BENEFITS for
three years for sworn entry level career law enforcement officers, lateral transfers, or rehired officers_ A
portion of salaries above entry level must be provided for by the grant recipient. Overtime, training, weapons,
communication equipment and vehicles cannot be paid for with COPS funding.
2. Prior to withdrawing funds under this award, the recipient must provide the Control Desk, Office of the
Comptroller, with the recipient organization's fiscal year and the name of the recipient organization's cognizant
Federal agency.
3. COPS Universal Hiring grant funds must be used to hire one or more new additional career law enforcement
officers, beyond the number of officers that would be hired or employed by the grantee m the absence of the
grant. Unless authorized in writing by the COPS Office, grant funds may not be applied to the salary or benefits
of an officer hired by a grantee prior to the Award Start Date listed on the front of this document.
4. Your agency is expected to retain the positions funded by COPS Universal Hiring grant funds at the conclusion
of the grant, in accordance with the retention plan contained in your grant application.
5. For grants of $500,000 or more, the grantee acknowledges that failure to submit an acceptable Equal
Employment Opportunity Plan (if grantee is required to submit one under 28 CFR 42.302) that is approved by
the Officer of Justice Programs, Office of Civil Rights, is a violation of its Assurances and may result in the
suspension of the drawdown of funds. For grants under $500,000, the grantee must submit a completed EEOP
Certification form and return it to the Office of Justice Programs, Office of Civil Rights within 120 days of the
grant award.
6. In order to assist the COPS Office in the monitoring of the award, your agency will be responsible for
submitting semi -annual progress reports and quarterly financial reports. As those reports become due, your
Grant Advisor will provide you with the forms and information necessary for compliance.
7. Requests for extensions, without additional funding, of the grant award period should be submitted in writing no
sooner than two years after the official start date of the award to your Grant Advisor.
8. Officers funded under this grant may only be involved in activities or perform services that exclusively benefits
your agency and the population that it serves. If your agency provides these officers to another agency through
a contractual arrangement, your agency is responsible for ensuring that this arrangement is in compliance with
the conditions of your grant.
9. The COPS Office may conduct a national evaluation of the Community Oriented Policing Services (COPS)
program. The grantee agrees to cooperate with the evaluators.
10. The grantee agrees to abide by the terms, conditions and regulations as found in the COPS Universal Hiring
Grant Manual.
11. The recipient agrees to complete and keep on file, as appropriate, as Immigration and Naturalization Service

is subject to and conditioned upon acceptance of the Governor's Criminal Justice Plan
for Texas (Plan) promulgated for this specific program fund (referenced above) through
the Office of the Governor, Criminal Justice Division. Applicable special conditions
are contained in the Plan or cited below. Total project costs must be accounted for
in accordance with the Uniform Grant Management Standards and the Plan.
GRANTEE REQUEST FOR FUNDS
All grantee requests for funds shall be submitted to CJD, to the attention of the
Accounting Department, in accordance with the instructions provided by CJD and shall be
in the form required by CJD. Requests for funds will not be honored until all special
conditions outlined on the Statement of Grant Award and that required action on the part
of the grantee have been satisfied.
FUTURE FUNDING
Approval of the above - referenced grant does not commit the Governor's Office to future
funding. Any such funding shall be determined by the state plan or guide under which
application may be made, by all applicable policies and procedures promulgated by the
Governor's Office, Criminal Justice Division, and /or federal guidelines, and by the ap-
propriation of funds.
GRANT ADJUSTMENTS
Grantee shall submit written requests for grant adjustments, as required by the appli-
cable Criminal Justice Rule contained in the Governor's Criminal Justice Plan for Texas
for this specific program fund.
Prior to the release of funds, grantee must submit to CJD:
