WHEREAS, the U. S. Department of Justice, has grant funds
available to cities for various law enforcement projects, and
WHEREAS, grant funds are available through the C.O.P.S.
(Community Oriented Policing Services) Universal Hiring Program to
partially fund five additional full -time officer positions, and
WHEREAS, the City Council wishes to make application for the
grant to provide financial assistance for the above - described
positions, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the Mayor is hereby authorized and directed to make the
necessary application for the above - described grant.
The City Council hereby finds and declares that written notice of
the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to the
public as required by law at all times during which this Resolution and
the subject matter hereof were discussed, considered and formally acted

COPS Universal Hiring Program (UHP) grantees are able to request additional grant dollars for new officers by
answering the questions below. Future grant awards will be based on the information provided in this document only; submitting
another UHP application packet is not necessary. All grant recipients must develop a written plan to retain their COPS
funded officer positions after Federal funding has ended. This plan must be submitted to the COPS Office with your
application. Departments are also required to submit the attached Assurances and Certifications with each additional
officer request.
A request for a waiver review of the local matching requirement cannot be considered unless supporting information is
attached to this Additional Officer Request Form. The supporting evidence, at least one typewritten page in length, must include
(1) a satisfactory and documented demonstration of severe fiscal distress, and (2) a description of the link between a locality's
showing of severe fiscal distress and how that distress impacts the area's law enforcement agency. Please refer to your COPS
. ../HP Grant Owner's Manual for information related to the waiver requirements.
Please complete this form and return to the COPS Office in the envelop provided. Unreturned, blank and /or
incomplete forms will be treated as though no officers have been requested. We have also included blank budget forms for
your use, in case your department's budget has changed since your last award. If new budget figures are not included with your
request, COPS will use the most recent figures that are on file. Please return all forms by May 1, 2000. We would like to
receive the form by May 1, 2000. In any case, the final deadline will be receipt or postmark by May 31, 2000. This

Although the Department of Justice has made every effort to simplify the application process, other provisions of Federal law
require us to seek your certification regarding certain matters. Applicants should read the regulations cited below and the
instructions for certification included in the regulations to understand the requirements and whether they apply to a particular
applicant. Signature of this form provides for compliance with certification requirements under 28 CFR Part 69, "New
Restrictions on Lobbying," and 28 CFR Part 67, "Goverment -wide Debarment and Suspension (Nonprocurement) and
